This study addresses high-precision relative navigation for LEO satellite rendezvous mission conducted under GNSS-challenged conditions, where signal availability and quality are often degraded. In such environments, rapid changes in satellite geometry and orbital perturbations significantly reduce the accuracy of GNSS-based navigation. To overcome these limitations, this paper proposes a tightly integrated GNSS-based relative navigation algorithm that effectively exploits carrier phase and Doppler measurements. The proposed approach incorporates detailed modeling of measurement errors, thermal noise, and multipath effects while accounting for the unique dynamics and non-stationary noise characteristics of the LEO environments. In addition, Adaptive Kalman Filter structure is developed to maintain estimation stability under varying satellite visibility. The AKF adaptively updates the process and measurement covariance matrices in real time using the residual and innovation matrices, thereby ensuring robust performance against dynamic changes in measurement conditions. The algorithm’s performance was validated through both softwarebased simulations and ground-based emulated experiments. In simulations using GMAT-based orbital data, various AKF configurations were tested and compared with the EKF to quantitatively evaluate adaptability to dynamic behavior and varying noise characteristics. The results showed that the proposed AKF improved dynamic behavior and varying noise characteristics. The results showed that the proposed AKF improved the 3D relative position RMSE by approximately 71.35% and the relative velocity error by 69.56% compared to the EKF. Moreover, AKF configuration employing trace-based normalization of Q maintained positive definiteness and enhanced numerical stability. For real world validation, a ground experiment was conducted using a fixed base and a rover separated by approximately 221m. AKF achieved a 49.14% reduction in 3D relative position RMSE compared to the EKF and exhibited significantly improved convergence stability when new satellites entered the visibility region. These results demonstrate that the proposed adaptive filtering structure effectively handles timevarying noise modeling and ensures robust estimation performance in GNSS-based relative navigation between LEO satellites. In addition, this study conceptually proposed a navigation modetransition method based on the Normalized Innovation Squared and Overall Matching Confidence metrics to ensure navigation continuity in regions where GNSS signal quality degrades. This approach enables a quantitative determination of the transition point from GNSS-based navigation to LiDAR-based navigation and can serve as foundational framework for future research on real satellite navigation mode transition.
