Modern AI-native systems increasingly rely on real-time decision-making over large-scale, heterogeneous, and multiscale data. This demand emerges across domains as distinct as mobile edge computing (MEC) and retinal disease diagnosis, where system performance critically depends on accurate prediction and context-aware resource allocation. This dissertation proposes a unified perspective on multiscale decision modeling and presents two domain-specific instantiations that embody this principle.

The first contribution introduces Deep Edge Localization (DELO), a framework designed for localized traffic orchestration in MEC environments. DELO integrates a clustering-based temporal convolutional network–long short-term memory model to predict regional traffic patterns and employs a proximal policy optimization agent to adaptively balance server load. Evaluated on the Milan dataset, DELO improves prediction accuracy by up to 48.9 percent over conventional time-series models and reduces operational cost by 61.4 percent and 39.3 percent compared with static and Greedy allocation strategies. The framework enhances server availability by up to 74.7 percent, demonstrating its effectiveness in stabilizing network capacity under dynamic traffic conditions.

The second contribution extends multiscale decision modeling to retinal imaging with a dual-branch architecture for age-related macular degeneration (AMD) recognition. The model processes full fundus images and macula-centered crops through independent representation pathways and refines their multiscale features via Cross-Representational Refinement (CRR). This design captures lesion-specific detail while preserving global anatomical context. On the ADAM benchmark, the proposed approach achieves an AUC of 0.9689, surpassing leading methods trained without external data and confirming the importance of anatomically informed macular localization and hierarchical feature integration.

Together, these findings demonstrate that prediction-driven reasoning, hierarchical representation learning, and adaptive policy optimization form a versatile foundation for robust decision-making across networked and biomedical domains.
