This study analyzes the limitations of the current qualification requirements for registering international freight forwarders in Korea and proposes measures to strengthen logistics professionalism through the introduction of qualification standards. Logistics plays a key role in the trade ecosystem, and as logistics services become more complex and diversified, the role of international freight forwarders has expanded from simple freight arrangement to comprehensive logistics services. However, the current qualification requirements for international freight forwarders in Korea are insufficient to ensure professional competence, resulting in limitations in service quality and industry trust.
Accordingly, this study first examines the current status of qualification requirements for international freight forwarders in Korea. Second, it identifies differences by comparing the Korean system with those of major advanced countries. Third, it compares international freight forwarding with similar domestic industries and proposes step-by-step measures to strengthen qualification requirements in order to enhance logistics professionalism.
In summary, while the Korean system has relatively weak qualification requirements, advanced countries maintain minimum standards of industry reliability through professional certification systems, mandatory education, and practical experience requirements. Based on this comparison, this study suggests the institutionalization of qualification certification, legal measures to prevent excessive competition, and the introduction of certification programs for international freight forwarders. Strengthening qualification requirements is expected to improve service quality and reliability in the international freight forwarding industry and contribute to enhancing Korea’s international logistics competitiveness.
