    The Construction Technology Management Act, enacted on January 1, 1988, was revised 63 times in about 37 years this year and became the Construction Technology Promotion Act. The Construction Technology Promotion Act aims to promote the research and development of construction technology to improve the level of construction technology, promote related industries to properly implement construction work, enhance the quality of construction work, and secure safety to contribute to the promotion of public welfare and the development of the national economy.

    It is also true that the number of quality managers assigned to the site is different from one to three (related to Article 50 (4) of the Enforcement Regulations of the Construction Technology Promotion Act), and that the actual number of employees working at the site is small and beginner.
    In addition, due to the lack of experience of beginner quality managers, there is no clear data on what tasks to perform from the beginning of the field and how to perform them. Therefore, the reality is that despite each site performing the same task, the output data are different and there is no standard for the task to be performed.
    In construction sites, quality management can be divided into three main categories: first test quality, second construction quality, and third system quality, which are also divided into three stages of quality management.
    Quality management began in quality testing in early 1920 and continued to overall quality management (TQM) through quality management (QC) and quality assurance (QA), and quality management at construction sites has a difficult task to manage all three.
    As a result, there are many required quality controls, but the actual implementation is limited to quality tests, and even this does not have standardized indicators for each site, resulting in differences in satisfaction and performance of quality management by site, and differences in quality management methods according to individual capabilities.
    In order to reduce these differences in quality control according to individual capabilities and quality control by site, and respond to changing quality control, the system of quality management methods that must be required and implemented must also be changed and standardized. The construction order, construction method, and quality control method for each construction site may all be different, but the basic methodology in quality control is very similar.
    Therefore, the purpose of this paper is to improve the work of quality managers in contact with the overall work by standardizing the quality management by quality management plan, test plan, test room operation, and apartment building type, and standardizing on documents for quality management (System Quality, Test Quality) from beginner to intermediate to advanced, and to improve on-site quality management by converting process-oriented work focused solely on documents and quality testing work to a project-oriented work through standardization of the process.
    Accordingly, this paper systematically organizes, establishes, and operates the quality management plan, which is ISO 9001-based system quality, through the systematic construction of quality management so that anyone can establish a quality management plan. In addition, how to prepare and establish a quality test plan, how to reflect the design volume and test items, what procedures to go through to select test items, and what reports related to the test plan are described in detail so that beginner quality managers can prepare, establish, and operate quality test plans in the project.
    In addition, as a result of managing the quality control of apartment houses by type of construction through book review, expected risk extraction and quality monitoring, and preemptive response to inspections and tests, it was found that a lot of improvement in construction quality, nonconformity reduction, and rework were reduced, but institutional problems that could further improve the occurrence of nonconformity were studied.
    The results of the study on the impact of standardization and systematization of quality management tasks and the establishment of quality management plans for each type of construction on quality work and further improvement of nonconformities are as follows.

    1. Analysis of work impact through the establishment of quality control and test planning
    As a result of distribution and application to 20 to 26 sites after standardization of quality control plans and quality test plans, overall quality document management was improved by an increase of about 7 points (167 points → 176 points, 200 points standard) compared to the year before the quality review was applied by Checklist, and the reduced standard deviation between sites means that the overall execution performance of the process and the difference in work performance by site tend to enjoy.
    As a result of the inspection before standardization, a total of 760 cases of nonconformity were found at 26 sites, and a total of 239 cases of nonconformity with the process evaluation accounted for 31.44% of the total nonconformity. The items in which nonconformities were found intensively were 1) construction information, 2) document management, 3) key quality management, 4) inspection, test, monitoring management, 5) nonconformity product management, and 6) self-quality inspection, and the most common documents related to quality tests.
    As a result of distribution and application throughout the construction site in 2019, out of a total of 1144 nonconformities at 20 sites in 2019, 109 process inspections accounted for 9.53% of nonconformities, and 332 test-related nonconformities accounted for 29.02% of the total nonconformities. During quality inspections in 2019, the total number of cases increased due to the increase in proposals for risk hedging in terms of design and construction, but the actual nonconformity rate was 15.69%, which was improved from 18 years ago.
    In addition, the discovery of nonconformities with documents decreased by 48% compared to the year before the application, repeated nonconformities occurred only in some items such as quality control items and document management, and significantly reduced nonconformities for other items.

    2. An Analysis of the Impact of Construction Quality by Establishing Quality Management Plan for Construction Type in Apartment Houses
    As a result of preparing/distributing quality management plans and educational data for each type of construction according to outsourcing contracts in apartment houses, strengthening screening for finished construction during quality review, and sharing and disseminating other PJT cases. Although the standard deviation by PJT decreased by about 10 points (445 points → 435 points) compared to the year before the quality review by Checklist was applied, the standard deviation by PJT showed a slight increase.     In the case of safety and health at construction sites, it is possible to allocate manpower in proportion to the construction amount, but in the case of current quality, the minimum manpower standard is reflected at the site of 100 billion won or more, so it is not possible to arrange manpower in proportion to the construction amount. Therefore, it is necessary to change the legal standard for manpower allocation in proportion to the construction amount, as quality prevention activities to prevent quality risks such as design book review and construction feasibility review other than documents and test tasks are possible only when sufficient manpower is secured.
    In addition, various efforts are required to develop individual capabilities in order to reduce the variation in field quality according to individual capabilities. There is a need for a plan to reduce the occurrence of quality nonconformities by circulating positions (quality ↔ construction), circulating arrangements for various project experiences, periodic quality inspections at the headquarters level and sharing inspection items.
    Even if there is a good system, the lack of physical manpower and personal capabilities is bound to be an environment in which nonconformities inevitably occur.

    Until now, quality control at construction sites has been recognized as a task that only quality managers do, and only the ready-mixed concrete test work has a lot of weight. In fact, it is also a reality that most quality managers also have this idea.

    1988년 1월 1일 제정된 “건설기술 관리법”은 올해로 약37년 동안 63회 개정되 면서 “건설기술진흥법”으로 법제화 되었으며, “건설기술진흥법”은 건설기술의 연 구, 개발을 촉진하여 건설기술 수준을 향상시키고 이를 바탕으로 관련산업을 진흥 하여 건설공사가 적정하게 시행되도록 함과 아울러 건설공사의 품질을 높이고 안 전을 확보함으로써 공공복리의 증진과 국민경제의 발전에 이바지함을 목적으로 하고 있다. 또한 “건설기술 진흥법” 제55조부터 제61조까지의 규정에 따라, 건설공사 품질 관리에 대한 전반적인 세부기준을 정하는 “건설공사 품질관리 업무지침”도 2015 년 제정 및 2017년, 2022년 개정을 통해 시행되고 있다. 다만 모체가 되는 건설공 사 품질관리 지침은 2010년에 제정되었으며, 품질관리계획에 대한 ISO 9000을 도 입한 것은 1997년부터 이고 이는 현장 건설현장에서 사용되어지고 있는 품질관리 계획서의 모태가 되었다. 그러나 현재까지 품질관리에 대한 수많은 개정과 현장점검을 실시함에도 불구 하고, 품질관리의 근본적인 변화 및 운영면에서 잘 이행되지 못하고 있는 것이 현 실이다. 이는 품질관리계획 수립과 실제 운영과의 제도적 차이 및 실질적 품질관 리의 이행 불충분, 품질관리자의 역량 및 품질활동 영역에서의 제도적 한계, 정형 화되지 못한 품질관리에서 그 이유를 찾아볼 수 있다. 또한, 사람이 거주하는 주택은 삶의 질과 직결되고, 그로 인해 더 큰 고품질의 서비스를 요구하는 소비자 우위 시장으로 변화되고 있으며, 그로 인해 골조부터 마감재까지의 모든 건축물에 대한 요구조건은 더욱 까다로워지고 있다. 이와 같은 요구조건의 변화는 각종 법규 및 조례, 설계기준 등의 변화만 보더라 도 알 수 있다. 변화되는 추세에 맞추어 품질관리도 변화가 요구되고 있는 것이 다. 하지만, 현장에 배치되는 품질관리자는 품질관리 대상공사에 따라 배치되는 인 원이 각1명에서 3명으로 배치기준(건설기술진흥법 시행규칙 제50조 제4항 관련)이 있음에도 불구하고, 현장별 배치인원이 상이하고, 공사 및 기타 업무와의 겸직으 로 실제 현장에서 근무하는 인원은 적은인원 및 초급인력으로 운영되고 있는 것 도 사실이다. 또한, 초급 품질관리자가 부족한 경험으로 인해 현장초기부터 어떤 업무를 수행 해야 하는지, 어떻게 수행하여야 하는지에 대한 명확한 자료가 없기도 하다. 그렇 다보니 각 현장마다 동일한 업무를 수행함에도 불구하고, out-put된 자료는 상이 하고, 행하여야 하는 업무에 대한 기준도 없는 게 현실이다. 건설현장에 있어서 품질관리는 크게 3가지로 구분할 수 있는데, 첫째 시험품질, 둘째 시공품질, 셋째 시스템 품질이며, 이는 품질경영 3단계로도 구분이 된다. 품질경영은 1920년 초 품질시험에서 시작하여 품질관리(QC), 품질보증(QA)을 거쳐 총체적 품질경영(TQM)에 까지 이어지게 되었으며, 건설현장에서의 품질관 리는 이 3가지 모두를 관리하여야 하는 어려운 숙제를 안고 있다. 그러다보니 요구되는 품질관리는 많으나, 실제 이행은 품질시험에만 국한되고 있으며, 이마저도 각 현장마다 표준화되는 지표가 없어 현장별 품질관리의 만족도 및 실행도의 차이 발생, 개개인 역량에 따른 품질관리 방식에도 차이가 발생한다. 이러한 개인별 역량에 따른 품질관리의 차이 및 현장별 품질관리의 차이를 줄 이고 변화되는 품질관리에 대한 대응을 위해서는 요구되고 이행되어야 하는 품질 관리방식의 체계도 변경되고 방식의 표준화도 같이 이루어져야만 한다. 건설현장 별 시공순서 및 시공방법, 품질관리 방법은 모두 다를 수 있으나, 품질관리를 함 에 있어 기본적인 방법론은 대동소이하기 때문이다. 따라서 본 연구에서는 품질관리(System품질, 시험품질)에 대해, 초급부터 중급, 고급에 이르기까지 공동주택 프로젝트에서 수행하여야 하는 품질에 대한 업무를 품질관리계획 및 시험계획, 시험실운영 및 공동주택 공종별 품질관리에 대한 사항 을 체계화 시키고, 문서 등에 대해 표준화함으로써, 업무를 접하는 품질관리자의 업무향상 및 전체적인 업무에 대한 상향평준화를 목적으로 하고 있으며, Process 의 표준화를 통해 서류 및 품질시험 업무에만 치중된 Process 중심의 업무를 - xviii - Pruduct 중심인 업무로의 전환을 통해 현장 품질관리까지 향상하도록 하는 것이 본 논문의 목적이다. 그에 따라, 본 논문에서는 품질관리의 체계화 구축을 통해 ISO 9001 기반의 시 스템 품질인 품질관리계획의 작성 및 수립, 운영에 관한 사항을 체계화 하여, 누 구나 품질관리계획서를 수립할 수 있도록 수록하였다. 또한, 품질시험계획도 어떻 게 작성 및 수립하는지, 설계물량 및 시험 종목은 어떻게 반영하는지, 시험 종목 선정은 어떠한 절차를 거쳐야 하는지, 시험계획과 관련된 보고사항은 어떠한 것들 이 있는지를 상세히 기술하여, 초급 품질관리자가 프로젝트에서 품질시험계획서의 작성 및 수립, 운영을 할 수 있도록 표준화 하였다. 또한 공동주택의 공종별 품질관리를 도서검토, 예상 Risk 발췌 및 품질 모니터 링, 검사 및 시험의 선제대응 등을 통해 관리한 결과, 시공품질에서의 많은 개선 과 부적합 감소, 재작업이 많이 줄어드는 효과를 볼 수 있었으나, 부적합 발생을 좀더 개선할 수 있는 제도적문제에 대해 연구하였다. 품질관리 업무에 대한 표준화 구축 및 체계화, 공종별 품질관리방안 수립에 따 른 품질관리가 품질업무에 미치는 영향 및 부적합의 추가적인 개선을 위한 방안 에 대한 연구결과는 다음과 같다. 1. 품질관리 및 시험계획 체계화 구축을 통한 업무영향 분석 품질관리계획과 품질시험계획의 표준화 구축 후 20∼26개 현장에 대해 배포 및 적용한 결과, Checklist에 의한 품질심사 적용년도 전 대비 약 7점(167점 → 176 점, 200점 만점기준) 상승으로 전체적인 품질문서 관리가 개선되었으며, 현장 간 표준편차가 줄어든 것은 Process의 전반적인 실행력 향상 및 현장별 업무능력 차 이가 즐어드는 경향을 의미한다. 표준화 반영 전 점검결과 건수는 26개 현장에서 총 760건의 부적합건수가 발견 되었으며, Process 평가 부적합은 총239건으로 전체 부적합의 31.44%를 차지했다. 집중적으로 부적합 사항이 발견된 항목으로는 1)건설공사정보, 2)문서관리, 3)중점 품질관리, 4)검사, 시험, 모니터링 관리, 5)부적합 제품관리, 6)자체품질점검 등이 며, 품질시험과 관련된 문서부적합이 가장 많았다. 19년도부터 건축 전현장에 걸쳐 배포 및 적용한 후 점검한 결과, 19년도의 20개 현장에서 총1144건의 전체 부적합 중 Process 점검건수는 109건으로 부적합의 9.53%를 차지했으며, 시험관련 부적합은 332건으로 전체 부적합의 29.02%를 차지 했다. 19년도 품질점검시 설계 및 시공적 측면에서의 Risk Hedge를 위해 제안사 항이 증가한 영향으로 전체 건수는 증가하였으나, 실질적 부적합율은 15.69%로 18년 대비 개선되었다. 그리고, 적용년도 전 대비 문서에 대한 부적합 발견은 48% 감소되었으며, 품질 관리항목 및 문서관리 등 일부 항목에서만의 반복 부적합이 발생했으며, 그 외 항 목들에 대해서는 현저히 부적합이 줄어들었다. 2. 공동주택에서 공종별 품질관리 방안 수립을 통한 시공품질 영향 분석 공동주택에서의 외주계약에 따른 공종별 품질관리 방안 및 교육자료 작성/배포, 품질심사 시 마감공종에 대한 심사 강화 및 타 PJT사례공유 및 전파 등을 실시한 결과, Checklist에 의한 품질심사 적용년도 전 대비 약 10점(445점 → 435점) 하락 하였으나, PJT별 표준편차는 다소 커지는 양상을 보였다. 이는 내부심사 시 토공 사 및 골조공사 외 마감공사까지 반영한 결과에 따른 영향이며, 심사 시 부적합 및 시정사항의 발견횟수는 증가하였고, 마감품질에 대한 PJT별 품질편차는 다소 커졌다. 표준화 반영 전 Product 점검결과 건수는 521건으로 전체 750건 중 69.46%를 차지했으며, 표준화를 반영한 19년도의 Product 점검결과 건수는 901건으로 전체 1144건 중 78.76%로 나타났는데, 이는 19년도 901건 중 650건은 제안사항으로 품 질사전 Risk Hedge을 위한 예방활동으로 실질적 부적합은 251건으로 18년도 대 비 49.1% 감소된 것으로 나타났다. 다만, Visual 적인 Product 측면에서는 오히려 품질심사 적용년도 전 대비 평점 이 하락하였고, 프로젝트별 표준편차는 다소 커지는 양상을 보였다. 이는 품질심 사 적용시 마감품질 점검 강화에 따른 결과이며, 부적합이 아닌 설계오류 및 개선 에 대한 시공상의 제안사항을 제외하면, 부적합율은 현저히 줄어드는 것으로 나타 났다. 또한 기존의 토공사 및 철근콘크리트 공사의 부적합 사례 및 발견사항은 확 연히 줄어드는 것으로 나타났다. 또한, 마감공사의 부적합 사항은 전체공종의 48%를 차지하고 있으며, 대부분 PL창호공사, AL창호공사, 수장공사, 철창호공사, 금속공사, 주방/일반가구공사 및 유리공사에서 부적합의 발견사항이 증가하였다. 해당 공종이 시공 시의 품질관리 측면에서 취약하다는 것을 반증하고, 하자발생률이 가장 많은 공종이라고 볼 수 있다. 따라서 해당 공종에 대한 추가적인 품질관리 방안 및 설계도서 검토를 통한 사전 Risk 발췌, Hedge을 통해 품질관리를 더 보완할 수 있을 것이다. 다만, 토공사 및 골조공사에서의 부적합 발견사항이 줄어든 것은, 공종별 품질 관리를 통한 것으로 볼 수 있으며, 향후 마감공사에서도 이러한 개선된 양상이 나 타날 것으로 판단한다. 3. 품질 부적합의 지속적 발생원인 분석 품질문서에 대한 효율화, 체계화 및 표준화, 각 공종별 품질강화를 함에도 불구 하고 부적합 사례는 계속적으로 발생하는 것으로 나타났다. 제조업 등 자동화가 되어있는 곳은 부적합 발생율을 극히 낮출수 있고, 충분한 개선을 통해 부적합율 을 관리할 수 있으나, 건설현장 특성상 자동화가 거의 없고, 사람이 하는 일이 대 부분이라 실수와 같은 휴먼에러는 발생할 수 밖에 없다. 다만, 이러한 부적합이 계속 발생하는 가장 큰 원인은 인적 자원의 부족 및 개 개인의 역량차이에 의해 발생한다. 건설현장의 안전과 보건의 경우, 공사금액에 비례한 인력배치가 가능한 구조이 나, 현재 품질의 경우는 1,000억원이상의 현장은 3명이상으로 최소한의 인력기준 이 반영되어 있어, 공사금액에 비례한 인력배치 구조가 가능하지 않다. 따라서 충 분한 인력이 확보되어야 서류나 시험업무 외 설계도서검토 및 시공성 검토 등 품 질 Risk를 예방할 수 있는 품질예방활동이 가능함에 따라, 공사금액에 비례한 인 력배치의 법적기준의 변경이 필요하다. 또한, 개개인의 역량에 따른 현장품질의 편차를 줄이기 위해서는 개개인의 역량 개발을 위한 다양한 노력이 요구된다. 순환보직(품질↔공사)과 다양한 프로젝트 경험을 위한 순환배치, 본사차원의 주기적 품질점검 및 점검사항 공유 등으로 품 질 부적합 발생을 줄일수 있는 방안이 필요하다. 좋은 시스템이 있어도 물리적인 인력부족 및 개인역량 부족은 부적합이 발생될 수 밖에 없는 환경이 될 수밖에 없다. 현재까지 건축현장에서의 품질관리는 품질관리자만이 하는 업무로, 레미콘 시험 업무에만 많은 비중이 있는 업무라 인식되고 있다. 실제로 대다수의 품질관리자 역시 이러한 생각을 가지고 있는 것도 현실이다. 하지만, 품질관리는 혼자 할 수 있는 일도 아니고, 혼자서만 할 수도 없다. 품질 관리가 철근콘크리트공사에만 국한되는 것도 아니고, 레미콘 시험업무로만 이루어 진 것도 아니다. 다만, 현재까지 이렇게 업무를 수행해오면서 생긴 관행적인 사항 이 아닐까 생각한다. 품질업무는 설계부터 공사까지 모두가 다 품질업무라 생각할 수 있다. 설계품 질, 시공품질, 시험품질, 전기품질, 설비품질 등등 모두가 품질업무이다. 따라서 현 장에 있는 모든 관리자가 품질업무를 수행하여야 하며, 품질관리자는 모든 관리자 가 품질업무를 잘 수행할 수 있도록 리딩하는 역할을 하여야 한다. 그런 리딩하는 역할을 수행하여야 하는 품질관리자, 특히 초급 품질관리자에게 본 연구과제가 길잡이 역할을 할 것이다.

xviii - Pruduct 중심인 업무로의 전환을 통해 현장 품질관리까지 향상하도록 하는 것이 본 논문의 목적이다. 그에 따라, 본 논문에서는 품질관리의 체계화 구축을 통해 ISO 9001 기반의 시 스템 품질인 품질관리계획의 작성 및 수립, 운영에 관한 사항을 체계화 하여, 누 구나 품질관리계획서를 수립할 수 있도록 수록하였다. 또한, 품질시험계획도 어떻 게 작성 및 수립하는지, 설계물량 및 시험 종목은 어떻게 반영하는지, 시험 종목 선정은 어떠한 절차를 거쳐야 하는지, 시험계획과 관련된 보고사항은 어떠한 것들 이 있는지를 상세히 기술하여, 초급 품질관리자가 프로젝트에서 품질시험계획서의 작성 및 수립, 운영을 할 수 있도록 표준화 하였다. 또한 공동주택의 공종별 품질관리를 도서검토, 예상 Risk 발췌 및 품질 모니터 링, 검사 및 시험의 선제대응 등을 통해 관리한 결과, 시공품질에서의 많은 개선 과 부적합 감소, 재작업이 많이 줄어드는 효과를 볼 수 있었으나, 부적합 발생을 좀더 개선할 수 있는 제도적문제에 대해 연구하였다. 품질관리 업무에 대한 표준화 구축 및 체계화, 공종별 품질관리방안 수립에 따 른 품질관리가 품질업무에 미치는 영향 및 부적합의 추가적인 개선을 위한 방안 에 대한 연구결과는 다음과 같다. 1. 품질관리 및 시험계획 체계화 구축을 통한 업무영향 분석 품질관리계획과 품질시험계획의 표준화 구축 후 20∼26개 현장에 대해 배포 및 적용한 결과, Checklist에 의한 품질심사 적용년도 전 대비 약 7점(167점 → 176 점, 200점 만점기준) 상승으로 전체적인 품질문서 관리가 개선되었으며, 현장 간 표준편차가 줄어든 것은 Process의 전반적인 실행력 향상 및 현장별 업무능력 차 이가 즐어드는 경향을 의미한다. 표준화 반영 전 점검결과 건수는 26개 현장에서 총 760건의 부적합건수가 발견 되었으며, Process 평가 부적합은 총239건으로 전체 부적합의 31.44%를 차지했다. 집중적으로 부적합 사항이 발견된 항목으로는 1)건설공사정보, 2)문서관리, 3)중점 품질관리, 4)검사, 시험, 모니터링 관리, 5)부적합 제품관리, 6)자체품질점검 등이 며, 품질시험과 관련된 문서부적합이 가장 많았다. 19년도부터 건축 전현장에 걸쳐 배포 및 적용한 후 점검한 결과, 19년도의 20개 현장에서 총1144건의 전체 부적합 중 Process 점검건수는 109건으로 부적합의 9.53%를 차지했으며, 시험관련 부적합은 332건으로 전체 부적합의 29.02%를 차지 했다. 19년도 품질점검시 설계 및 시공적 측면에서의 Risk Hedge를 위해 제안사 항이 증가한 영향으로 전체 건수는 증가하였으나, 실질적 부적합율은 15.69%로 18년 대비 개선되었다. 그리고, 적용년도 전 대비 문서에 대한 부적합 발견은 48% 감소되었으며, 품질 관리항목 및 문서관리 등 일부 항목에서만의 반복 부적합이 발생했으며, 그 외 항 목들에 대해서는 현저히 부적합이 줄어들었다. 2. 공동주택에서 공종별 품질관리 방안 수립을 통한 시공품질 영향 분석 공동주택에서의 외주계약에 따른 공종별 품질관리 방안 및 교육자료 작성/배포, 품질심사 시 마감공종에 대한 심사 강화 및 타 PJT사례공유 및 전파 등을 실시한 결과, Checklist에 의한 품질심사 적용년도 전 대비 약 10점(445점 → 435점) 하락 하였으나, PJT별 표준편차는 다소 커지는 양상을 보였다. 이는 내부심사 시 토공 사 및 골조공사 외 마감공사까지 반영한 결과에 따른 영향이며, 심사 시 부적합 및 시정사항의 발견횟수는 증가하였고, 마감품질에 대한 PJT별 품질편차는 다소 커졌다. 표준화 반영 전 Product 점검결과 건수는 521건으로 전체 750건 중 69.46%를 차지했으며, 표준화를 반영한 19년도의 Product 점검결과 건수는 901건으로 전체 1144건 중 78.76%로 나타났는데, 이는 19년도 901건 중 650건은 제안사항으로 품 질사전 Risk Hedge을 위한 예방활동으로 실질적 부적합은 251건으로 18년도 대 비 49.1% 감소된 것으로 나타났다. 다만, Visual 적인 Product 측면에서는 오히려 품질심사 적용년도 전 대비 평점 이 하락하였고, 프로젝트별 표준편차는 다소 커지는 양상을 보였다. 이는 품질심 사 적용시 마감품질 점검 강화에 따른 결과이며, 부적합이 아닌 설계오류 및 개선 에 대한 시공상의 제안사항을 제외하면, 부적합율은 현저히 줄어드는 것으로 나타 났다. 또한 기존의 토공사 및 철근콘크리트 공사의 부적합 사례 및 발견사항은 확 연히 줄어드는 것으로 나타났다. 또한, 마감공사의 부적합 사항은 전체공종의 48%를 차지하고 있으며, 대부분 PL창호공사, AL창호공사, 수장공사, 철창호공사, 금속공사, 주방/일반가구공사 및 유리공사에서 부적합의 발견사항이 증가하였다. 해당 공종이 시공 시의 품질관리 측면에서 취약하다는 것을 반증하고, 하자발생률이 가장 많은 공종이라고 볼 수 있다. 따라서 해당 공종에 대한 추가적인 품질관리 방안 및 설계도서 검토를 통한 사전 Risk 발췌, Hedge을 통해 품질관리를 더 보완할 수 있을 것이다. 다만, 토공사 및 골조공사에서의 부적합 발견사항이 줄어든 것은, 공종별 품질 관리를 통한 것으로 볼 수 있으며, 향후 마감공사에서도 이러한 개선된 양상이 나 타날 것으로 판단한다. 3. 품질 부적합의 지속적 발생원인 분석 품질문서에 대한 효율화, 체계화 및 표준화, 각 공종별 품질강화를 함에도 불구 하고 부적합 사례는 계속적으로 발생하는 것으로 나타났다. 제조업 등 자동화가 되어있는 곳은 부적합 발생율을 극히 낮출수 있고, 충분한 개선을 통해 부적합율 을 관리할 수 있으나, 건설현장 특성상 자동화가 거의 없고, 사람이 하는 일이 대 부분이라 실수와 같은 휴먼에러는 발생할 수 밖에 없다. 다만, 이러한 부적합이 계속 발생하는 가장 큰 원인은 인적 자원의 부족 및 개 개인의 역량차이에 의해 발생한다. 건설현장의 안전과 보건의 경우, 공사금액에 비례한 인력배치가 가능한 구조이 나, 현재 품질의 경우는 1,000억원이상의 현장은 3명이상으로 최소한의 인력기준 이 반영되어 있어, 공사금액에 비례한 인력배치 구조가 가능하지 않다. 따라서 충 분한 인력이 확보되어야 서류나 시험업무 외 설계도서검토 및 시공성 검토 등 품 질 Risk를 예방할 수 있는 품질예방활동이 가능함에 따라, 공사금액에 비례한 인 력배치의 법적기준의 변경이 필요하다. 또한, 개개인의 역량에 따른 현장품질의 편차를 줄이기 위해서는 개개인의 역량 개발을 위한 다양한 노력이 요구된다. 순환보직(품질↔공사)과 다양한 프로젝트 경험을 위한 순환배치, 본사차원의 주기적 품질점검 및 점검사항 공유 등으로 품 질 부적합 발생을 줄일수 있는 방안이 필요하다. 좋은 시스템이 있어도 물리적인 인력부족 및 개인역량 부족은 부적합이 발생될 수 밖에 없는 환경이 될 수밖에 없다. 현재까지 건축현장에서의 품질관리는 품질관리자만이 하는 업무로, 레미콘 시험 업무에만 많은 비중이 있는 업무라 인식되고 있다. 실제로 대다수의 품질관리자 역시 이러한 생각을 가지고 있는 것도 현실이다. 하지만, 품질관리는 혼자 할 수 있는 일도 아니고, 혼자서만 할 수도 없다. 품질 관리가 철근콘크리트공사에만 국한되는 것도 아니고, 레미콘 시험업무로만 이루어 진 것도 아니다. 다만, 현재까지 이렇게 업무를 수행해오면서 생긴 관행적인 사항 이 아닐까 생각한다. 품질업무는 설계부터 공사까지 모두가 다 품질업무라 생각할 수 있다. 설계품 질, 시공품질, 시험품질, 전기품질, 설비품질 등등 모두가 품질업무이다. 따라서 현 장에 있는 모든 관리자가 품질업무를 수행하여야 하며, 품질관리자는 모든 관리자 가 품질업무를 잘 수행할 수 있도록 리딩하는 역할을 하여야 한다. 그런 리딩하는 역할을 수행하여야 하는 품질관리자, 특히 초급 품질관리자에게 본 연구과제가 길잡이 역할을 할 것이다.
