본 연구는 현대 사회의 변화에 따라 공공도서관이 장서 보관 및 열람 중심의 기능에서 벗어나, 지역 공동체 형성과 사회적 연결을 지원하는 복합적 공공공간으로 전환되고 있다는 점에 주목한다. 이러한 변화의 배경에는 공공성을 고정된 제도적 개념이 아닌 사회적 요구에 따라 변화하는 개념으로 인식하는 현대적 공공성 개념의 전환이 자리하고 있으며, 이는 공공도서관 정책과 운영 방식 전반의 변화를 요구하고 있다. 이에 본 연구는 공공성 개념 변화에 따른 공공도서관 정책과 운영 지향점을 분석하고, 이를 공간디자인 차원에서 구체화하여 커뮤니티 중심형 공공도서관의 개념과 특성 그리고 공간디자인 방법을 도출하는 것을 목적으로 한다.
본 연구는 위의 목적을 달성하기 위해 다음과 같은 연구 방법과 과정을 통해 진행되었으며, 그 주요 결과는 다음과 같다.
첫째, 공공성의 현대적 의미와 공공도서관 관련 정책을 중심으로 한 문헌조사를 통해, 현대 공공도서관이 제도 중심의 운영에서 벗어나 이용자와 지역사회 중심의 운영으로 전환되고 있음을 확인하였다. 이를 통해 공공도서관 운영 지향점은 이용자의 접근과 참여를 전제로 한 운영, 지역사회와의 관계 형성, 변화하는 요구에 대응하는 유연한 운영 방식이 강조되고 있음을 확인하였다.
둘째, 앞서 확인한 공공도서관 운영의 방향을 바탕으로 커뮤니티 중심형 공공도서관의 개념적 특성을 구체화하고, 유럽과 일본의 주요 공공도서관 사례를 대상으로 사례 분석을 수행하였다. 그 결과 커뮤니티 중심형 공공도서관은 기능별 공간의 명확한 분리보다는 열람, 학습, 문화, 교류 기능이 중첩되고 유기적으로 연결되는 공간 구조를 특징으로 하며, 일상적 체류를 유도하는 개방적 공간 구성, 프로그램 간 경계를 완화한 가변적 공간 배치, 이용자의 자발적 참여와 상호 교류를 촉진하는 중심 공간의 형성이 주요한 공간디자인 방법으로 나타났다.
셋째, 앞선 과정에서 도출된 공간디자인 방법을 지방 소도시인 상주시를 대상으로 한 ‘상주시 중앙도서관과 농업지원센터 계획안’에 적용하여, 그 적용 가능성을 검토하였다.
제안된 계획안은 도서관 기능과 농업 지원 기능을 복합화한 공간 구성으로, 학습·문화·교류 공간과 농업 지원 프로그램이 유기적으로 연계되는 공간 구조를 통해 공공도서관이 지역 커뮤니티 형성과 지역 활성화를 동시에 수행하는 복합 공공 거점으로 작동할 수 있음을 제시한다. 본 연구는 공공성 개념 변화에 따른 공공도서관의 운영 지향점을 공간디자인 차원에서 구조화하고, 이를 구체적인 도서관 공간 계획안에 적용함으로써 커뮤니티 중심형 공공도서관 공간디자인에 적용 가능성을 제시하였다는 점에서 의의를 가진다.

This study focuses on the transformation of public libraries in contemporary society, as they move beyond functions centered on the storage and reading of collections toward complex public spaces that support community formation and social connectivity. Underlying this transformation is a shift in the concept of publicness, which is no longer understood as a fixed institutional notion but as a concept that evolves in response to social demands. This shift calls for comprehensive changes in public library policies and operational frameworks. Accordingly, this study aims to analyze public library policies and operational orientations in relation to changes in the concept of publicness, and to concretize them at the level of spatial design by deriving the concept, characteristics, and spatial design methods of community-centered public libraries.
To achieve this objective, the study was conducted through the following research methods and processes, and the main findings are as follows. First, through a literature review focusing on the contemporary meaning of publicness and public library–related policies, this study confirms that modern public libraries are shifting away from institution-centered operations toward user- and community-centered modes of operation. In this context, public library operational orientations are characterized by an emphasis on user access and participation, the formation of relationships with local communities, and flexible operational approaches that respond to changing demands.
Second, based on the identified directions of public library operation, this study elaborates the conceptual characteristics of community-centered public libraries and conducts case analyses of major public libraries in Europe and Japan. The results show that community-centered public libraries are characterized by spatial structures in which reading, learning, cultural, and social interaction functions overlap and are organically interconnected, rather than being clearly separated by function. In addition, key spatial design methods include open spatial configurations that encourage everyday stay, flexible spatial arrangements that soften boundaries between programs, and the formation of central spaces that promote users’ voluntary participation and mutual interaction.
Third, the spatial design methods derived from the preceding analyses are applied to the Sangju Central Library and Agricultural Support Center planning proposal in Sangju, a small provincial city in Korea, in order to examine their applicability.
The proposed plan presents a spatial configuration that integrates library functions with agricultural support functions, in which learning, cultural, and social spaces are organically connected with agricultural support programs. Through this spatial structure, the public library is demonstrated to function as a complex public hub capable of simultaneously fostering community formation and regional revitalization. This study is significant in that it structures public library operational orientations derived from changes in the concept of publicness at the level of spatial design and applies them to a concrete library spatial planning proposal, thereby demonstrating the applicability of community-centered public library spatial design.
