한국의 공영방송은 정치 권력으로부터의 독립성, 민영방송과의 차별성 등 극심한 정 체성의 위기를 겪어 왔다. 위기를 가져온 가장 직접적 원인은 보도의 공정성이다. 공 영의 보도가 공정하지 않고 권력에 편향돼 있어 믿을 수 없다는 시청자, 나아가 국민 의 인식 때문이다. 공영방송이 정치 권력의 지배구조 개입에 순응하며, 그 대가로 우 호적, 정파적인 보도를 하고 있다는 오랜 불신이 그 같은 인식을 형성해 왔다. 바로 공영방송에 대한‘정치 후견주의’의 악영향이었다. 공영방송에 대한 정치 권력의 후견주의 개입은 방송의 지배구조 뿐만 아니라 방송 의 내적 자유까지 붕괴시켜 방송 현장의 저널리즘 가치를 황폐화시키는 치명적인 후유증까지 낳아 왔다. 진보 성향의 공영방송 노조 역시 야당 시절의 진보 정당과 연대해 보수 정권과 해당 시기의 회사 경영진에 맞서 저항하는‘대항적 후견주의’의 새 현상까지 생성되어 왔다. 정권의 정치 후견주의와 야당·노조의 연대에 의한 대항 적 후견주의가 맞서며 그 사이에서 볼모가 된 한국의 공영방송은 미래를 준비하고 기 약할 시간조차 없이 진영 갈등 정치판의 재연으로 동질화되고 말았다. 본 연구는 이 같은 한국 정치 후견주의의 구조와 작동 메커니즘을 분석해, 공영방 송의 정체성 회복을 성찰해 보려는 데 목적이 있다. 연구를 위해 정치 후견주의의 이면을 가장 가까이서 속속들이 접했던 15명의 전·현직 방송정책 고위 관계자들 을 심층 인터뷰했다. 전 청와대 홍보수석·대변인, 국회 과방위의 전·현직 의원들, 전 방송통신위원장·방통위원 등 공영방송 정책 결정자들이 심층 인터뷰의 대상이 었다. 가장 공적이어야 했지만 가장 불투명했던 청와대 내의 핵심 이너서클에서 왜, 어떻게 공영방송에 후견주의를 작동시켰으며, 그 결과는 무엇이었는지와 함께 후견주의의 동태적 진화까지 탐구해 보려는 게 구체적인 문제 의식이었다. 연구의 결과 대부분의 응답자들은 한국에서의 오랜 정치 공영방송 후견주의의 실 재를 부인하지 않았다. 한국 공영방송의 정책·인사에 가장 큰 영향을 미친 후견의 주체로는 대통령과 청와대를 첫 손꼽았다. 자연스럽게 현직 대통령의 정국 관리, 언 론관, 이념, 개인적 스타일은 가장 큰 후견주의 변수로 확인됐다. 한마디로‘제왕적 대 통령’이 후견주의의 핵심 주체였다. 최고 권력의 공영방송 지배구조 개입은 시민들과 의‘권력 불균형’의 정도만큼이나 무소불위의 거친 독선적 방식이었음을 연구를 통 해 확인할 수 있었다. 연구 결과 이들의 후견적 개입은 공영방송 프로그램, 보도가 대통령의 지지도 유지·확대나 각종 선거의 승패, 정권 재창출 같은 권력의 핵심 이익에 매우 필수적이라는 판단에서 작동됐다. 다만 뉴미디어의 확산에 따라 전통 언론인 공영방송에의 의존도는 갈수록 떨어지고 있다는 변화의 흐름 역시 연구의 결과로 도출됐다. 정치 후견주의로 인해 공영방송 내부의 갈등은 구조화, 고착화돼 내적 자유가 거 의 붕괴된 상황에 이르렀다는 사실도 연구에선 확인할 수 있었다. 공영방송 정책의 주도권은 2025년의 방송법 개정을 고비로 법제화의 주체인 국회의 과반 여당세력 으로 전이되고 있었다. 특히 대부분의 응답자들은 대통령과 함께 공영방송 노조의 강력한 조직력, 영향력을 정치 후견주의 구도에서 나타난 가장 한국적 특성으로 평 가했다.‘노영방송’이란 단어를 두고선“방송 민주화의 유일한 주체”(진보 성향), “진보 진영 카르텔이 사실상 방송의 오너가 돼 다원성을 붕괴시키고 있다”(보수 성 향)는 평가가 첨예하게 맞섰다. 2025년의 방송법 개정은 이같이 서로 다른 시각이 정면충돌한 지점이었다. 보수 응 답자들은 노조 등 진보 진영 카르텔이 공영방송을 영구히 장악하려는“변형된 신종 후견주의”라고 분석했다. 반면 진보 응답자들은 이사 추천권을 시민사회로 확장해 방송을 국민 품으로 돌려주는“후견주의의 해소”라고 맞섰다. 특히 공영방송의 가 장 주요한 변화의 고비에서 공론의 장이 마련되지 않았다는 측면에서 이 법의 지속 가능성엔 적잖은 문제가 제기됐다. 연구 결과 한국의 공영방송은 기왕의‘정치 후견주 의’가 지속되는 가운데 진보 정당과 강력한 노조의 연대에 의한‘대항적 후견주의’ 가 형성됐고, 방송법 개정에 따른‘신종 후견주의’가 시작되는 등 세 후견주의의 축 간에 국면 전환에 따른 동태적 변화를 거듭하고 있음을 확인할 수 있었다. 본 연구에선 이같이 정치 공영방송 후견주의 다양한 구조와 작동 메커니즘을 분석 하는 동시에 그 같은 위기의 요인을 해소하고 산업화 시대를 맞은 공영방송의 미래 를 모색할 다양한 제언들도 결론으로 제시하려 한다. 정책 결정자들이 인터뷰에서 밝힌 이면의 팩트 들이 향후 정치 후견주의의 후속 연구에 참고할 만한 1차 자료가 될 수 있다는 점은 이 연구의 소중한 의의라고 할 수 있겠다.

South Korea’s public broadcasting is undergoing an identity crisis concerning its independence from political power and its distinctiveness from private broadcasters. Among the multiple factors contributing to this crisis, the fairness of news reporting stands out as the most critical. Viewers increasingly perceive public broadcasting as biased and politically compliant, undermining its credibility. Such perceptions stem from the view that public broadcasters yield to political intervention in governance and, in return, provide coverage favorable for the ruling regime. This entrenched pattern of political patronage has not only compromised governance but also eroded internal autonomy, damaging the professional culture of broadcasting.
Moreover, progressive-leaning unions within public broadcasting have formed solidarities with progressive parties, confronting conservative governments and management. This has produced a new phenomenon of counter-patronage. Trapped between governmental patronage and union-led counter-patronage, Korea’s public broadcasting has devolved into a battleground of partisan struggle, leaving little room for institutional renewal or long-term vision.
This study investigates the causes, consequences, and structural characteristics of political patronage and proposes pathways for restoring the integrity and autonomy of public broadcasting. In-depth interviews were conducted with fifteen former and current high-ranking broadcasting policy officials who had direct experience with the political management of broadcasting. The interviewees included a former senior presidential secretary for public relations and spokesperson, former and incumbent members of the National Assembly’s Science, ICT, Broadcasting and Communications Committee, and former chairpersons and members of the Korea Communications Commission. Findings indicate that most respondents acknowledged the existence of political patronage in Korea’s public broadcasting. The President and the Blue House emerged as the principal agents influencing policy and personnel appointments. Variables such as presidential leadership style, ideology, and media philosophy were decisive factors—embodying the notion of an imperial presidency. The study also found that presidential interventions in public broadcasting governance were often unrestrained and autocratic, motivated by calculations of political gain — maintaining approval ratings, shaping election outcomes, and ensuring regime continuity.
Yet, respondents also identified a structural shift: with the rise of new media, traditional patronage’s influence is declining, while power over broadcasting policy is increasingly shifting to the National Assembly, particularly to the majority ruling party. A majority of interviewees viewed the 2025 Broadcasting Act revision as a key turning point in this transformation. They also highlighted the strong influence of broadcasting unions as a defining feature of contemporary patronage. Opinions diverged sharply over the notion of “labor-run broadcasting”: progressives framed it as the agent of democratization, while conservatives denounced it as a progressive cartel undermining pluralism. The 2025 Broadcasting Act revision epitomizes this confrontation.
This study provides an in-depth understanding of political patronage as a structural determinant of public broadcasting governance and explores alternatives for democratic reform. Its significance lies in the primary data drawn from high-level policy officials, offering empirical foundations for future scholarship on political patronage and media governance in Korea.
