This thesis argues that the type of great power acquiescence during a proliferating state’s nuclear weapons development has a decisive impact on nuclearization outcomes. While existing studies on nuclear proliferation have focused primarily on demand and supply side factors, such as security threats, domestic politics, leadership, and access to technology, far less attention has been paid to how great powers respond to proliferation attempts. In particular, acquiescence has rarely been theorized as a strategic policy choice. This thesis addresses this gap by examining when great powers acquiesce to nuclear proliferation, what types of acquiescence exist, and under what conditions these types emerge.
The thesis identifies a proliferating state’s high strategic value as a necessary condition for great power acquiescence, arguing that acquiescence is more likely when proliferation aligns with a great power’s grand strategy or national security interests. It further contends that acquiescence is not uniform and distinguishes between two types: active acquiescence and passive acquiescence. Active acquiescence refers to tolerating nuclear proliferation without imposing substantive sanctions, whereas passive acquiescence involves the imposition of sanctions while deliberately avoiding coercive measures severe enough to halt nuclear weapons development. The thesis argues that the level of congressional support within the great power is the key independent variable determining which type of acquiescence occurs.
To test this theory, the thesis conducts a comparative analysis of U.S. acquiescence toward Israel and Pakistan. Israel represents a case of active acquiescence, as it possessed high strategic value and enjoyed strong congressional support. Pakistan, by contrast, represents a case of passive acquiescence: despite its strategic value, congressional opposition to both Pakistan and nuclear proliferation resulted in acquiescence accompanied by sanctions. Together, these cases support the thesis’s theoretical claims.
This study contributes to the nuclear proliferation literature by conceptualizing great power acquiescence and systematically theorizing its types and conditions.
