본 연구는 4차 산업혁명으로 가속화되는 디지털 전환 시대에 대응하여, 국토정보 조사·관리 전문기관의 디지털 전환 수용요인을 규명하고자 한국국토정보공사를 대상으로 실증 분석을 수행하였다. 국토정보 분야에서의 디지털 전환은 디지타이제이션–디지털라이제이션–디지털 가속화의 단계로 전개되며, 이러한 변화 속에서 국토정보 기관이 어떠한 요인에 의해 디지털 전환을 수용하는지가 중요한 과제로 부상하고 있다. 이에 본 연구는 기술(Technology)–조직(Organization)–환경(Environment)으로 구성된 TOE 프레임워크를 적용하여 기술적·조직적·환경적 요인으로 분류된 총 18개의 세부 수용요인을 도출하였다.
주요 요인 분석을 위해 한국국토정보공사 구성원을 대상으로 설문조사를 실시하였으며, 기술적 요인에는 상호운용성, 정보보안성, 업무효율성, 데이터 정확성, 사용편의성, 시스템 확장성, 검증가능성이 포함되었다. 조직적 요인에는 최고경영진 지원, 기술 수용성, 학습 역량, 조직구조 적응성, 프로세스 혁신 역량, 조직 내 지식공유, 커뮤니케이션 역량이, 환경적 요인에는 정부 제도지원, 시장 경쟁환경, 국제 동향과 표준이 포함되었다. 분석 결과, 기술적 요인은 전반적으로 높은 수준을 보인 반면, 환경적 요인은 가장 낮은 수준으로 나타났으며, 조직적 요인에서도 구조·프로세스·소통 관련 역량의 취약성이 확인되었다. 상관관계 분석 결과, 환경적 요인은 기술·조직적 요인과 유의한 관계를 나타내어 외부 환경이 내부 역량과 밀접하게 연계되는 구조적 특성을 보여주었다. 또한 디지털 전환 교육 경험이 있는 집단이 모든 요인에서 긍정적인 인식을 보임에 따라 체계적인 교육 프로그램 운영의 필요성이 확인되었다.
종합적으로 LX의 기술적 기반은 비교적 양호하나 조직적·환경적 기반이 충분하지 않아 디지털 전환을 지속적으로 추진하기 위한 내부·외부 여건이 미흡한 것으로 평가된다. 본 연구는 분석 대상을 LX 한 기관에 국한하였다는 한계를 가지며, 향후 연구에서는 국토정보 관련 공기업, 공무원 조직, 민간기업 등을 포함한 비교 연구를 통해 디지털 전환 수용요인의 일반화 가능성을 확대할 필요가 있다.

This study investigates the factors influencing the acceptance of digital transformation in national land information surveying and management organizations, focusing on the case of the Korea Land and Geospatial Informatix Corporation. As digital transformation accelerates across public sectors under the Fourth Industrial Revolution, the land information field requires a systematic understanding of the determinants that facilitate or hinder the transition from digitization to digitalization and ultimately digital acceleration. Drawing on the Technology–Organization–Environment (TOE) framework, this study identifies key acceptance factors through theoretical review and derives 18 sub-factors across technological, organizational, and environmental dimensions.
An empirical survey was conducted with LX employees to assess the perceived level of digital transformation acceptance. The technological dimension comprised interoperability, information security, work efficiency, data accuracy, usability, scalability, and verifiability. Organizational factors included top management support, technology readiness, learning capability, organizational structure adaptability, process innovation capability, knowledge sharing, and communication capacity. Environmental factors consisted of governmental institutional support, market competition, and international trends and standards.
The results show that technological factors were evaluated most positively, while environmental factors were perceived as the weakest, followed by several organizational factors such as structural adaptability, process innovation, and communication. Correlation analysis revealed that environmental factors are significantly associated with both technological and organizational factors, indicating the interdependence between external conditions and internal capacities. Additionally, respondents with prior digital-transformation training exhibited more favorable perceptions across all TOE dimensions, highlighting the importance of systematic digital-capacity training programs.
Overall, the findings indicate that LX possesses a relatively sound technological foundation, whereas organizational and environmental foundations remain insufficient to fully support digital transformation. This study is limited by its focus on a single institution; thus, future research should extend empirical analysis to other public and private geospatial organizations to derive comparative insights and strengthen generalizability.
