본 연구는 대한민국 사립박물관·미술관의 설립과 운영 과정에서 나타난 관장의 박물관 설립 동기와 리더십이 어떠한 방식으로 작동하며, 박물관 정체성과 발전 방향에 어떤 영향을 미치는지를 규명하는 데 목적을 두었다. 이는 기존의 박물관학(博物館學) 연구가 주로 박물관 자료, 전시 기획, 교육 프로그램, 관람객 연구에 집중해 온 반면, 박물관 설립과 운영의 핵심 주체인 ‘관장에 관한 연구’는 상대적으로 부족했다.
이에 본 연구는 박물관장의 리더십을 독립된 연구 대상으로 설정하고, 설립자(초대 관장) 유형과 관장 리더십 유형을 체계적으로 분석·분류함으로써 박물관 연구의 새로운 의제를 제시해 보고자 하였다.
문화체육관광부『전국 문화기반시설 총람』(2024)에 따르면, 「박물관 및 미술관 진흥법」에 따라 등록된 전국 박물관·미술관은 1,204개 관(박물관 897개, 미술관 267개)으로 집계되었으며, 이는 2003년 처음 공식 집계한 당시 421개에서 20년간 849개가 증가한 수치이다. 그중 사립박물관·미술관은 2003년 170개에서 558개로 그 증가 추이가 두드러진다. 이는 한국의 박물관장이 1,204명이고, 그중 사립박물관·미술관 설립 관장이 558명 존재함을 의미한다. 이들은 모두 개인이 설립하고 「박물관 및 미술관 진흥법」에 따라 국가에 등록한 사립박물관·미술관으로 이제 공공재로서 전시, 교육 및 체험학습을 통해 사회적 가치를 창출하고 있음을 알 수 있었다.
본 연구자는 2003년 박물관 공식 집계 이전의 사립박물관·미술관 현황에 관심을 두고, 초기 사립박물관·미술관 설립자와 초대 관장, 그리고 등록과 운영 등 변화 양상을 알아보았다. 1984년 「박물관법」 제정 이전의 초기 사립박물관·미술관 관장은 별도의 법적 근거와 정부 지원 없이 개인이 자발적으로 설립했고, 법 제정 이후에 비로소 법적 지위를 갖게 되었으며, 2004년에 들어서야 정부 지원이 시작되었으나 그 지원 범위와 효과는 미흡하였다.
따라서 본 연구는 제2장에서 박물관 개념과 역할의 정의를 시작으로 개인 수집가들이 어떤 동기로, ‘왜’ 박물관·미술관을 설립하였는지, ‘관장’이라는 직책은 박물관‧미술관을 설립하면 자연스럽게 부여되는 것임에도 불구하고 ‘왜’ 적극적으로 관장이 되려고 하였는지 그 이유를 동서양의 고전을 방법론으로 하여 규명하였다. 이어 박물관 유형을 분석하기 위한 관장의 욕망과 열정, 리더십 등 철학적·이론적 논의를 설정하였다. 이를 통해 사립박물관‧미술관 설립자와 관장의 철학과 운영 방식이 ‘어떻게’ 전승되는지를 살펴봄으로써, 관장의 리더십이 박물관‧미술관 특징과 정체성에 미치는 영향을 파악하였다. 이 과정에서 관장의 내·외형적 기능과 비전 제시, 조직 관리, 사회적 문화 리더의 역할을 확인하였다.
또한, 관장 리더십과 관련하여 경영에 기초한 전통적·현대적 리더십 이론과 박물관 리더십 연구자들의 이론을 소개하고, 이를 ‘실무형, 협업형, 플랫폼형, 후원자형’의 4가지 관장 리더십을 포괄적으로 분류해 보았다.
이어 제3장에서는 박물관 설립과 관장의 유형 관계를 살펴보았는데, 사립박물관 설립과 관련하여 초기부터 현재까지를 여섯 시기로 구분한 연대별 설립 약사를 제시하면서 그 역사적 맥락을 분석했다. 이어 법령에 근거한 박물관 유형과 설립 당시 관장 유형을 8가지(창립자형, 외부 경영자형, 교육자형, 기업가형, 봉사자형, 창작자형, 전문가형, 관리자형)로 나누어 상술하였다. 동시에 설립 관장 유형별 특징과 박물관 정체성 관계도 살펴보았다.
제4장에서는 사립박물관 관장 리더십을 분석하기 위해 10개의 사례(보화각 설립자 전형필, 초대 국립박물관장 김재원, 한국자연사박물관 설립 관장 이기석, 호암미술관 설립자 이병철, 환기미술관 설립자 김향안, 삼성출판박물관 설립 관장 김종규, 중남미문화원병설박물관 설립 관장 이복형·홍갑표, 가회민화박물관 설립 관장 윤열수, 목인박물관 목석원 설립 관장 김의광, 토탈미술관 설립 관장 노준의·문신규)를 통해 박물관 설립자와 설립 관장의 배경과 신념, 설립 과정, 운영 철학과 실천을 확인하고 이를 기준으로 리더십 유형을 분석하였다. 특히 설립자, 초대 관장의 고령화에 따른 후계자로의 이관, 재단법인화 등 조직 문화 전환을 리더십 관점에서 분석하였다.
이처럼 본 연구는 ‘박물관장(사람) 연구’를 하나의 독립된 학문 영역으로 설정하고 이를 새로운 연구 의제로 이론화하였다. 특히 ‘수집가에서 박물관 설립자로, 그리고 관장으로 변화하는 양상의 연구’를 중심으로 하였다. 또한 학문적으로 선행 경영학 리더십 이론을 박물관 운영 사례에 접목하여 관장 리더십 유형을 구체적으로 도출함으로써, 박물관학과 경영학의 학제적 융합 가능성도 타진하였다. 이를 통해 사립박물관·미술관 설립과 지속 가능한 운영이 정책적·재정적 지원 못지않게 설립자의 철학과 배경, 관장의 주체적 역량인 리더십, 그와 관련한 전문교육의 필요성을 제시함으로써 박물관이나 문화예술 현장에 필요한 실질적 제언을 하고자 하였다.

This study aimed to examine how museum directors' motivations for founding museums and their leadership operate in the processes establishment and management of private museums and art galleries in the Republic of Korea, and how these factors influence institutional identity and developmental trajectories. While previous museological studies have largely focused on collections, exhibition planning, educational programs, and visitor research, comparatively little attention has been paid to the museum director—the central agent in the founding and operation of museums. This gap in the literature provided the impetus for the present study.
Accordingly, this research established museum directors’ leadership as an independent object of scholarly inquiry. By systematically analyzing and classifying types of founders (founding or inaugural directors) and leadership styles of museum directors, the study seeks to propose a new agenda within museum studies.
According to the 2024 National Survey of Cultural Infrastructure published by the Ministry of Culture, Sports and Tourism, there are 1,204 museums and art museums registered nationwide under the Museum and Art Museum Promotion Act (897 museums and 267 art museums). This figure represents an increase of 849 institutions over the past twenty years, from 421 at the time of the first official count in 2003. Notably, the number of private museums and art museums rose sharply from 170 in 2003 to 558. This implies the existence of 1,204 museum directors in Korea, including 558 founding directors of private museums and art museums. These institutions, all established by individuals and officially registered under national law, now function as public cultural assets that generate social value through exhibitions, education, and experiential learning.
The researcher focused particular attention on the status of private museums and art museums prior to the first official statistical survey in 2003, examining early founders and inaugural directors as well as changes in registration and operational practices. Before the enactment of the Museum Act in 1984, early directors of private museums and art museums established their institutions voluntarily, without legal status or government support. Only after the legislation did these institutions acquire formal legal recognition. Although government support began in 2004, both its scope and effectiveness remained limited.
Chapter 2 begins by defining the concept and role of museums, and then investigates the motivations behind why individual collectors founded museums and art museums—why they did so in the first place, and why they actively assumed the role of “director,” even though the title is naturally conferred upon founders. Drawing methodologically on Eastern and Western classical texts, the study explores these fundamental questions. The chapter further establishes philosophical and theoretical discussions on directors’ desires, passion, and leadership in order to analyze museum typologies. Through this approach, it examines how the philosophies and operational practices of founders and directors of private museums and art museums are transmitted over time, thereby identifying the influence of directors’ leadership on institutional characteristics and identity. In this process, the study confirms the internal and external functions of directors, including vision-setting, organizational management, and their role as cultural leaders within society.
With regard to museum leadership, the study introduces both traditional and contemporary leadership theories grounded in management studies, as well as theories proposed by scholars of museum leadership. Based on this theoretical foundation, it comprehensively categorizes museum director leadership into four types: practitioner-oriented, collaborative, platform-based, and patron-oriented leadership.
Chapter 3 examines the relationship between museum establishment and director typologies. It presents a chronological overview of private museum establishment, dividing the historical development from the early period to the present into six distinct phases and analyzing their historical contexts. Furthermore, based on legal classifications of museums and founding conditions, the study delineates eight types of founding directors: founder, external manager, educator, entrepreneur, volunteer, creator, expert, and administrator. It also analyzes the characteristics of each founding director type and their relationship to museum identity.
Chapter 4 analyzes the leadership of private museum directors through ten cases: Chun Hyung-pil, founder of Bohwagak(Kansong art Museum); Kim Jae-won, the first director of the National Museum; Lee Gi-seok, founder of the Korean Museum of Natural History; Lee Byung-chul, founder of the Ho-Am Art Museum; Kim Hyang-an, founder of the Whanki Art Museum; Kim Jong-kyu, founder of the Samsung Museum of Publishing; Lee Bok-hyung and Hong Gap-pyo, founders of the Latin American Cultural Center Museum; Yoon Yeol-soo, founder of the Gahoe Museum (Folk Painting); Kim Eui-kwang, founder of the Mok-in Museum Mok seok won; and Noh Joon-eui and Moon Shin-kyu, founders of the Total Museum of Art. Through these cases, the study examines the founders’ and founding directors’ backgrounds and beliefs, processes of establishment, and philosophies and practices of operation, and analyzes their leadership types accordingly. Particular attention is given to leadership issues related to the aging of founders and inaugural directors, succession to subsequent generations, and organizational transitions such as incorporation into foundations.
In sum, this study conceptualizes the study of museum directors—centered on individuals—as an independent academic field and theorizes it as a new research agenda. In particular, it focuses on the transformation from collector to museum founder and ultimately to museum director. By applying established leadership theories from management studies to concrete cases of museum operation, the study identifies distinct types of museum director leadership and explores the potential for interdisciplinary integration between museology and management studies. Ultimately, the study argues that the establishment and sustainable operation of private museums and art museums depend less on policy and financial support than on the founder’s philosophy and background, the director’s leadership as an active and capable agent, and the necessity of education related to such leadership. In doing so, it aims to offer practical recommendations for museums and the broader cultural and arts sector.
