지방 소도시의 경우 인구 감소로 소멸 위기가 심화됨에 따라 지역 내 방치된 유휴공간을 새로운 거점으로 재생하여 지역 활성화를 도모하려는 시도가 활발히 이어지고 있다. 과거 산업화 시기의 기능적 역할을 다하고 방치된 유휴공간은 지역의 경관을 훼손하고 침체를 가속화하는 요인이 되기도 한다. 그러나 유휴공간은 문화적 관점에서 재생을 통해 지역의 정체성을 재정립하고 새로운 가치를 창출하는 자산으로 변모할 가능성을 가지고 있다. 이 연구는 강원도 영월의 방치된 술샘박물관을 복합문화예술공간으로 재생하여 지역 활성화의 성공 사례로 평가받는 영월 Y파크 사례를 통해 문화재생 구성요인이 방문객의 장소이미지와 재방문의도에 미치는 구조적 영향 관계를 실증적으로 규명하고자 한다.
방문객을 20∼40대(청·중년층)와 50∼60대 이상(장·노년층)의 두 집단으로 구분하여 비교분석을 실시한다. 세대별로 차별화된 방문 동기와 만족 요인을 분석함으로써 정교한 지역재생 전략을 수립하는 데 학술적, 정책적 근거를 제공하고자 한다.
이론적 고찰 및 선행연구 분석을 바탕으로 독립변수인 문화재생 요인을 문화조성시설, 문화프로그램, 지역활력정도로 도출한다. 매개변수로 장소이미지(매력성, 친근성, 흥미성)와 만족도를, 종속변수로 재방문의도를 설정하여 연구모형을 구축한다. 설문조사는 2022년 8월부터 9월까지 영월 Y파크를 방문한 내국인 관광객을 대상으로 총 550부의 유효 표본을 확보하였다. 수집된 자료는 기초통계분석, 신뢰도 분석, 확인적 요인분석을 거친 후 구조방정식 모형(SEM) 분석을 통해 가설을 검증한다.
주요 분석 결과는 다음과 같다. 첫째, 방문객의 행태 및 특성을 분석한 결과 주요 방문층은 40∼50대 기혼자와 4인 가족 단위였으며, 정보 획득은 블로그·카페(39.6%) 및 지인 추천(35.6%) 등 구전 효과에 의존하는 경향이 높았다. 자가용 이용률(94.5%)과 2시간 미만의 단기 관람(67.6%) 비중이 높아, 지리적 접근성에 기반한 일회성 관광 형태가 나타났다. 도시 및 문화재생에 대한 인식은 고소득 전문직 집단에서 상대적으로 높게 도출되었다.
둘째, 구조방정식 분석 결과, 문화조성시설과 문화프로그램은 장소이미지와 만족도를 매개로 재방문의도에 유의한 정(+)의 영향을 미쳤다. 장소이미지의 하위요인 중 매력성이나 친근성보다 흥미성(이색성, 즐거움)이 재방문의도를 결정짓는 직접변수로 도출되었다. 유휴공간 재생 특유의 낯섦과 호기심 자극이 재방문을 유도하는 요인으로 나타났다.
셋째, 연령대별 경로분석에서 20∼40대 이하 집단은 공간의 심미적 디자인과 품질에 기반한 문화조성시설과 만족도가 재방문의도를 강화하는 반면, 50∼60대 이상 집단은 시설 만족도보다 직접적인 문화프로그램 체험과 공간에서 유발되는 흥미성이 재방문의도 형성에 영향을 미치는 것으로 분석되었다.
넷째, 분석 결과, 50km 이내 근거리 방문객의 재방문의도가 100km 초과 원거리 방문객보다 유의하게 높았다. 접근성 또한 재방문을 결정하는 전제 조건임을 뒷받침한다.
분석 결과를 바탕으로 유휴공간을 활용한 문화재생 및 지역 활성화를 위한 정책적 시사점은 다음과 같다. 첫째, 방문객의 물리적 접근성에 기반한 마케팅 전략이 요구된다. 근거리 방문객의 재방문의도가 유의하게 높게 나타난 점을 고려할 때, 50km 이내 지역 수요층을 대상으로 한 혜택을 강화하는 한편, 원거리 방문객에게는 거리 비용을 상쇄할 수 있는 체류형 연계 상품과 대규모 기획 전시를 통해 진입 장벽을 낮추는 전략적 접근이 필요하다.
둘째, 부동산 자산 관리(Asset Management) 관점에서 시설의 지속적인 질적 관리가 병행되어야 한다. 문화조성시설이 장소이미지 형성을 위한 선행 지표임이 확인된 만큼, 방문객이 체감하는 공간 디자인, 동선, 편의시설 등을 상시 모니터링하고 개선하는 전문성 확보가 필수적이다.
셋째, 세대별 방문 동기의 차이를 반영한 전시 계획을 수립해야 한다. 청년층의 심미적 욕구를 충족할 수 있는 전시 환경과 장년층의 직접 체험과 흥미를 자극할 수 있는 콘텐츠 중심의 경험 전략을 연령대별 욕구에 맞춰 정교하게 배치해야 한다.
넷째, 유휴공간을 관계인구 창출의 거점으로 활용하여 지역 상권과의 선순환 구조를 구축해야 한다. 장소이미지 중 흥미성이 재방문의 결정 요인임을 감안할 때, 지역 특산품이나 로컬 콘텐츠를 활용한 이색적인 체험프로그램을 마련함으로써 방문객이 지역과 정서적 유대를 형성하고 재방문할 수 있는 기반을 마련해야 한다. 이 연구는 지방 소도시가 지닌 소멸 위기를 문화적 창의성으로 극복하고, 유휴 자산을 지역의 새로운 성장 동력으로 변모시키기 위한 실효성 있는 정책 수립 및 지역 맞춤형 재생 전략의 근거를 제공한다는 점에서 학술적 의의가 있다.

As the crisis of extinction intensifies in small provincial cities due to population decline, active attempts are being made to revitalize regions by regenerating abandoned Unused space into new local hubs. Unused area that have lost their functional roles from the past industrial era often damage the regional landscape and accelerate stagnation. However, from a cultural perspective, these spaces possess the potential to redefine regional identity and transform into assets that create new value through regeneration. This study empirically examines the structural relationship between cultural regeneration components, visitors' place image, and revisit intention, focusing on the case of "Yeongwol Y-Park"—a successful regional revitalization project that transformed the abandoned Sulsem Museum in Yeongwol, Gangwon-do, into a complex cultural arts space.
A comparative analysis was conducted by dividing visitors into two groups: those in their 20s to 40s (young and middle-aged) and those in their 50s to 60s or older (middle-aged and elderly). By analyzing the distinct visit motivations and satisfaction factors for each generation, this study aims to provide academic and policy grounds for establishing sophisticated regional regeneration strategies.
Based on theoretical considerations and previous research, cultural regeneration factors—the independent variables—were derived as cultural facilities, cultural programs, and the degree of regional vitality. Place image (attractiveness, familiarity, and interestingness) and satisfaction were set as mediating variables, while revisit intention was established as the dependent variable to construct the research model. A survey was conducted from August to September 2022, securing a total of 550 valid samples from domestic tourists visiting Yeongwol Y-Park. The collected data were processed for descriptive statistics, reliability analysis, and confirmatory factor analysis (CFA), followed by structural equation modeling (SEM) to test the hypotheses.
The key analysis results are as follows: First, the primary visitor demographic consisted of married couples in their 40s and 50s and four-member family units. Information acquisition relied heavily on word-of-mouth effects, such as blogs/cafes (39.6%) and recommendations from acquaintances (35.6%). With a high rate of private car usage (94.5%) and short-term viewing of less than two hours (67.6%), a one-time tourism pattern based on geographical accessibility was observed. Awareness of urban and cultural regeneration was relatively higher among high-income professional groups. Second, the SEM analysis revealed that cultural facilities and cultural programs had a significant positive effect on revisit intention, mediated by place image and satisfaction. Among the sub-factors of place image, ‘interestingness’ (uniqueness, enjoyment) was identified as a direct variable determining revisit intention, rather than attractiveness or familiarity. The unfamiliarity and curiosity unique to idle space regeneration were found to induce revisits. Third, in the path analysis by age group, the 20s–40s group showed that cultural facilities and satisfaction—based on aesthetic design and quality—strengthened revisit intention. In contrast, for the 50s–60s and older group, direct cultural program experiences and the interestingness derived from the space had a greater impact on forming revisit intention than facility satisfaction. Fourth, the revisit intention of visitors from within 50km was significantly higher than those from over 100km, supporting the premise that accessibility is a prerequisite for deciding to revisit.
Based on these findings, the policy implications for cultural regeneration and regional revitalization using Unused space are as follows: First, marketing strategies based on physical accessibility are required. Given the high revisit intention of near-distance visitors, benefits for the demand base within 50km should be strengthened. Meanwhile, for long-distance visitors, strategic approaches such as stay-linked products and large-scale special exhibitions are needed to offset travel costs and lower entry barriers. Second, from the perspective of real estate asset management, continuous qualitative management of facilities must be maintained. As cultural facilities are confirmed as leading indicators for place image formation, it is essential to secure expertise in monitoring and improving spatial design, circulation, and convenience facilities. Third, exhibition plans reflecting generational differences in visit motivations should be established. Experience strategies must be meticulously deployed to meet the aesthetic needs of the younger generation and stimulate the direct participation and interest of the older generation. Fourth, Unused space should be utilized as hubs for creating "relationship populations" to build a virtuous cycle with the local economy. Considering that interestingness is a determinant of revisits, exotic experience programs utilizing local specialties or content should be provided to build an emotional bond between visitors and the region.
This study holds academic significance in providing a basis for effective policy-making and customized regional regeneration strategies to overcome the extinction crisis of small cities through cultural creativity and transform idle assets into new growth engines.
