Since the Qing government's promulgation of the Zouding Xuetang Zhangcheng (《奏定学堂章程》) in 1903, the art curriculum in China's primary and secondary schools has undergone a 120-year evolution.. The 2022 issuance of the Compulsory Education Art Curriculum Standards (《义务教育艺术课程标准》) by the Ministry of Education marks the establishment of a new curriculum system and the beginning of a new era in educational transformation. Grounded in curriculum theory, art history, and pedagogy, this research reviews representative monographs and academic literature to delineate the historical evolution of China's art curriculum, expand the horizon of curriculum theory, and provide a historical basis for future reform.
The research results show that over the past 100 years, the art curriculum in China's primary and secondary schools has experienced five curriculum systems and four paradigm shifts. These five systems are as follows: the Western pragmatism-based curriculum system during the Republic of China period (1912-1948); the Soviet-style socialist realism art education system in the early years of the People's Republic of China (1949); the basic education-centered curriculum system after the reform and opening-up (1978); the holistic education curriculum system based on three-dimensional objectives at the beginning of the 21st century (2001); and the current core literacy-oriented curriculum system (since 2015). Four paradigm shifts occurred during the transition between these systems. Based on this, the changes in China's primary and secondary school art curriculum over the past 100 years are divided into five periods.
First, the Enlightenment and Foundation Period (1903-1948) laid the framework for modern art education. Under the national goal of "saving the nation through industry" (實業救國), a pragmatic educational philosophy was emphasized. Art education focused mainly on picture copying, aiming to cultivate talents who could support modernization and industrialization. Second, the Politicization Transition Period (1949-1976) saw the introduction of the Soviet-style socialist education system alongside the founding of New China. Art education was strongly influenced by socialism and revolutionary culture and art, prioritizing the function of political ideology transmission over aesthetic perception, leading to a gradual dilution of art's inherent aesthetic value. Third, the "Double Foundation" Education Period (1977-1999) emphasized basic education following the reform and opening-up policy, with the focus of education shifting to examination competition. Art education during this period became rigid with mechanical copying and rote learning, focusing on technical proficiency rather than creativity and expressiveness. Fourth, the transition to the Quality-Oriented Education Period (2001-2015) came with national-level educational reforms. The art subject was reorganized as a humanities discipline, and a three-dimensional objective integrating "knowledge, ability, and sentiment" was introduced. Finally, the Core Literacy Period (2015-present) corresponds to the current era. The existing curriculum is designed around five core competencies of art, focusing on fostering students' creative thinking and problem-solving abilities through interdisciplinary integrated learning and contextualized learning.
An examination of the development of China's art curriculum standards reveals a phased evolution. During the Enlightenment Period, practical talent cultivation was set as the core educational task, with the main goals of art education being the acquisition of basic art skills and the cultivation of aesthetic abilities. In the Politicization Transition Period, art was regarded as an ideological tool for socialist construction, and the educational direction shifted to the parallel of art technical training and political ideology education. Meanwhile, during the Cultural Revolution, the inherent value of education was almost lost, as the core goal of education was replaced by the practice of class struggle. Art education was used as a means of political propaganda, with political instrumentality emphasized absolutely over artistic autonomy and educational value. In the "Double Foundation" Education Period, the formulation of the 1979 Syllabus (79 大綱) brought about a systematic transformation of art education. The subject name was changed from "tuhua" (圖畵,drawing) to "meishu" (美術,art), expanding the scope of the subject and enabling the full implementation of aesthetic education. Later, entering the Quality-Oriented Education Period in 2001, art was reorganized as a humanities discipline. The focus of art education shifted from functional learning to cultural understanding, and the curriculum presented the "three-dimensional objectives" integrating knowledge, methods, and sentiment.
Meanwhile, the Core Literacy Period (since 2015) has seen art education enter a new phase oriented toward lifelong learning and future social adaptation. The main goal of education is the cultivation of worldview, character, and core competencies. Overall, the changes in China's primary and secondary school art curriculum standards have exhibited a pattern of phased leaps.
An analysis of the transformation of the primary and secondary art curriculum indicates that this change is not a mere adjustment of content but a profound and fundamental paradigm shift. Guided by the overall goal of developing Chinese students' core competencies, based on post-modernist educational theories, integrating various advanced educational ideas, and grounded in China's actual educational conditions and national conditions, this transformation constitutes a systematic innovation. Art education no longer aims at skill-centered training to "teach students to draw well." Instead, through art education, it seeks to cultivate citizens who are sensitive, think creatively, possess cultural literacy, and have critical thinking and social responsibility.
Research on the development of the curriculum shows that global education is undergoing profound transformation to respond to the advent of the smart and digital era. New educational ideas and paradigms continue to emerge, and new educational theories such as "big ideas" and "big unit teaching" have already been put into practice in primary and secondary school art education settings in China. This demonstrates that China's basic education is keeping pace with the global trend of educational transformation.
Focusing on three teaching and learning models currently being attempted in educational settings, this research carefully reviews the latest domestic and foreign research achievements to clearly define and interpret their concepts and characteristics. This holds significant necessity and practical value in providing specific and actionable references for on-site teachers' practical classroom application. Furthermore, addressing the new conflicts, problems, and implementation difficulties arising from the establishment of the new curriculum system and the full implementation of the new curriculum standards, feasible paths are proposed based on the analysis of the latest research literature. Building on the problem awareness identified in the research and the challenges faced in the current curriculum transformation process, to promote the stable development of the art curriculum, a proposal entitled "Constructing a New Ecology of Home-School-Community Collaboration to Support the Development of Primary and Secondary School Art Education" is put forward.

1903년 청(清) 청부가 발표한 『주정학당장정(奏定學堂章程)』을 시점으로, 중국 초·중등학교 미술과 교육과정은 120년간 발전해왔다. 2022년 중국 교육부가 새로운 교육과정 체제의 등장을 의미하는 「의무 교육 미술 교육과정 표준(義務教育藝術課程標准)」을 발표하면서 교육 변혁의 시대가 본격 시작되었다.
본 연구는 교육 과정학, 미술사, 교육학의 대표적인 단행본과 학술 자료를 선별 및 검토하여 문헌 연구를 진행함으로써 중국 미술과 교육과정의 100년 변천사를 정리하고, 교육과정 이론 연구의 지평을 확장하며, 교육과정 개혁과 발전에 역사적 근거를 제공하고자 한다.
연구 결과, 지난 100년간 중국 초·중등학교 미술과 교육과정은 총 다섯 개의 교육 체제와 네 번의 패러다임 전환을 경험했다. 이 다섯 체제는 각각 다음과 같다. 중화민국 시기(1912-1948)의 서구 실용주의에 기초한 교육과정 체제, 신중국 건국 초기(1949)의 소련식 사회주의 실용주의 미술교육 체제, 개혁개방 이후(1978)의 기초교육 중심의 교육과정 체제, 20세기 초(2001), 삼차원 목표를 기반으로 한 전인교육 교육과정 체제, 그리고 현재(2015년 이후) 핵심소양을 중심으로 한 교육과정 체제이다. 이와 같은 체제 전환과정에서 네 차례의 패러다임 변화가 일어났다. 이를 바탕으로 지난 100년간 중국 초·중등학교 미술 교육과정의 변화는 다섯 시기로 구분된다. 첫째, 1903년부터 1948년까지의 계몽기는 근대 미술교육의 기틀을 마련한 시기로, ‘실업구국(實業救國)’이라는 국가 목표 아래 실용주의 교육관이 강조되었다. 미술교육은 주로 그림 임모(臨摹)를 중심으로 이루어졌으며, 이를 통해 근대화와 산업화를 지원할 수 있는 인재 양성을 목표로 했다. 1949년부터 1976년까지의 정치적 전환기는 신중국 건국과 함께 소련식 사회주의 교육 체계가 도입된 시기이다. 미술 교육은 사회주의와 혁명문화예술의 영향을 강하게 받았으며, 미적 감수성보다는 정치적 이념 전달의 기능이 우선시되었다. 이에 따라 예술 고유의 심미적 가치가 점차 희석 되는 경향을 보였다. 1977년부터 1999년까지의 쌍기(雙基) 교육기에는 개혁개방 정책 이후 이중 기초 교육이 강조되면서, 교육의 초점이 입시 경쟁 중심으로 이동했다. 이 시기의 미술 교육은 기계적인 임모연습과 암기식 학습으로 경직되었고, 창의성과 표현력보다는 기술적 숙련에 초점이 맞추어졌다. 2001년부터 2015년까지는 소질(素质) 교육기로 전환되었다. 국가 차원의 교육개혁에 따라 미술 교과는 인문학 교과로 재편되었고, ‘지식·능력·정서’를 통합한 삼차원 목표가 도입되었다. 마지막으로 2015년 이후 현재까지는 핵심소양(核心素养)기에 해당한다. 현행 교육과정은 미술과의 다섯 가지 핵심소양을 중심으로 설계 되어 있으며, 학제 간 융합학습과 맥락적 학습을 통해 학생의 창의적 사고력과 문제 해결 능력을 기르는
데 중점을 두고 있다.중국의 미술과 교육과정 표준의 발전 과정을 고찰해 보면, 다음과 같은 단계적 변화가 나타난다. 계몽기에는 실용적 인재 양성이 교육의 중심 과제로 설정되었다. 이에 따라 미술교육의 주요 목표는 기초적인 미술 기술의 습득과 심미적 능력의 함양에 두어졌다. 정치적 전환기에는 미술이 사회주의 건설을 위한 이념적 도구로 인식되면서, 교육의 방향이 미술 기술 훈련과 정치사상 교육의 병행으로 전환되었다.
한편, 문화대혁명기에는 교육의 본연의 가치가 거의 소멸했다. 교육의 핵심 목표가 계급투쟁의 수행으로 대체되었기 때문이다. 이 시기 미술교육은 정치 선전의 수단으로 활용되었으며, 예술의 자율성과 교육적 가치보다는 정치적 도구성이 절대적으로 강조되었다. 쌍기(雙基) 교육기에는 「79 대강(79大綱)」이 제정되면서 미술교육의 체계적 전환이 이루어졌다. 교과 명칭이 ‘도화(圖畵)’에서 ‘미술(美術)’로 변경되었으며, 교과의 범위가 확장되어 심미 교육의 본격적 시행이 가능해졌다. 이후 2001년 소질(素质)교육기에 들어서면서 미술과는 인문학 교과로 재편되었다. 미술교육의 중심이 기능적 학습에서 문화적 이해로 이동하였으며, 교육과정은 지식·방법·정서를 통합한 ‘삼차원 목표’를 제시했다. 한편, 핵심소양기(2015년이후)에는 미술과 교육이 평생학습과 미래 사회 적응을 지향하는 새로운 단계로 진입했다. 교육의 주요목표는 세계관·품성·핵심 역량의 함양에 두어졌다. 종합해 보면, 중국 초·중등학교 미술과 교육과정 표준의 변화는 단계적 비약의 양상을 보이며 발전해왔다.
초·중등 미술과 교육과정의 변화에 대한 분석한 결과, 이 변화는 단순한 내용 조정이 아니라 심층적이고 근본적인 패러다임 전환으로 이해될 수 있다. 이러한 변화는 중국 학생 발전을 위
한 핵심소양을 최종 목표로 삼고, 포스트모더니즘 교육이론을 기반으로 하여 다양한 선진 교육 사상을 융합하고, 중국의 현실적 교육 여건과 국정을 토대로 형성된 체계적 혁신이다. 미술과
교육은 더 이상 학생에게 '그림을 잘 그리게 하는'기술 중심의 훈련을 지향하지 않는다. 대신, 미술과 교육을 통해 감수성이 뛰어나며, 창의적으로 사고하고, 문화적 소양을 갖추며, 비판적
사고와 사회적 책임감을 지닌 시민을 길러내는 것을 목표로 한다.
교육과정의 발전을 연구한 결과, 현재 세계 교육은 스마트·디지털 전환 시대의 도래에 대응하기 위해 심층적 변혁을 거치고 있다. 새로운 교육 사상과 교육 패러다임이 지속적으로 등장
하고 있으며, '대개념', '대단원 수업'와 같은 새로운 교육이론은 이미 초·중학교 미술 교육 현장에서 실천되고 있다. 이는 중국의 기초교육이 세계적 교육 전환의 흐름과 보조를 함께하고 있
음을 보여준다. 본 연구는 현재 교육 현장에서 시도되고 있는 세 가지 교수·학습 모델을 중심으로, 국내외 최신 연구 성과를 면밀히 검토하여 그 개념과 특징을 명확히 규정하고 해석하였다. 이는 현장
교사의 실제 수업 적용에 참고할 수 있는 구체적이고 실천적인 근거를 제공한다는 점에서 중요한 필요성과 현실적 가치를 지닌다. 또한, 새로운 교육과정 체계 구축과 신교육과정표준 전
면 시행과정에서 나타난 새로운 갈등과 문제, 실행의 난점에 대하여, 최신 연구 문헌분석을 바탕으로 실행이 가능한 경로를 제시하였다. 나아가 연구 과정에서 발견된 문제의식과 현재 교육 과정 변혁과정에서 직면한 도전 과제를 토대로, 미술과 교육과정이 안정적으로 발전할 수 있도록 「가정-학교-지역사회가 협력하여 초·중등 미술교육 발전을 지원하는 새로운 생태 구축」이라는 방안을 제안하였다.
