대학과 도시의 상생협력을 통한 지방도시의 지속가능성 실현에 관한 연구

우리나라의 지방도시는 21세기 들어 저출산·고령화와 수도권 집중이라는 이중의 구조적 위기에 직면하고 있다. 인구감소와 경제위축, 사회 인프라의 쇠퇴는 지역사회의 활력을 잠식하고, 이는 다시 청년층의 수도권으로 유출 가속화되는 악순환으로 이어지고 있다. 특히 통계청 자료에 따르면 2024년 기준 수도권 인구는 전체인구의 50%를 넘어섰으며, 전국 46% 이상의 시군구가 소멸위험 지역으로 분류되고 있다. 이러한 맥락에서 대학의 부재와 쇠퇴는 단순히 고등교육의 위기를 넘어, 지역도시의 생존 가능성 자체를 위협하는 심각한 사회·경제적 문제로 부각되고 있다.
이 연구는 이러한 위기 속에서 대학이 단순한 교육기관을 넘어 지역사회의 경제·사회·문화적 지속가능성에 어떠한 기여를 하는지, 그리고 대학의 존재여부가 지역발전 과정을 어떻게 달리하는지를 규명하는 것을 목적으로 한다. 이를 위해 이 연구는 삼중나선(Triple Helix) 이론과 그 확장이론(Quadruple, Quintuple Helix)을 이론적 기반으로 설정한다. 대학·산업·정부 간의 상호작용 구조를 설명하는 Triple Helix model은 혁신의 제도적 메커니즘을 밝히는 틀로 자리 잡았으며, 여기에 시민사회와 환경을 포함하는 확장이론은 지역발전을 보다 포괄적이고 지속가능한 관점에서 이해하는 분석 프레임워크를 제공한다.
연구 방법론적으로는 구조방정식모형(Structural Equation Model, SEM)과 이중차분법(Difference-in-Differences, DID)을 결합하여 분석을 수행한다.
제천시를 대상으로 대학의 기능이 청년 인구유입 → 정주율 향상 → 지역경제 활성화로 이어지는 인과 경로를 실증적으로 분석한다. 아울러 제천시를 사례로 분석한 자료를 계량적으로 검증하고자 2018년 폐교된 서남대학교(남원시)와 한중대학교(동해시)를 실험군으로, 제천시·영주·논산 등 유사 규모의 지방도시 12곳을 대조군으로 설정하여 대학의 유·무가 지역경제와 사회 전반에 미치는 차이를 계량적으로 도출한다.
분석결과, 대학이 유지되는 지역은 주택시장 안정화, 문화인프라 확충에서 유의한 긍정적 효과를 보였다. 예컨대 대학이 존재하는 도시는 폐교 도시 대비 주택매매가격, 전세가격에서 통계적으로 유의한 차이를 보였으며, 반대로 대학이 폐교된 도시는 주택시장 침체, 문화시설 감소 등 지역 쇠퇴 징후가 뚜렷하게 나타났다. 이는 대학의 존재가 지역사회의 다차원적 지속가능성에 핵심적 요인으로 작용함을 보여주고 있다.
학술적으로 이 연구는 기존연구가 대학의 경제적 효과나 단편적 사례분석에 치중한 한계를 넘어, 대학존재 여부라는 변수를 중심으로 도시의 지속가능성을 다차원적으로 분석한다는 점에서 의의가 있다. 또한 DID와 구조방정식분석을 병행한 실증분석을 통해 대학이 도시의 지속가능성을 매개하는 결정적 인프라임을 규명하였다
정책적 시사점은 세 가지로 제시된다.
첫째, 대학은 단순한 학문·교육기관을 넘어 지역혁신 플랫폼으로 기능을 재편해야 한다. 창업지원, 산학협력, 평생교육 프로그램을 통해 지역산업 및 주민과 직접적으로 연결되어야 한다.
둘째, 지방정부는 주민·대학·기업이 참여하는 협력적 거버넌스를 제도화하여 대학의 자원을 지역 문제해결에 활용할 수 있는 기반을 마련해야 한다.
셋째, 중앙정부는 대학을 국가 균형발전의 전략적 인프라로 재정립하고, 재정지원·규제개선·공공기관 이전 정책을 연계하여 대학을 지속가능성 확보의 중심축으로 강화해야 한다.
결론적으로, 대학에 대한 투자는 단순한 교육정책 차원을 넘어, 지역소멸을 방지하고 국가적 공간 형평성을 실현하기 위한 전략임을 규명하였다. 이 연구는 대학이 지속가능한 지역발전의 핵심거점임을 실증적으로 입증하였다는 점에 연구의 의의가 있다.

Abstract
Korea’s provincial cities have been confronting a dual structural crisis in the 21st century: ultra-low fertility coupled with rapid population aging, and extreme population and economic concentration in the Seoul metropolitan area. Population decline, economic contraction, and the deterioration of social infrastructure are eroding the vitality of local communities, which in turn accelerates the out-migration of young people to the capital region, creating a vicious cycle. According to Statistics Korea, as of 2024 the population of the Seoul metropolitan area has exceeded 50 % of the national total, and more than 46 % of all cities, counties, and districts nationwide are now classified as “population-extinction risk zones.” In this context, the absence and decline of local universities is no longer merely a crisis in higher education; it has emerged as a grave socio-economic issue that directly threatens the very survival of provincial cities.
This study aims to elucidate how local universities contribute—beyond their traditional role as educational institutions—to the economic, social, and cultural sustainability of regional communities, and how the presence or absence of a university produces divergent regional development trajectories. The theoretical framework is grounded in the Triple Helix model and its extensions (Quadruple and Quintuple Helix). The original Triple Helix model, which explains institutional mechanisms of innovation through interactions among university–industry–government, has become an established framework, while its extensions incorporating civil society and the natural environment provide a more comprehensive and sustainability-oriented analytical lens for regional development.
Methodologically, this study employs a combined analytical approach using Structural Equation Modeling (SEM) and the Difference-in-Differences (DID) method. Focusing on Jecheon City as a primary case, the study empirically analyzes the causal pathway through which university functions lead to youth in-migration, improved settlement rates, and subsequent regional economic revitalization. To further validate the findings, the study conducts a comparative quantitative analysis by designating cities where universities were closed—Namwon City (Seonam University, closed in 2018) and Donghae City (Hanjung University)—as the treatment group, and twelve local cities of similar size, including Jecheon, Yeongju, and Nonsan, as the control group. This design allows for the identification of differences in economic and social outcomes attributable to the presence or absence of a university.
The empirical results indicate that regions maintaining universities exhibit statistically significant positive effects in terms of housing market stabilization and the expansion of cultural infrastructure. Specifically, cities with universities show significant differences in housing transaction prices and rental prices compared to cities that experienced university closures. In contrast, cities where universities were closed display clear signs of regional decline, including stagnation in the housing market and reductions in cultural facilities. These findings demonstrate that the presence of a university functions as a core determinant of the multidimensional sustainability of local communities.
Academically, this study overcomes the limitations of prior research that focused narrowly on economic effects or single-case descriptions by conducting a multidimensional analysis of provincial-city sustainability centered on the binary variable of university existence. By simultaneously applying DID and SEM, it empirically establishes that local universities function as critical infrastructural mediators of urban sustainability.
The policy implications of this study can be summarized in three key points.
First, universities must reposition themselves as regional innovation platforms rather than remaining solely academic and educational institutions. Through entrepreneurship support, industry–academia collaboration, and lifelong education programs, universities should be directly linked to local industries and residents. Second, local governments should institutionalize collaborative governance frameworks that involve residents, universities, and firms, thereby creating mechanisms through which university resources can be mobilized to address local challenges.
Third, the central government should redefine universities as strategic infrastructure for balanced national development and strengthen their role as a central pillar of sustainability by integrating fiscal support, regulatory reform, and public institution relocation policies.
In conclusion, this study demonstrates that investment in universities extends beyond the realm of education policy and constitutes a strategic intervention to prevent regional extinction and to realize spatial equity at the national level. The significance of this research lies in its empirical verification that universities function as core hubs for sustainable regional development.
