This thesis examines the historical development, organizational mechanisms, and contemporary dynamics of North Korean labor migration to the USSR and later the Russian Federation, particularly focusing on the Siberian and Far Eastern regions. North Korean labor export represents a long-standing state economic strategy and remains one of the most institutionalized forms of international labor deployment. The research explores how this system emerged in the middle of the last century, how it evolved through changing political contexts, and why it continues to function despite international sanctions, limited transparency and geopolitical shifts.
The study employs a mixed-method approach. It combines qualitative document analysis with quantitative assessment of available statistical records from Russian government sources, regional reports and international datasets. Triangulation of primary and secondary materials in Russian, Korean, and English was also used to address gaps in public data and reduce the impact of fragmented reporting.
The findings show that labor cooperation between North Korea and Russia is economically and strategically motivated for both states. For the DPRK labor export is one of the main ways of generating foreign currency. For Russia, especially after 2022, North Korean labor became a source of cost-efficient workforce in regions experiencing demographic decline and labor shortages. Despite the formal restrictions imposed by United Nations Security Council Resolution 2397, analysis in the final chapter indicates renewed labor presence in Russia and potential future expansion under the 2024 Comprehensive Strategic Partnership Treaty.
Overall, the thesis concludes that North Korean labor migration to Russia has entered a new stage characterized by economic pragmatism, geopolitical alignment and reduced transparency. Its future trajectory will depend on ongoing sanctions enforcement, bilateral political relations and Russia’s evolving domestic labor market needs.
