본 연구는 성인 발달장애인의 신체활동 참여 제약 요인을 생태학적 체계이론(Bronfenbrenner, 1979)을 분석 틀로 활용하여 다층적 관점에서 심층적으로 탐색하는 것을 목적으로 한다. 특히 개인 내부 요인뿐만 아니라 환경적, 제도적, 사회문화적 맥락과의 상호작용 속에서 나타나는 제약 구조를 통합적으로 분석하고자 하였으며, 이를 위해 콜라이찌(Colaizzi, 1978)의 현상학적 연구 절차를 적용하였다.
연구 참여자는 성인 발달장애인의 신체활동 참여에 대해 구조적 맥락을 이해할 수 있는 10인으로 부모, 복지 및 체육 현장 실무자, 정책·연구 관계자로 구성되었다. 수집된 심층면담 자료는 Colaizzi의 7단계 분석 절차에 따라 분석되었으며, 도출된 주제들은 생태학적 체계이론의 다섯 수준(미시체계, 중간체계, 외체계, 거시체계, 시간체계)에 따라 분류되었다.
분석 결과, 총 24개의 하위 주제가 다섯 수준에 걸쳐 나타났다. 미시체계 수준에서는 개인의 내적 동기 결여, 사회적 관계의 부재, 보호자의 과잉 개입과 같은 심리·정서적 요인이 참여를 제약하고 있었다. 중간체계 수준에서는 기관 간 협력 부재, 지도자 전문성 편차, 프로그램의 지속성 부족, 그룹 중심 수업의 한계가 구조적으로 나타났다. 외체계 수준에서는 체육시설 및 교통 접근성, 정보 단절, 행정절차 복잡성, AI 기반 기술 격차, 공공후견제도의 부재 등 제도적 장벽이 작용하고 있었고, 거시체계에서는 장애인체육에 대한 낮은 정책적 우선순위, 통합의 형식화, 사회적 낙인 등이 주요 요인으로 작용하였다. 마지막으로 시간체계 수준에서는 부모와 당사자가 동시에 늙어가는 ‘이중 노화’ 현상과 졸업 후 지원이 끊기는 ‘서비스 절벽’으로 인한 공백, 운동 루틴의 미형성 등이 신체활동 지속성을 방해하는 결정적 요소로 확인되었다.
이러한 결과는 성인 발달장애인의 신체활동 참여 제약이 단순히 개인 특성에 의한 것이 아니라, 생애주기와 환경 전반에 걸친 구조적 맥락 속에서 형성되고 있음을 보여준다. 특히 참여자의 진술은 미시-거시 수준 간 상호작용을 통해 발생하는 복합적 ‘제약의 악순환 구조’를 드러냈으며, 이는 단일 차원의 개입이 아닌 통합적 정책 설계의 필요성을 시사한다. 본 연구는 생태학적 체계이론과 현상학적 접근을 결합함으로써, ‘제약 요인’의 외적 구조와 내적 경험을 동시에 조명하고자 하였으며, 향후 관련 정책 수립 및 실천 프로그램 개선을 위한 실증적 기초자료로서 학문적·사회적 기여가 있을 것으로 기대된다.

This study aims to explore the multidimensional barriers to physical activity participation among adults with developmental disabilities using Bronfenbrenner’s ecological systems theory as an analytical framework. By integrating ecological and phenomenological approaches, the study seeks to understand how individual limitations are shaped and reinforced through complex interactions with environmental, institutional, and sociocultural structures.
Data were collected through in-depth interviews with ten participants, including parents of adults with developmental disabilities, field practitioners in welfare and physical activity, and policy or research stakeholders. Colaizzi’s seven-step phenomenological analysis was employed to extract significant statements, formulate meanings, and categorize themes according to five ecological levels: microsystem, mesosystem, exosystem, macrosystem, and chronosystem.
A total of 24 sub-themes were identified. At the microsystem level, psychological and emotional factors such as lack of intrinsic motivation, limited peer relationships, and parental overprotection hindered participation. The mesosystem revealed barriers such as weak inter-institutional collaboration, inconsistent program continuity, varying instructor competencies, and one-size-fits-all group-based activities. The exosystem level included structural issues such as poor accessibility to sports facilities and transportation, fragmented information systems, administrative complexity, gaps in AI-based technology access, and the absence of public guardianship frameworks. The macrosystem level involved societal stigma, superficial integration efforts, and low policy prioritization of disability sports. Lastly, the chronosystem highlighted the ‘service cliff’ (discontinuity of services post-graduation), the ‘double aging’ phenomenon (aging of both parents and individuals), and the absence of long-term exercise routines.
These findings indicate that the participation of adults with developmental disabilities in physical activity is not merely an individual issue but is shaped by a wide range of structural and ecological factors across the life course. The vicious cycle created by the interlocking nature of these multi-level barriers underscores the need for comprehensive, system-wide strategies rather than fragmented interventions. This study provides empirical insights for policy-making and practice, offering valuable implications for promoting inclusive physical activity participation.
