본 연구의 목적은 학생선수 최저학력제에 대한 이해당사자들의 인식을 탐색하는 것이다. 구체적으로 본 연구에서는 대학 학생선수, 학부모, 지도자, 체육교사, 교육 및 정책 전문가를 대상으로 최저학력제 이해수준, 이행수준, 긍정적 및 부정적 인식, 실효성 수준, 개선사항에 대해 탐색하는 데 목적이 있다. 연구목적 달성을 위해 총 311명을 연구대상으로 선정하였으며, 온라인 기반의 개방형 설문을 통해 자료를 수집하였다. 자료를 분석하기 위해 텍스트 정제과정을 진행하였으며, 텍스트 마이닝 적용을 위해 공출현 빈도와 연결중앙성 지수를 산출하였다. 본 연구에서 얻어진 결론은 다음과 같다.
첫째, 최저학력제 이해수준에 대해 제도를 직접 경험하는 지도자, 학부모, 체육교사 집단의 이해수준은 높았으나, 개정 이전의 최저학력제를 경험한 대학 학생선수와 전문가 집단은 상대적으로 낮게 나타났다.
둘째, 최저학력제의 이행수준에 대해 체육교사 집단은 절차적 운영을 기준으로 긍정적으로 평가했다. 반면, 학생선수, 학부모, 지도자 등 현장 집단은 이행수준을 낮게 평가하며 정책의 적용성 인식이 다르게 나타났다.
셋째, 최저학력제의 전반적 인식수준은 긍정적 인식보다 부정적 인식이 높았으며, 실효성은 매우 낮게 평가되었다. 특히 지도자 집단의 부정적 인식이 두드러졌고, 단체 종목이 개인 종목보다 더 부정적인 경향을 보였다.
넷째, 긍정적 인식으로는 모든 집단이 ‘미래 대비 진로 다각화’라는 근본 취지에는 공감했다. 그러나 세부적으로 학생선수는 ‘성적 관리’, 학부모·지도자는 ‘미래 안전장치’, 전문가는 ‘균형 성장’을 긍정적으로 인식했다.
다섯째, 부정적 인식으로는 모든 집단이 ‘학업과 운동 병행의 부담’을 지적했으나, 원인 진단은 상이했다. 학생선수와 학부모는 ‘정서적 스트레스’, 지도자는 ‘형평성 문제’, 전문가는 ‘정책 시스템의 실패’를 핵심 문제로 인식했다.
여섯째, 개선방안에 대해 학생선수와 지도자는 ‘폐지’, ‘기준 완화’ 등 규제 완화를 요구했다. 반면, 학부모와 전문가는 ‘맞춤형 학습 지원 강화’ 등 지원 중심의 정책 전환을 제안했다.
종합적으로 이해당사자들은 제도의 취지에는 공감하나 이행 과정과 실효성에 대해 낮게 평가했다. 개선 방향이 규제 완화와 지원 강화로 나뉘는 것은 정책 패러다임을 ‘처벌’에서 실질적인 ‘지원’으로 전환해야 한다는 요구를 시사한다. 본 연구는 최저학력제에 대해 다각적 시각과 다양한 집단의 인식을 확인하였다는 측면에서 향후 체육 분야의 정책 개선을 위한 기초자료로 활용될 수 있을 것이다.

The purpose of this study was to explore the perceptions of stakeholders regarding the Minimum Academic Achievement Policy for student-athletes. Specifically, this study aimed to investigate the levels of understanding, implementation, positive and negative perceptions, effectiveness, and suggestions for improvement among 311 participants, including university student-athletes, parents, coaches, physical education teachers, and policy experts. Data was collected through an online, open-ended survey. For the analysis, a text refinement process was conducted, and co-occurrence frequency and centrality indices were calculated for the application of text mining. The conclusions drawn from this study are as follows.
First, regarding the level of understanding, stakeholders with direct experience—such as coaches, parents, and PE teachers—demonstrated high comprehension, whereas university student-athletes and experts, who experienced the pre-revision policy, showed relatively lower comprehension.
Second, concerning the policy's implementation, PE teachers evaluated it favorably based on procedural operation. In contrast, stakeholders in the field, including student-athletes, parents, and coaches, rated its implementation poorly, revealing a fundamental gap in perception.
Third, overall perception levels indicated that negative perceptions (57.55 points) were higher than positive ones (40.73 points), and effectiveness was rated very low (38.45 points). The negative perception was particularly prominent among the coach group, and those in team sports showed more negative tendencies than those in individual sports.
Fourth, regarding the positive aspects, all groups agreed on the fundamental purpose of "diversifying future career paths." However, their detailed views differed: student-athletes valued 'grade management,' parents and coaches viewed it as a 'future safety net,' and experts emphasized 'balanced growth.'
Fifth, for the negative aspects, all groups pointed to the "burden of balancing academics and sports," but their diagnoses of the cause were different. Student-athletes and parents identified 'emotional stress' as the core issue, while coaches cited 'equity issues,' and experts pointed to 'policy system failure.'
Sixth, concerning suggestions for improvement, student-athletes and coaches called for deregulation, such as 'abolition' or 'easing of standards.' In contrast, parents and experts proposed a policy shift toward support, including 'strengthening customized academic support.'
In conclusion, while stakeholders agree on the policy's fundamental purpose, there is a profound distrust in its implementation process and effectiveness. The division of opinions on improvements—between deregulation and enhanced support—suggests a collective demand for a paradigm shift from a 'punitive' to a 'support-based' framework. By confirming the diverse perceptions of various groups, this study provides foundational data that can be utilized for future policy improvements in the field of sports.
