The urban development project in Korea has recently attracted interest as an urban
regeneration policy project that focuses on resident participation and community recovery,
not just improving the physical environment of a city. Representatively, by linking local
culture and arts activities with the formation of local residents' communities, residents are
independently involved, and a managed residential environment improvement project that
reflects the characteristics and needs of the region is being promoted.
The managed residential environment improvement project starts from the concept of
cultural democracy because local residents' participation in culture and arts is important, and
in order to complete it, active participation of local residents or local communities should be
given priority. Areas necessary to form cultural democracy through the participation of local
residents include the field of culture and arts. When local residents participate in the field
of culture and arts, it has been reported that there are positive effects that can expect
creative thinking and understanding-oriented thinking skills, emotional growth, self- esteem
development, and the foundation of life with others. Therefore, this study aims to
investigate the relationship between residents' cultural and artistic activities and the
formation of cultural democracy in areas where managed residential environment
improvement projects are being implemented,
The purpose of this study is to empirically investigate how the cultural and artistic
activities of residents living in the Seoul Metropolitan Government's managed residential
environment improvement project area affect the formation of cultural democracy, and to
present the policy improvement direction of the Seoul Metropolitan Government's managed
residential environment improvement project in the future based on the results of the
empirical analysis.
In order to achieve the purpose of this study, a survey was conducted for four days
from December 4 to 7, 2025 for local residents of Sori Village in Seongbuk-gu, Geumha
Village in Geumcheon-gu, Gulcham Village in Gwanak-gu, and Insubong Forest Gil Village in
Gangbuk-gu, and a total of 550 copies were used for the final analysis. The SPSS 29.0
program were used for statistical processing of the survey data.
The analysis results are summarized as follows. First, it was found that participation,
enjoyment, and support for cultural and artistic activities had a statistically significant effect
on the sense of belonging to the formation of cultural democracy. Second, it was confirmed
that participation, enjoyment, and support of cultural and artistic activities had a statistically
significant effect on the identity of the formation of cultural democracy. Third, it was
analyzed that participation, enjoyment, and support of cultural and artistic activities had a
statistically significant effect on the sustainability of the formation of cultural democracy.
Based on these analysis results, the following theoretical and practical implications were
presented. First, this study expanded the theoretical foundation of the field of cultural
democracy research by empirically investigating that participation in cultural and artistic
activities has a significant effect on key components of cultural democracy such as
belonging, identity, and sustainability. In addition, through the analysis results, it can be said
that there is a theoretical contribution to the need to establish a "cultural democracy model
based on the participation of local residents" in future cultural policy research.
Second, participation in cultural and artistic activities was found to have a statistically
significant effect on all variables such as belonging, identity, and sustainability in the
formation of cultural democracy. Based on these results, local governments and cultural
policy institutions proposed measures to improve not only the quantitative expansion of
cultural and artistic participation but also the quality thereof.
Third, it was found that the enjoyment of cultural and artistic activities had a
statistically significant effect on all variables such as the sense of belonging, identity, and
sustainability of the formation of cultural democracy. As improving the quality of enjoyment
is a key strategy to strengthen cultural democracy, concrete measures for this were also
proposed.
Fourth, support for cultural and artistic activities was found to have a statistically
significant effect on all variables such as belonging, identity, and sustainability in the
formation of cultural democracy. It has been demonstrated that the voluntary contribution
behavior of local residents (volunteer activities or economic support, etc.) plays an important
role in the formation of cultural democracy. Therefore, this study proposed a plan to
revitalize the support of local residents related to the managed residential environment
improvement project for the central and local governments.
Finally, it is expected that the results presented in this study will be used as basic data
for future research on the realization of cultural democracy.
