본 연구는 에너지 트릴레마를 분석의 틀로 삼아, 러시아-우크라이나 전쟁 전후 EU 에너지정책의 궤적을 추적했다. 분석 결과, 공급 안정성·형평성·환경 적 지속가능성의 세 축은 상호 견인하면서도 때때로 상충하는 복합적 구조가 나타났다고 볼 수 있다. 전쟁 이전 EU는 공급선 다변화, 역내 시장통합, 에너 지 효율 혁신을 포괄적으로 묶어 체계화하려는 흐름이 뚜렷했다. ‘에너지연 합’(Energy Union) 구상과 역내 전력망 연계, LNG 수입선 분산, 건물·산업·수 송 부문의 효율 개선이 병행되며 구조적 취약성을 낮추려는 시도가 지속됐다. 그러나 남동부 유럽의 화석연료 의존도와 사회경제적 격차로 인해 이행 속도 는 지역별로 불균등하게 나타났다. 전쟁 이후의 정책 변화는 REPowerEU를 중심으로 단기 위기 대응과 중장 기 구조개혁을 결합하는 형태로 전개됐다. 러시아 에너지 의존의 급격한 탈피, 재생에너지 비중 45% 상향, 에너지 효율 목표 13% 상향, EU 공동구매체계 도입, 인허가 절차의 가속화, 수소·열펌프·인프라 투자 확대가 맞물리며 정책 전환의 속도가 가속됐다. 그러나 이러한 진전과 함께 LNG 의존 고착과 사회 적 비용 분배의 불균형이라는 부작용도 병존했다. 공급원 다변화와 지역 분산 형 시스템 확대는 에너지 복원력을 높이는 핵심 수단으로 작용했고, 소형모듈 원자로를 포함한 원전 포트폴리오의 재평가 병행으로 안정성과 탈탄소의 균형 을 모색하는 실용적 접근이 강화됐다. 수요 측면에서는 절약 캠페인, 가격신 호, 설비 교체가 동시에 이뤄지며 가스 소비 감소와 효율성 향상을 거두었다. 특히 시민 행동 변화의 정책적 내재는 EU의 새로운 성취로 평가된다. 더 나아가 본 연구는 독일과 프랑스를 대상으로 사례분석을 진행하여 EU 의 에너지 트릴레마에 대한 이해를 심화하였다. 독일과 프랑스의 에너지안보 비교 분석은 상이한 전원 포트폴리오가 위기 상황에서 어떤 상반된 결과를 낳 는지를 명확히 보여주었다. 독일의 경우, 재생에너지 중심 전환과 탈원전 정책 은 단기적 공급 안정성 측면에서 취약점을 노출시켰으나, 이 사실은 풍력, 태 양광, 에너지 저장 및 섹터 커플링 분야에서 EU를 선도하는 기술 및 산업 생 태계를 구축하고 미래 에너지 시스템의 DNA를 형성하는 전략적 선택이었다. 반면 프랑스는 원전 중심의 구조를 유지함으로써 가격 안정과 공급 탄력성에 서 상대적 완충 효과를 보였으나, 폐기물·안전·사회수용성 문제라는 장기 리스 크를 동시에 안게 됐다. 형평성 차원에서 독일은 재생에너지 부과금(EEG), 네트워크 요금, ETS 비 용이 가계와 중소기업의 부담을 높였고, 프랑스는 규제요금과 보조금 중심 체 계로 단기 형평을 유지했으나 재정지속성과 조세 역진성 완화가 과제로 남았 다. 환경지표 분석의 경우, 독일은 높은 재생에너지 비중과 단기 비용 증가라 는 특징을 보인 반면, 프랑스는 낮은 탄소집약도와 원전 의존 리스크가 병존 하였다. 상기 결과를 에너지 트릴레마의 상호작용 메커니즘과 정책패키지 설계 관 점에서 해석하고, 선행연구와 정합성을 점검한 결과는 다음과 같다. 본 연구는 EU의 에너지 안보정책 변동과 그 결정요인을 다각도로 분석했다. 분석 결과 에 따르면, 가장 중요한 동인은 러시아로부터 에너지 자원 공급 의존이 실제 공급 중단 위험으로 전환된 사건이었다. 이 사실은 에너지 안보를 경제적 사 안에서 정치적 핵심 의제로 부상시키는 계기가 됐다. 또한 기후 목표의 상향 조정과 기술혁신에 따른 자본비용의 하락은 재생에너지 전환의 경제적 타당성 을 새롭게 재구성했다. 여기에 사회적 형평성 의제가 강화되면서, 에너지 가격 과 비용 부담 문제에 대한 정치적 논의가 정책 전면에 등장했다. 이러한 세 가지 요인은 서로 긴밀하게 연결돼 REPowerEU 계획이라는 응집력 있는 정 책 패키지를 형성했다. 이 사실은 본 연구의 분석이 선행연구의 결론과 일치 함을 보여주며, 연구의 설명력이 충분함을 뒷받침한다.

This study adopts the energy trilemma as its analytical framework to trace the trajectory of European Union (EU) energy policy before and after the Russia–Ukraine war. The analysis demonstrates that the three core dimensions of the energy trilemma—security of supply, affordability and equity, and environmental sustainability—exhibit a complex structure in which they mutually reinforce one another while also generating periodic trade-offs. Prior to the war, EU energy policy was characterized by a clear effort to systematize supply diversification, internal market integration, and energy efficiency improvements into a comprehensive strategy. The Energy Union initiative, cross-border electricity grid interconnections, diversification of liquefied natural gas (LNG) import routes, and efficiency gains across the building, industrial, and transport sectors were pursued in parallel to reduce structural vulnerabilities. However, the pace of transition remained uneven across regions due to persistent fossil fuel dependence and socioeconomic disparities, particularly in Southeastern Europe.
Following the outbreak of the war, EU energy policy evolved through a combined approach of short-term crisis management and medium- to long-term structural reform, centered on the REPowerEU plan. Accelerated policy shifts included a rapid reduction of dependence on Russian energy, an increase in the renewable energy target to 45 percent, a 13 percent upward revision of energy efficiency targets, the introduction of joint EUenergy procurement mechanisms, expedited permitting procedures, and expanded investment in hydrogen, heat pumps, and energy infrastructure. Alongside these advances, new challenges emerged, notably the risk of structural lock-in to LNG imports and imbalances in the social distribution of transition costs. Supply diversification and the expansion of decentralized energy systems strengthened overall energy resilience, while the reassessment of nuclear power—including small modular reactors (SMRs)—reflected a pragmatic effort to balance supply stability and decarbonization. On the demand side, energy-saving campaigns, price signals, and equipment replacement operated simultaneously, contributing to measurable reductions in gas consumption and improvements in efficiency. In particular, the institutionalization of citizen behavioral change represents a notable policy achievement of the EU.
To further deepen the analysis, this study conducts a comparative case analysis of Germany and France. The comparison highlights how divergent power generation portfolios produced contrasting outcomes under crisis conditions. In Germany, the renewable energy–centered transition and nuclear phase-out exposed short-term vulnerabilities in supply security; however, these policies constituted a strategic choice that fostered a leading technological and industrial ecosystem in wind, solar, energy storage, and sector coupling, thereby shaping the foundational architecture of a future energy system. In contrast, France’s continued reliance on nuclear power provided a relative buffer in terms of price stability and supply flexibility, while simultaneously entailing long-term risks related to waste management, safety, and social acceptance.
From an equity perspective, Germany experienced increased burdens on households and small and medium-sized enterprises due to renewable energy surcharges, network fees, and emissions trading costs. France, by contrast, preserved short-term equity through regulated tariffs and subsidies, though concerns regarding fiscal sustainability and the mitigation of regressive taxation effects remain unresolved. Environmental performance indicators reveal that Germany combined a high share of renewables with elevated short-term costs, whereas France maintained lowcarbon intensity alongside risks associated with nuclear dependence.
Interpreting these findings through the lens of energy trilemma interaction mechanisms and policy package design, and assessing their consistency with existing literature, this study identifies the most decisive driver of EU energy policy change as the transformation of dependence on Russian energy supplies into a tangible risk of supply disruption. This shift elevated energy security from an economic concern to a central political issue. Concurrently, more ambitious climate targets and declining capital costs driven by technological innovation reshaped the economic rationale for renewable energy deployment. The growing prominence of social equity further brought energy prices and cost burdens to the forefront of political debate. Together, these three factors interacted closely to produce the cohesive policy package embodied in REPowerEU. The alignment of these findings with prior research supports the explanatory robustness and analytical validity of this study.
