밀폐공간 작업은 환기가 제한되고 작업 조건이 수시로 변동하여 질식 및 화재·폭발 위험이 높다. 이에 따라 산업 현장에서는 안전작업허가서 발급, 작업 전 안전회의, 가스 농도 측정, 물질 격리·설비 환기 확인, 교육 확인과 같은 다단계 안전관리 절차를 통해 작업을 통제한다. 그러나 작업 전에 계획된 기준 정보와 작업 시점에 생성·변동하는 현장 상태 정보가 동일 작업과 시간 기준에서 충분히 결속되지 못할 경우 확인·대조·대기가 누적되는 운영상의 지연과 혼선이 발생할 수 있다. 공정안전관리(PSM)는 고위험 작업을 포함한 공정 전반의 중대산업사고 예방을 목적으로 운영되고 있으나 PSM 적용 사업장의 정비·보수 작업에서 사고가 반복되는 현실은 현장의 안전 관련 문서·기록·판정 근거가 어떤 맥락에서 단절되는지를 설명할 수 있는 분석의 필요성을 시사한다. 이에 따라 작업 전 확정된 기준(정적 정보)과 작업 중 변동하는 현장 기록(동적 정보)이 시점·매체·주체의 분절로 인해 괴리되는 현상이 본 연구의 핵심 논제인 정적·동적 정보 간극으로 정식화된다. 나아가 이 간극이 현장에서 표출되는 운영상의 문제를 정보 파편화, 상황 인식 실패, 수동 관리, 학습 단절, 절차적 마찰의 다섯 가지 실패 메커니즘으로 유형화하고 이를 분석과 설계 논의를 관통하는 공통 좌표로 활용하였다. 정보가 전산·현장 게시물 등으로 파편화된 상황에서 작업자와 관리감독자가 순차적 확인·대조를 반복하게 될 때 안전과 효율에서의 실패 메커니즘이 상호 강화될 수 있다는 구조적 관점에 기반한다. 사례 분석은 PSM 적용 사업장인 K사의 밀폐공간 작업을 대상으로 수행하였다. 정기보수 기간이 아닌 일상운전 국면의 동일 유형 작업 13건을 동일 작업·시간 기준으로 정렬하여 작업허가 총 소요시간(TTW)를 정량 분석하였고 서면 설문을 통해 도급업체 작업자 및 관리자, 원청 현장안전관리자 등 총 51명의 응답을 수집·분석하였다. TTW는 작업 착수 전 단계에서 확인·대조·전사·대기 등이 누적되는 정도를 나타내는 운영 마찰의 대리 지표로 해석하였으며 이를 바탕으로 정보 간극이 실제 운영 단계에서 어떻게 표출되는지를 탐색적으로 추적하였다. 분석 결과 TTW 분석에서는 반복 수행에 따라 평균 시간이 감소하는 경향이 관찰되었으나 감소 이후에도 잔존 시간의 상당 부분이 행정적 대기·확인 또는 문서 확인·승인 단계의 병목으로 나타났다. 설문 분석에서도 위험요소 설명의 충분성에 대한 평가와 실제 이해 수준에 대한 평가가 엇갈려 전달–이해–적용 단계의 인식 격차가 확인되었고 이를 규정 준수 과정에서 확인·대조·기록 업무가 누적되는 마찰로 해석하였다. 이러한 진단을 바탕으로 정적·동적 정보를 단일 흐름에서 결속·판정·기록하는 운영 체계로서 데이터 중심 4계층 운영 모델 DNDA(Device–Network–Data–Application)를 제안한다. DNDA는 운영 기능을 계층별로 정의한 데이터 중심 운영 모델로서 단일 참조원·상태 동기화·규칙 기반 판정·절차 마찰 최소화·조직적 학습의 선순환을 통합한다. 이를 통해 실패 메커니즘의 상호 강화 경로를 완화하는 논리를 제시하고 안전관리의 운영 방향을 문서 중심의 준수 확인에서 데이터 기반의 상태 증명 중심으로 전환할 수 있음을 논증하였다. 본 연구의 학술적 의의는 밀폐공간 안전관리에서 반복되는 혼선과 지연을 정보 결속의 문제와 실패 메커니즘의 강화 경로로 설명했다는 데 있다. 실무적으로는 DNDA 운영 모델 기반으로 관리감독자의 부담을 서류 대조 중심에서 위험 해석 및 판정 근거 관리로 전환하고 판정 근거와 조치 이력을 동일 기준에서 공유·축적할 수 있는 운영 모델의 방향을 제시하였다. 다만 본 연구는 개념적 운영 설계와 탐색적 사례 분석에 기반하므로 DNDA 적용에 따른 정량적 사고 감소 효과의 직접 검증은 후속 연구 과제로 남는다.

Confined space work involves limited ventilation and frequently changing job conditions, which increase the risk of asphyxiation as well as fire and explosion. Accordingly, industrial sites control such work through multi-stage safety management procedures, including the issuance of a safety work permit, pre-job toolbox meetings (TBM), gas concentration measurements, verification of material isolation and equipment ventilation, and confirmation of training. However, when planned baseline information prepared before the job and on-site status information generated and fluctuating at the time of work are not sufficiently integrated under the same work and time reference, operational delays and confusion can arise as checks, cross-checks, and waiting accumulate. Although Process Safety Management (PSM) is operated to prevent major industrial accidents across processes including high-risk work, the recurrence of accidents during maintenance and repair activities at PSM-covered sites suggests the need for analysis that can explain in what context safety-related documents, records, and decision grounds become disconnected.
In response, this study formalizes as its central theme the “static–dynamic information gap,” a phenomenon in which predefined baseline criteria (static information) and variable on-site records during work (dynamic information) diverge due to fragmentation across time, media, and responsible actors. Furthermore, the operational problems through which this gap manifests in practice are categorized into five failure mechanisms—information fragmentation, situational awareness failure, manual management, learning discontinuity, and procedural friction—which are used as common coordinates that run through both the analysis and the design discussion. This framing is based on a structural view that, under conditions where information is fragmented across electronic systems, paper documents, and on-site postings, repeated sequential checks and cross-checks by workers and supervisors can mutually reinforce failure mechanisms affecting both safety and operational efficiency.
The case analysis was conducted on confined space work at Company K, a PSM-covered site. Thirteen jobs of the same work type, performed during the routine operations phase rather than a turnaround period, were aligned using a common work-and-time reference and analyzed quantitatively using the total time to work commencement (TTW) derived from the work-permit process. In addition, written surveys were collected and analyzed from a total of 51 respondents, including contractor workers and managers and the principal employer’s on-site safety managers. TTW was interpreted as a proxy indicator of operational friction, reflecting the extent to which pre-start activities such as verification, cross-checking, transcription, and waiting accumulate, and it served as a basis for exploratorily tracing how the information gap is expressed in actual operations.
The results showed that, while the average TTW tended to decrease as similar tasks were repeated, a substantial portion of residual time remained even after the decrease, appearing as bottlenecks in administrative waiting and verification or in document checking and approval steps. The survey analysis likewise revealed discrepancies between evaluations of the adequacy of hazard explanations and evaluations of actual understanding, indicating perception gaps across the transmission–understanding–application stages. These were interpreted as friction arising from the accumulation of verification, cross-checking, and recordkeeping tasks within compliance processes.
Based on this diagnosis, the study proposes DNDA (Device–Network–Data–Application), a data-centric four-layer operating model conceived as an operational design that integrates static and dynamic information within a single flow for linkage, judgment, and recording. DNDA defines operational functions by layer and integrates a single source of reference, state synchronization, rules-based judgment, minimization of procedural friction, and a virtuous cycle of organizational learning. Through this, the study presents a rationale for mitigating the mutually reinforcing pathways among failure mechanisms and argues that the operational direction of safety management can shift from document-centered compliance checking to data-based state substantiation.
The academic contribution of this study lies in explaining recurrent confusion and delays in confined space safety management in terms of information linkage problems and reinforcing pathways among failure mechanisms. Practically, it suggests an operational direction in which supervisory burdens can shift from document cross-checking toward hazard interpretation and the management of judgment grounds, and in which judgment grounds and action histories can be shared and accumulated under consistent criteria. However, because this study is based on a conceptual operating design and an exploratory case analysis, direct quantitative verification of accident reduction effects attributable to DNDA remains a topic for future research.
