본 연구는 강원특별자치도 춘천시에 위치한 강아지숲에서 민간 주도로 개최된 도그페스타를 사례로 하여, 반려견 축제가 어떠한 운영 과정을 거쳐 지역 문화 콘텐츠로 정착해 왔는지를 살펴보고, 그 성과가 형성되는 요인을 분석하는 데 목적이 있다. 최근 반려동물 인구의 증가와 함께 반려동물 관련 축제와 문화행사가 확산되고 있으나, 개별 축제가 실제 운영 과정 속에서 어떤 선택과 조정을 통해 안정성과 성과를 확보해 왔는지를 구체적으로 다룬 연구는 충분하지 않은 상황이다.
이에 본 연구는 2021년~2025년까지 동일한 장소와 운영 주체에 의해 개최된 도그페스타 가운데 2021년, 2022년, 2024년, 2025년 행사를 대상으로 분석을 진행하였다. 연구방법으로는 축제 운영 자료와 공식 문서, SNS 게시물 등 축제 운영 과정에서 축적된 자료를 중심으로 분석하였으며, 프로그램 구성과축제 성과의 관계를 해석하기 위한 이론적 틀로 체험경제 4Es(오락, 교육, 일탈, 심미)를 적용하였다.
분석 결과, 도그페스타는 초기 운영 단계에서 시행착오를 겪었으나, 운영 경험이 축적되면서 점차 안정적인 구조를 형성해 간 것으로 나타났다. 특히 2022년 기상 여건의 영향을 받은 이후 축제 운영 전반을 재점검하는 과정을 거쳤으며, 그 결과 2025년 행사에서는 개최 시기를 기존 가을에서 봄으로 조정하는 전략적 변화를 선택하였다.
이러한 시기 조정은 참여 환경 개선으로 이어졌고, 입장객 수와 반려견 참여 수 모두 이전 행사에 비해 뚜렷한 증가를 보였다. 체험경제 4Es 관점에서 살펴보면, 도그페스타의 프로그램 구성은 운영 단계에 따라 점진적인 변화를 보였다. 초기에는 수의사와 전문가가 참여하는 교육중심 프로그램이 축제에 대한 신뢰 형성에 중요한 역할을 하였으며, 이후에는오락성과 일탈성을 중심으로 한 체험 요소의 비중이 확대되면서 참여 중심의 축제 성격이 보다 분명해졌다. 또한 포토존을 중심으로 한 오락적·심미적 체
험 요소는 참여자의 자발적인 콘텐츠 생성을 유도하였고, 이는 SNS를 통한 자연스러운 확산으로 이어지며 축제 인지도 형성에 기여한 것으로 나타났다.
본 연구는 도그페스타 사례를 통해 반려견 축제가 단기성 이벤트에 머무르지 않고, 운영 경험의 축적과 전략적 조정을 통해 지속 가능한 지역 문화 콘텐츠로 발전할 수 있음을 보여준다. 특히 체험경제 4Es를 중심으로 한 프로그램 구성 변화와 개최 시기 조정, 참여자 중심의 확산 구조가 축제 성과 형성에 중요한 역할을 했음을 확인하였다는 점에서, 향후 유사한 반려동물 축제를 기획·운영하는 데 참고할 수 있는 시사점을 제공한다.

This study aims to examine how a privately led pet festival has become established as a form of regional cultural content, and to analyze the factors that contributed to the formation of its performance outcomes. The case examined is Dog Festa, a pet festival held at Dog Forest, located in Chuncheon, Gangwon Special Self-Governing Province. While pet-related festivals and cultural events have expanded alongside the continuous growth of the pet population, there remains a lack of empirical research that closely examines how individual festivals secure stability and achieve performance through concrete operational decisions and adjustments over time.
To address this gap, this study analyzes four editions of Dog Festa—held in 2021, 2022, 2024, and 2025—conducted at the same venue under the same operating body between 2021 and 2025. The research is based on an analysis of festival operation materials, official documents, and SNS content accumulated throughout the festival’s operation. The Experience Economy framework, specifically the 4Es (Entertainment, Education, Escapism, and Esthetics), is applied as the analytical framework to interpret the relationship between program composition and festival performance.
The findings indicate that Dog Festa initially experienced operational trial and error but gradually developed a more stable structure as operational experience accumulated. In particular, following the challenges posed by weather conditions in 2022, the organizers undertook a comprehensive review of festival operations. As a result, a strategic decision was made in 2025 to shift the festival schedule from autumn to spring. This change improved the participation environment and led to a noticeable increase in both visitor attendance and the number of participating dogs compared to previous years.
From the perspective of the Experience Economy 4Es, the composition of festival programs showed a gradual transformation across different operational stages. In the early phase, education-oriented programs involving veterinarians and experts played a key role in building trust in the festival. Over time, however, the proportion of entertainment- and escapism-centered experiential elements increased, reinforcing the festival’s participatory character. In addition, entertainment and esthetic experiences centered on photo zones encouraged visitors to generate their own content, which contributed to the festival’s visibility through organic diffusion on SNS platforms.
This study demonstrates that a pet festival can evolve beyond a short-term event into a sustainable form of regional cultural content through the accumulation of operational experience and strategic adjustments. By highlighting the role of Experience Economy–based program development, seasonal scheduling strategies, and participant-driven diffusion mechanisms, this research offers practical implications for the planning and operation of similar pet festivals in the future.
