본 논문은 미국이 주도하는 GPS 중심의 위성항법시스템 헤지모니(hegemony) 속에 서 여러 국가들이 독자적 시스템을 구축하는 경향성과 그 국가가 직면한 안보 환경과 의 상관관계를 분석하였다. 이는 위성항법시스템을 통한 PNT 서비스가 국가 인프라 구성과 운용에 큰 영향력을 가지고 있으며, 우발적 또는 타의적인 시스템의 부재는 국가안보에 치명적인 위협으로 작용할 수 있기 때문이다.
이러한 경향성을 분석하기 위해, 본 논문에서는 위성항법시스템과 국가안보 간 연 관성이 매우 높다는 것을 기반으로 그 국가의 안보환경(X)이 시스템 독자 구축 및 규 모 결정(Y)에 영향을 미친다는 가정을 증명하고자 했으며, 이를 일본과 EU 사례를 통해 검증하고자 했다. 이를 위해, 국가가 직면한 안보환경을 정성적으로 측정할 수 있는 변수로서 위협인식과 동맹 신뢰도를 설정했으며, 각 요소 별 유형을 2가지씩으 로 정의했다.(지역중심적 위협인식-포괄적 위협인식, 높은 동맹신뢰도-낮은 동맹신뢰도) 또한, 일본 과 EU 사례를 통한 비교사례연구를 통해 각 변수가 국가의 전략적 자율성 차원의 독 자적 위성항법시스템 개발과 그 규모의 결정에 어떠한 영향을 미쳤는지 분석한다.
사례 검증은 일본과 EU가 각각 QZSS와 Galileo를 개발하기로 결정한 의사결정을 당시의 공식 문서를 통해 고찰하고, 각 국가가 해당 시기에 직면한 위협인식과 미국 에 대한 동맹 신뢰도를 분석하는 순서로 수행되었다. 분석 결과, 일본의 경우 ‘지역집 중형 위협인식’과 미국에 대한 ‘높은 동맹신뢰도’를 기반으로 협력적 자율성 차원에서 아시아·태평양 지역에 집중적으로 서비스를 제공하는 RNSS 체계인 QZSS를 개발하 였고, EU는 ‘포괄적 위협인식’과 미국에 대한 ‘낮은 동맹신뢰도’를 기반으로 독단적 자 율성 차원에서 범지구적으로 PNT 서비스를 제공하는 GNSS 체계인 Galileo를 개발한 것을 알 수 있었다. 이를 통해, 국가의 안보환경으로서 위협인식의 범위와 동맹 신뢰 도의 수준이 국가의 전략적 자율성과 이에 따른 위성항법시스템 규모 결정에 유효한 영향을 미쳤음을 알 수 있었다.
본 논문은 기존 연구들은 독자적 시스템 구축의 경향성이 존재함을 명시하나, 그 경향성의 원인을 분석하지 못하는 한계점을 지니고 있어 본 논문을 통해 그 흐름을 분석하고자 하는데 의의가 있다. 또한, 국가안보적 요소들이 위성항법시스템 정책과 같은 국가우주정책 뿐만 아니라 국가과학기술정책에서 반드시 고려되어야하는 정책적 함의를 제시할 수 있다.

This study analyzes the correlation between the tendency of multiple states to build indigenous satellite navigation systems and the security environment those states face under the U.S.-led, GPS-centered hegemony of satellite navigation systems. This is because PNT services provided through satellite navigation systems have a significant influence on the configuration and operation of national infrastructure, and the accidental or involuntary absence of such systems can pose a critical threat to national security.
To examine this tendency, the study seeks to demonstrate the assumption that, given the strong linkage between satellite navigation systems and national security, a state’s security environment(X) affects both the decision to build an indigenous system and the determination of its scale(Y), and tests this through the cases of Japan and the EU. For this purpose, the study sets threat perception and alliance trust as variables that can qualitatively measure a state’s security environment, defining two types for each factor (region-focused threat perception vs. comprehensive threat perception; high alliance trust vs. low alliance trust). In addition, through a comparative case study of Japan and the EU, it analyzes how each variable influenced the development of indigenous satellite navigation systems at different levels of strategic autonomy and the decision on their scale.
The case analysis was conducted by reviewing, through official documents, the decision-making processes by which Japan and the EU decided to develop QZSS and Galileo, respectively, and then analyzing each actor’s threat perception and level of alliance trust toward the United States during the relevant period. The results show that Japan, based on a ‘region-focused threat perception’ and ‘high alliance trust’ toward the United States, developed QZSS system providing concentrated services to the Asia-Pacific region at the level of cooperative autonomy.
In contrast, the EU, based on a ‘comprehensive threat perception’ and ‘low alliance trust’ toward the United States, developed Galileo system providing global PNT services at the level of self-reliant autonomy. These findings indicate that the scope of threat perception and the level of alliance trust, as elements of a state’s security environment, had a significant effect on a state’s strategic autonomy and, accordingly, on the determination of the scale of its satellite navigation system.
This study is meaningful in that, while existing studies indicate that a tendency toward indigenous system development exists, they are limited in analyzing the causes of that tendency; this study seeks to address that gap by analyzing the underlying dynamics. It also offers policy implications that national security factors should be considered not only in national space policy such as satellite navigation system policy, but also in national science and technology policy.
