On January 27, 2022, the Serious Accident Punishment Act was implemented to reduce industrial accidents in Korea and change the paradigm of industrial accident prevention. However, even after the enforcement of the law, the industrial accident rate continues to increase, so it is urgent to prepare effective countermeasures.
This study analyzes the fundamental causes and problems of the safety and health management system established in the workplace under the Serious Accident Punishment Act, and suggests improvement measures to solve them.
To this end, the relevant literature was reviewed to derive key elements of the safety and health management system required by the law, and the limitations and seriousness of the current system were reaffirmed by analyzing checklists provided by related organizations such as the Ministry of Employment and Labor. In addition, document review, on-site inspection, and questionnaires were conducted on 14 workplaces to derive problems, and improvement and utilization plans were proposed.
As a result of the study, a quantitative checklist reflecting an objective and measurable evaluation method was presented as an improvement plan, replacing the qualitative checklist centered on checking whether or not it is currently used. Through quantitative evaluation, the overall safety level and most vulnerable factors of the workplace were identified, and rapid improvement measures were possible. In addition, it is not just a simple numerical evaluation, but by recording and managing deficiencies according to the evaluation criteria, continuous follow-up management can be performed until the completion of the improvement.
This study can be seen as a step from the qualitative evaluation method for the existing safety and health management system to the quantitative evaluation method. It is expected that the detailed standards and the evaluation improvement measures proposed until subsequent studies are conducted will serve as the basis for internalizing the safety and health management system at the workplace and ultimately contributing to preventing serious accidents.
