본 연구는 발전설비 유지보수 현장에서 빈번한 안전대 고리 미체결 문제를 개인 부주의로 환원하지 않고, 작업환경·조직문화·인지·행동요인을 함께 고려 해 실증적으로 규명하고 개선방향을 제시하는 것을 목적으로 한다. 발전설비 유지보수 종사자 120명을 대상으로 구조화된 설문을 실시했으며, 일반적 특성, 행동·물리·조직·문화 요인과 개선 인식을 포함해 기술통계·집단 비교·상관분석 및 개방형 응답 분석을 수행했다. 분석 결과, 공간 협소성·체결지점 접근성·장비 조작성 등 물리적 제약이 클 수록 불편감·시간압박이 커져 체결 누락이 증가하는 경향을 보였다. 관리감독 의 빈도보다 동료 상호확인 문화가 준수에 더 긍정적으로 작용했으며, 위험 성 인지·안전규범 공유·자율성 인식이 높을수록 준수율이 향상되는 양상을 확 인했다. 개선 요구는 경량화, 체결지점 확대, 조작성 개선이 우선이었고, 단 속 위주의 통제는 선호도가 낮았다. 이에 따라 (1) 경량화·체결지점 확대 등 물리적 개선, (2) 통제 중심 관리감 독에서 동료 상호확인과 자율 피드백이 가능한 참여 중심 운영체계로의 전 환 (3) 정비 일정·작업 공간 제약에 대한 제도적 보완과 시간적 여유 확보를 전제로 한 지속적 사례 중심 교육 병행이 필요하다고 제안한다. 본 연구의 의의는 발전설비 유지보수라는 특수 환경에서 물리적·조직적·문 화적 요인을 단일 틀 안에서 동시적으로 측정·분석해 다층적 관점의 실증 근 거를 제시했다는 데 있다. 향후에는 제안 대안의 현장 적용 효과를 실험·평가 하고, 사고·아차사고 기록과 연계해 인과성을 한층 정교하게 검증할 필요가 있다.

This study investigates the underlying causes of safety harness hook non-connection in power-plant maintenance sites by integrating environmental, organizational, cognitive, and behavioral factors rather than attributing the issue solely to individual carelessness. A structured survey was conducted among 120 maintenance workers, and the collected data were analyzed using descriptive statistics, group comparisons, correlation analysis, and qualitative responses.
Results indicate that physical constraints-such as narrow spaces, limited anchorage access, and low equipment operability-intensify discomfort and time pressure, leading to higher rates of unhooked harnesses. Peer confirmation culture was more effective in improving compliance than managerial supervision. Workers prioritized improvements in harness weight reduction, anchorage expansion, and usability enhancement.
This study suggests (1) physical improvements, (2) a shift toward participatory safety management based on peer verification, and (3) institutional and educational measures addressing spatial and temporal constraints. The findings provide empirical evidence for a multidimensional understanding of safety compliance in power-plant maintenance contexts.
