Seoul has continuously implemented policies to secure green spaces within the urban environment, resulting in a per capita park area comparable to that of major global cities. While this quantitative expansion represents a significant achievement, relatively limited attention has been given to establishing distinct identities and characteristics for individual green spaces. As a result, an increasing number of parks remain underutilized or inadequately managed despite their expanded area.
In response to these limitations, the Seoul Metropolitan Government has launched the “Park Landmark Project,” targeting 24 major city-operated parks in order to promote qualitative improvement by reflecting site-specific conditions and regional characteristics. Within this framework, this study focuses on parks with clear thematic intentions as well as those whose latent qualities have not been fully realized, aiming to analyze existing issues and enhance each park’s unique identity and spatial connectivity. Among the 24 major parks, Changpo Wetland Park, a wetland-based ecological park, was selected as the research site.
Located in Dobong-gu, Changpo Park was originally a natural wetland area along the Jungnangcheon stream, but its landscape value was degraded due to greenhouse installations and material storage. In 2007, Seoul categorized ecological parks as a distinct type within its thematic park system and subsequently redeveloped the wetlands near Jungnangcheon into an ecological park. Changpo Park opened in 2009 as the first ecological park in Seoul.
Ecological parks primarily aim to foster urban natural environments and provide environmental education, emphasizing observation and experiential engagement with surrounding ecological landscapes. Changpo Park, organized around a large central wetland, operates a visitor center of approximately 566 square meters to support these functions. However, the existing visitor center is located in a position that is not well integrated with the park’s identity as a wetland-based ecological park. In practice, its function has shifted toward unrelated uses such as a Seoul Trail information center and a café, limiting its role in interpreting and supporting the ecological park.
Therefore, this study proposes a landscape-oriented, eco-friendly experiential exhibition facility that addresses the spatial and structural limitations of the existing visitor center while enabling Changpo Park to more fully realize its intended role as an ecological park through harmonious interaction with the on-site wetland environment.
