본 연구는 디지털 전환 시대에 기록관·도서관·박물관·미술관 등 문화기억기관 간 의 경계가 점차 모호해지는 현상에 주목하여, 국제 사례 연구를 통한 라키비움 (Larchiveum)·GLAM 성공 모델을 제안하는 것을 목적으로 한다. 라키비움은 ‘기록관(Archive)·도서관(Library)·박물관(Museum)’의 융합을 의미 하는 개념으로, GLAM(Galleries, Libraries, Archives, Museums)과 유사하게 문화유산 자원의 통합적 관리와 활용을 지향한다. 이러한 라키비움 및 GLAM 개 념의 이론적 배경을 정립하고, 해외 선진 기관의 운영 사례를 분석하여 국내 적 용 가능성을 탐색하였다. 연구 방법으로는 이론적 고찰, 국제 사례 분석, 국내·외 기관 비교분석 및 모델 제안의 3단계 접근을 사용하였다. 먼저, 제2장에서는 라키비움 및 GLAM의 개념 형성과 발전 배경을 고찰하고, 정보통합·이용자 참여·디지털 큐레이션의 중요성을 규명하였다. 제3장에서는 유럽, 북미, 아시아 지역을 대표하는 6개 기관—영국 The National Archives & British Library 협력모델, 네덜란드 Europeana 프로젝 트, 미국 Smithsonian Institution, 캐나다 Library and Archives Canada(LAC), 일본 국립국회도서관(NDL), 싱가포르 National Library Board(NLB)—을 중심으로 운영 구조, 서비스 체계, 협력 메커니즘을 비교하였다. 사례 분석 결과, 해외 라키비움·GLAM 기관의 공통된 성공요소로는 ①국가 차 원의 정책 및 예산 지원, ②기관 간 협력을 위한 거버넌스 체계, ③통합 메타데 이터 및 표준화된 정보 인프라 구축, ④이용자 중심의 오픈 액세스 서비스, ⑤ 디지털 자산의 장기 보존 및 접근성 강화가 도출되었다. 제4장에서는 이러한 해외 성공요소를 국내 기록관리 환경과 비교하고, 국내 모 델의 특성 및 시사점을 도출하였다. 국내의 경우, 공공기록물 관리체계와 법제 기반은 비교적 견고하나, 기관 간 연계성과 데이터 상호운용성, 이용자 중심 서 비스 체계가 미흡한 것으로 나타났다. 특히 국립중앙도서관, 국가기록원, 국립중 앙박물관과 같은 주요 기관 간의 협업은 개별 프로젝트 수준에 머물러 있어 지속 가능한 통합 거버넌스 부재가 가장 큰 한계로 분석되었다. 이에 제5장에서는 해외 사례의 핵심 성공 요소를 토대로 국내 적용 가능한 라 키비움·GLAM 운영 모델을 제안하였다. 제안된 모델은 통합 정보플랫폼 구축(데 이터·콘텐츠·시스템 연계), 국가기록원 중심의 허브형 거버넌스 운영, 공공·민간· 학계가 협력하는 오픈 네트워크 기반, 단계별 추진전략(시범–확산–정착)으로 구 성된다. 이를 통해 기록정보 자원의 통합 관리뿐 아니라, 지식생태계의 공공성과 이용자 참여를 확대할 수 있음을 제시하였다. 연구의 의의는 첫째, 라키비움·GLAM 개념을 국내 기록관리학의 이론적 틀 속 에서 체계화하였다는 점, 둘째, 국제 비교분석을 통해 한국형 융합기억기관 모델 의 방향성을 구체적으로 제시하였다는 점, 셋째, 기록관리학이 문화정보학·디지털 아카이빙·정책학과 융합될 수 있는 학문적 가능성을 확장하였다는 점이다. 그러나 연구대상이 주로 공공기관 중심으로 한정되어 있고, 정량적 분석이 부족 하다는 한계가 있다. 향후 연구에서는 지역사회 기반의 참여형 라키비움 모델, 데이터 기반의 성과평가, 기술적 실증연구 등을 통해 보다 구체적이고 실행 가능 한 정책 모델로 발전시킬 필요가 있다. 결론적으로, 기록의 관리에서 활용으로, 기관의 분리에서 통합으로, 전문가 중심 에서 이용자 중심으로 전환되는 기록관리 패러다임의 변화를 반영하였다. 라키비 움·GLAM의 융합적 운영모델은 향후 국내 기록관리 체계의 혁신적 발전과 디지 털 지식문화 생태계 구축에 중요한 이론적·정책적 기반이 될 것으로 기대된다.

This study aims to propose a successful model for Larchiveum and
GLAM through international case studies, in response to the
increasingly blurred boundaries among cultural memory institutions—archives, libraries, museums, and galleries—in the era of digital
transformation. The concept of the Larchiveum refers to the
convergence of archives, libraries, and museums, and, similar to the
GLAM (Galleries, Libraries, Archives, and Museums) framework,
emphasizes the integrated management and utilization of cultural
heritage resources. This research establishes the theoretical
foundations of the Larchiveum and GLAM concepts and explores their
applicability to the Korean context through an analysis of advanced
international institutional practices. Methodologically, the study adopts a
three-stage approach comprising theoretical review, international case
analysis, and comparative analysis leading to model development.
Chapter 2 examines the conceptual formation and evolution of
Larchiveum and GLAM, highlighting the significance of information
integration, user participation, and digital curation in contemporary
cultural memory institutions. Chapter 3 conducts a comparative
analysis of six representative institutions across Europe, North America,
and Asia: the collaborative model of The National Archives and the
British Library (UK), the Europeana project (Netherlands), the
Smithsonian Institution (USA), Library and Archives Canada (LAC), the
National Diet Library (NDL, Japan), and the National Library Board
(NLB, Singapore). The analysis focuses on organizational structures,
service systems, and institutional collaboration mechanisms.
The findings reveal several common success factors shared by
international Larchiveum and GLAM institutions: (1) national-level policy
support and stable funding, (2) governance frameworks that facilitate
inter-institutional collaboration, (3) integrated metadata and
standardized information infrastructures, (4) user-centered open access
services, and (5) enhanced long-term digital preservation and
accessibility of cultural assets.
Chapter 4 compares these international success factors with the
Korean records management environment and identifies key
implications. While Korea possesses a relatively robust legal and
institutional framework for public records management, the study finds
limitations in inter-institutional linkage, data interoperability, and
user-oriented service design. In particular, collaboration among major
national institutions—such as the National Library of Korea, the
National Archives of Korea, and the National Museum of Korea—has
largely remained at the level of individual projects, with the absence of
a sustainable integrated governance structure identified as a critical
limitation.
Based on these findings, Chapter 5 proposes a Larchiveum·GLAM
operational model tailored to the Korean context. The proposed model
consists of: (1) the construction of an integrated information platform
linking data, content, and systems; (2) a hub-based governance
structure led by the National Archives of Korea; (3) an open network
framework involving public institutions, private sectors, and academic
communities; and (4) a phased implementation strategy encompassing
pilot development, expansion, and stabilization. This model
demonstrates the potential to enhance not only the integrated
management of record and information resources but also the public
nature of the knowledge ecosystem and user participation.
The significance of this study lies in three key contributions: first, it
systematically conceptualizes Larchiveum and GLAM within the
theoretical framework of Korean archival studies; second, it presents a
concrete direction for a Korean-style convergent memory institution
model through international comparative analysis; and third, it expands
the interdisciplinary potential of archival studies by linking it with
cultural informatics, digital archiving, and policy studies. Nonetheless,
the study is limited by its focus on public institutions and the lack of
quantitative performance analysis. Future research should further
develop participatory, community-based Larchiveum models,
data-driven evaluation frameworks, and empirical technological studies
to enhance policy applicability.
In conclusion, this study reflects a paradigm shift in records
management—from management to utilization, from institutional
separation to integration, and from expert-centered to user-centered
approaches. The convergent operational model of Larchiveum and
GLAM is expected to serve as an important theoretical and policy
foundation for the innovative advancement of Korea’s archival system
and the development of a sustainable digital knowledge and cultural
ecosystem.
