This study aims to examine the life and activities of Ye Yong-hae(芮庸海, 1929~1995), who was a journalist and a researcher of folk culture, within the historical context, and through this, to understand his idea of folk crafts. As Korea underwent modern industrialization, traditional culture faced a crisis of discontinuity and traditional craft techniques also faced the threat of extinction. In this situation, Ye Yong-hae introduced folk crafts, which had been overlooked not only by the general public but also by researchers, as national culture, and illuminated the craftsmen who carried on these traditions as Living Human Treasure(ingan munhwajae).
Through his serialization of Living Human Treasure(ingan munhwajae) in the Hankook Ilbo, Ye Yong-hae investigated traditional craft techniques from all regions of the country and reported on the stories of craftsmen, alerting society to the disappearance of national culture. Furthermore, he emphasized the necessity of protecting intangible cultural heritage and establishing a relevant system. Subsequently, Ye Yong-hae participated in the designation of national intangible cultural heritage in the field of craft techniques and the recognition of their holders, thereby discovering many traditional craft techniques. In this process, he prioritized investigating techniques that produced crafts with both national symbolic significance and outstanding formative qualities. These criteria were closely connected to the purpose of the Cultural Properties Protection Law at that time and national policies that viewed traditional culture as an economic resource.
Ye Yong-hae undertook various activities to introduce the value of folk crafts, which represented the everyday lives of the common people. He collected and exhibited folk crafts with the mingei activists, thereby rediscovering their value as mingei. He also serialized “Heritage of the People” in Ppurigipeun Namu(Deep-rooted Tree) to introduce the sentiment and living culture of people embodied in crafts, and to inform them that the true transmission of traditional crafts is achieved by being used in life. Meanwhile, Ye Yong-hae's
interest in discovering national and ethnic identity through cultural properties turned overseas in the 1980s. He investigated the actual conditions of cultural properties held abroad, grasping their current status while seeking to enhance Korea's recognition in international society.
Ye Yong-hae's social practice influenced the establishment of the intangible cultural property system and provided direction for traditional craft transmission. In particular, intangible cultural property holders were often known as Living Human Treasure(ingan munhwajae), which led to craftsmen being recognized not merely as technicians but as inheritors of national culture. Additionally, movements to revive and transmit traditional crafts arose among craftspeople and researchers, enabling traditional craft techniques to be passed down to future generations. However, the term Living Human Treasure(ingan munhwajae) has led to the problematic perception that intangible cultural properties are not the intangible techniques themselves, but rather that individual holders are recognized as the cultural properties. Additionally the idea prevalent during that period that the original form of tradition must be preserved led traditional craft transmission to focus on preservation and restoration, resulting in structural limitations that prevented the acceptance of new changes or development.
Ye Yong-hae's recognition that disappearing folk crafts should be recorded and preserved aligned with the research trends in folklore studies at the time. Along with this, folk crafts during this period were perceived as identical to mingei, and Ye Yong-hae was greatly influenced by Yanagi Muneyoshi's mingei theory in the process of establishing the concept of folk crafts. However, for Ye Yong-hae, folk crafts were cultural properties containing national identity that were subjects of preservation and transmission, and this perspective moved toward a different orientation from anonymity, which was the core of mingei theory. He believed that for folk crafts to be inherited as traditional crafts, they should be sustained not only through national systems that protect and preserve Living Human Treasure(ingan munhwajae) but also through their use in people's daily lives. His idea provides insights that remain valid today regarding the balance between preservation and utilization of traditional culture.

본 논문은 언론인이자 민속문화 연구자였던 지운(之云) 예용해(芮庸海, Ye Yong-hae, 1929~1995)의 생애와 활동을 시대적 맥락 속에서 고찰하고, 이를 통해 그의 민속공예 사상을 파악하는 것을 목적으로 한다. 근대 산업화를 거치면서 전통문화는 단절 위기에 직면했고, 전통 공예기술 또한 소멸의 위기에 놓였다. 이러한 상황 속에서 예용해는 대중은 물론이고 연구자들조차 주목하지 않았던 민속공예를 민족문화로 소개하고, 장인을 인간문화재로 조명함으로써 민속공예의 보존과 전승의 필요성을 알린 선구적 연구자이다.
예용해는 한국일보에 「인간문화재」 연재를 통해 전국 각지의 전통 공예기술을 조사하고 장인의 이야기를 취재하며 민족문화가 사라지고 있음을 사회에 환기시켰다. 더불어 무형문화재 보호 및 제도 실행의 필요성을 제기하였다. 이후 예용해는 국가무형문화재 공예기술 종목의 지정과 보유자 인정에 참여하며 많은 전통 공예기술을 발굴하였다. 이 과정에서 그는 민족적 상징성을 가지면서도 조형성이 두드러진 공예품을 제작하는 기술을 우선적으로 조사하였다. 이러한 기준은 당시 「문화재보호법」의 목적과 전통문화를 경제적 자원으로 바라보는 국가 정책과 긴밀히 연결된 것이었다.
예용해는 민중의 생활사를 대변하는 민속공예품의 가치를 대중들에게 소개하기 위해 다양한 활동을 전개하였다. 그는 민예동인들과 함께 민속공예품을 수집하고 전시함으로써 민예로서 민속공예품의 가치를 재발견하였다. 또한 『뿌리깊은나무』에 「민중의 유산」을 연재하며 공예품에 담긴 민족의 정서와 생활문화를 소개하고, 전통공예품의 진정한 전승은 생활 속에서 사용함으로써 이루어진다는 것을 알리고자 했다. 한편, 문화재를 통해 국가와 민족의 정체성을 발견하고자 했던 예용해의 관심이 1980년대에는 해외로 향했다. 그는 해외 소장 문화재의 실태를 조사하며 그 현황을 파악함과 동시에 국제 사회 속에서 한국의 인식을 제고하고자 하였다.
예용해의 사회적 실천은 무형문화재 제도를 정착시키고, 전승공예의 방향성을 제시하는 데 영향을 미쳤다. 특히 인간문화재 용어는 무형문화재 보유자를 의미하는 속칭으로 자리 잡았으며, 장인을 단순한 기술자가 아닌 민족문화의 계승자로서 인식하게 했다. 이러한 인식은 장인의 위상을 높였으며, 그들이 자부심을 가지고 해당 기술을 전승할 수 있도록 기여했다. 또한 전통공예를 되살리고 전승하고자 하는 움직임이 공예가와 연구자들 사이에서 일어나 전통 공예기술이 후대로 계승될 수 있었다. 그러나 인간문화재 용어는 무형문화재가 무형의 기술이 아닌 보유자 개인이 문화재로 인식되는 문제를 초래했다. 또한 전통의 원형을 보존해야 한다는 시대적 관념은 전승공예를 보존과 복원에 집중하게 했고 그 결과 새로운 변화를 받아들이거나 발전하지 못하는 구조적 한계를 야기하기도 하였다.
소멸되어 가는 민속공예를 기록하고 보존해야 한다는 예용해의 인식은 당시 민속학계의 연구 흐름과 궤를 같이하는 것이었다. 이와 함께 이 시기 민속공예는 민예와 동일하게 인식되었고, 예용해는 민속공예의 개념을 정립해 나가는 과정에서 야나기 무네요시의 민예론에 많은 영향을 받았다. 그러나 예용해에게 민속공예는 민족의 정체성을 담고 있는 문화재로서 보존과 전승의 대상이었으며, 이러한 관점은 민예론의 핵심인 무명성과는 다른 지향점으로 나아갔다. 그는 민속공예의 계승과 전승을 위해서는 인간문화재를 보호하고 보존하는 국가 제도뿐만 아니라, 대중의 생활 속에서 전통공예품이 사용되어야 한다고 생각했다. 이러한 그의 사상은 오늘날 전통문화 보존과 활용의 균형에 있어 여전히 유효한 통찰을 제공한다.
