On–site Implementation and Strengthening of Hazardous Materials Safety Policies : A Focus on Hazardous Materials Prevention Regulations Kim Jemin Advisor : Prof. Jung Dae–Geun, Ph.D. Department of Disaster Prevention & Safety, Graduate School of Gwangju University This study focuses on hazardous substance safety policy(HMR, Hazardous Materials Safety Management Regulation), specifically hazardous substance prevention regulation regulation regulation regulation (MR, Hazardous Materials Prevention Regulation). HMR system was officially recognized, but empirical analysis and feedback were identified by evaluation and feedback, and feedback and feedback that revealed actual implementation rates with low feedback. This requires existing, document–oriented implementation policy to be implemented data–driven implementation policy and data–driven field–oriented implementation policy. According to this analysis, the study proposes three major policy alternatives to increase operational excellence and regulatory effectiveness and regulatory effectiveness. (1) Closed–loop Operating System (Q–SIAS) and AHP Model: Building a closed–loop operating system of 'Document – Action – Facility – Emergency Measures' (Q–SIAS). We also propose a weight calculation model based on an Analytical Hierarchy Process (AHP) and a regression model, reflecting the four–level structure 'Document – Action – Facility – Emergency Measures' and the 'Evaluation – Action – Verification – Review' structure. (2) Digital Integrated Management System (D–ISMS): Digital–based integrated management system transitions from document–driven safety management to data–driven safety management systems. The system is designed by integrating key areas including inspection, training, facility management, emergency response and evaluation. (3) Differential Regulatory Model: A strategic model is proposed to apply regulations according to the size and risk of hazardous material manufacturing facilities This study suggests the direction of data–oriented field implementation policy. This proposal is expected to establish a data– oriented safety management system such as preventing risk accidents, strengthening industrial site safety management capabilities, and easing duplicate regulations.
