21세기 한국 사회는 체류 외국인 수가 전체 인구의 5%를 넘어서며 ‘다인종·다문화 국가’로 진입하였다. 이러한 인구 통계학적 변화는 한국 교회에 위기이자 동시에 새로운 선교적 기회를 제공하고 있다. 본 연구는 급변하는 다문화 상황 속에서 한국 교회가 국내 필리핀 이주민들을 단순한 시혜적 돌봄의 대상이 아닌 하나님 나라 확장을 위한 선교적 주체로 세우기 위한 전략을 모색하는 데 목적이 있다. 이를 위해 본 논문은 개혁주의 신학의 핵심인 ‘구속사적 관점(Redemptive-Historical Perspective)’과 현대 선교학의 주요 흐름인 ‘디아스포라 선교학(Diaspora Missiology)’을 통합하여 실제 필리핀 이주민 사역을 하고 있는 네 곳의 교회의 사례를 비교 분석하였다.
본 연구는 먼저 문헌 연구를 통해 성경 전체를 관통하는 구속사의 흐름 속에서 ‘이주’와 ‘이주민’의 신학적 의미를 고찰하였다. 구약의 ‘게르(ger)’와 신약의 ‘나그네(paroikos)’ 및 ‘환대(philoxenia)’ 개념을 통해 이주민은 단순한 사회적 약자가 아니라 하나님의 언약 안에서 구속사를 성취해가는 ‘나그네 된 동역자’임을 규명하였다. 또한 필리핀의 역사와 문화(바할라 나, 히야, 우땅 나 룹 등)를 심층 분석하여, 그들의 고유한 문화적 특성이 복음 안에서 어떻게 재해석되고 선교적 자원으로 전환될 수 있는지 논의하였다.
실천적 전략 도출을 위해 서울 필리핀 가톨릭 공동체(SFCC), 온누리 M센터 등 국내 필리핀 이주민 사역의 대표적 사례들을 비교 분석하였다. 이를 통해 기존 사역이 가진 구조적 의존성과 시혜적 한계를 분명히 하고 이를 극복하기 위한 대안으로 ‘RHT-DM(Redemptive Historical Theology-Diaspora Missiology) 선교전략모델’을 제시하였다. 이 모델은 1단계 관계 형성과 신뢰 구축(Missions To), 2단계 구속사적 복음 전파 및 양육(Missions Through), 3단계 선교의 주체로 세움(Missions By/Beyond & With), 4단계 다음 세대 선교적 정체성 확립(TCK 리더십 개발)으로 구성된다.
결론적으로 본 연구는 한국 교회가 필리핀 이주민을 향해 가지고 있던 시혜적 관점의 시각에서 구속사의 완성을 향해 함께 나아가는 ‘함께하는 선교(Missions With)’의 패러다임으로 전환해야함을 역설한다. 이는 필리핀 이주민들이 한국 사회의 주변인이 아닌 하나님의 선교를 위한 동역자로 거듭나게 하는 신학적 토대와 실천적 로드맵이 될 것이다.

In the 21st century, South Korea has entered the phase of a ‘multi-ethnic and multi-cultural society’ with foreign residents exceeding 5% of the total population. This demographic shift presents both a crisis and a new missiological opportunity for the Korean church. The purpose of this study is to explore strategies to establish Filipino immigrants not merely as objects of charitable care, but as active subjects of mission for the expansion of God’s Kingdom. To this end, this dissertation integrates the ‘Redemptive-Historical Perspective’ a core tenet of Reformed theology, with ‘Diaspora Missiology’ a major trend in modern missiology.
First, through a literature review, this study examines the theological significance of ‘migration’ and ‘migrants’ within the flow of redemptive history throughout the Bible. By analyzing concepts such as ‘ger(sojourner)’ in the Old Testament and ‘paroikos(alien)’ and ‘philoxenia(hospitality)’ in the New Testament, the study identifies migrants not simply as the socially marginalized, but as ‘co-workers’ within God’s covenant who fulfill redemptive history. Furthermore, by deeply analyzing Filipino history and cultural values-such as ‘Bahala na(fatalism/determinism)’, ‘Hiya(shame/sense of propriety)’, and ‘Utang na loob(debt of gratitude)’-this study discusses how these unique cultural characteristics can be reinterpreted within the Gospel and sublimated into missional resources.
To derive practical strategies, this study conducts a comparative analysis of representative cases of Filipino immigrant ministry in Korea, including the Seoul Filipino Catholic Community (SFCC) and the Onnuri M Center. Based on this analysis, the study points out the structural dependency and limitations of existing paternalistic approaches and proposes the “RHT-DM(Redemptive Historical Theology-Diaspora Missiology)Mission Strategy Model” as an alternative. This model consists of four stages: (1) Building Relationships and Trust (Missions To), (2) Redemptive Evangelism and Discipleship (Missions Through), (3) Establishing Migrants as Subjects of Mission (Missions By/Beyond & With), and (4) Establishing Missional Identity for the Next Generation (TCK Leadership Development).
In conclusion, this study argues that the Korean church must move beyond the dichotomy of ‘sending’ and ‘receiving’ missions toward a paradigm of ‘Missions With’ marching together toward the consummation of redemptive history. This research provides a theological foundation and a practical roadmap for transforming Filipino immigrants from marginalized figures in Korean society into key missional dynamics for the Kingdom of God.
