본 연구는 우리나라 교통 인프라의 급속한 노후화가 진행되는 상황에서 노후 교량 하부구조의 재사용성을 평가하기 위한 기술적 판단 근거를 제시하는 것을 목적으로 수행되었다. 2023년 기준 우리나라 도로의 약 52.9%가 준공 후 30년 이상 경과한 노후 도로이며, 30년 이상 경과한 노후 교량의 비율은 약 23%에 이른다. 또한 향후 10년 이내에 약 1만 개소 이상의 교량이 30년 이상 노후 교량으로 분류될 것으로 예상됨에 따라, 기존 교량에 대한 지속 사용, 보강·보수 또는 철거 및 신설 교량 건설에 대해 효율적으로 대응할 필요성이 커지고 있다. 특히 노후 교량의 경우 하부구조물의 구조적 건전성을 객관적으로 평가하여 재사용 가능 여부를 판단할 수 있는 체계적인 검토 방법과 가이드라인의 마련이 시급한 실정이다. 이에 본 연구에서는 노후 교량 하부구조물 및 하부지반의 형상과 재료적/구조적 건전성 등의 상태와 지지력, 침하량. 내적 안정성 등의 성능을 평가하기 위한 구체적인 가이드라인을 제안하고자 하였다.
본 연구에서는 먼저 국내·외 관련 기준과 선행연구를 조사·분석하여 교량 하부구조 재활용과 관련된 평가 개념과 방법론을 체계적으로 정리하였다. . 우리나라에서 주로 활용하고 있는 현장 조사 및 시험 기법 들을 중심으로 강청교, 위천교, 덕목육교 및 만경강교를 대상으로 외관조사, 시추조사, 비파괴시험 등을 수행하였고, 채취한 콘크리트 및 기초 지반의 코어 시료에 대한 여러 실내시험을 적용하는 시범 평가를 수행하였다. 이를 바탕으로 노후교량의 기존 하부구조의 형상, 재료 특성, 내·외부 건전성 및 구조적 안전성을 종합적으로 평가할 수 있는 재사용성 평가 가이드라인 및 작업에 대한 흐름도를 제안하였다
본 연구에서 제시한 평가 절차와 분석 결과는 노후 교량 하부구조 재활용에 수반되는 기술적 불확실성을 완화하고, 합리적인 의사결정을 지원하는 기초 자료로 활용될 수 있을 것으로 판단된다. 아울러 향후 노후 교량 하부구조 재활용을 고려한 설계 및 유지관리 정책 수립에 기여할 수 있으며, 건설 비용 절감과 환경적 부담 저감 측면에서도 의미 있는 기술적 근거를 제공할 것으로 기대된다.

This study was conducted to provide a technical basis for decision-making regarding the reuse of aging bridge substructures under conditions of rapid deterioration of transportation infrastructure in Korea. As of 2023, approximately 52.9% of roads in Korea have been in service for more than 30 years, and about 23% of bridges are classified as aging bridges with service lives exceeding 30 years. Furthermore, it is anticipated that more than 10,000 bridges will be categorized as aging bridges within the next decade. Accordingly, there is an increasing need to respond efficiently through continued use, rehabilitation and strengthening, or demolition and construction of new bridges. In particular, for aging bridges, there is an urgent need to establish systematic evaluation methods and guidelines that enable objective assessment of the structural integrity of substructures and determination of their reusability. To this end, this study proposes detailed guidelines and a reusability assessment model for evaluating the structural integrity of aging bridge substructures and the bearing capacity of the underlying ground.
First, relevant domestic and international standards and previous studies were reviewed and analyzed to systematically organize the concepts and methodologies related to bridge substructure reuse. Based on this review, a reusability assessment flow chart was proposed to comprehensively evaluate the geometry, material properties, internal and external integrity, and structural safety of existing substructures. For practical application, field investigations and tests were conducted on Gangcheong Bridge, Wicheon Bridge, Deokmok Overpass, and Mangyeonggang Bridge using investigation and testing techniques commonly applied in Korea. These included visual inspections, laboratory tests using concrete and foundation ground core specimens, and various nondestructive testing methods applicable in the field. In addition, for existing bridge substructures considered for reuse, the bearing capacity, settlement, and seismic performance were evaluated based on the assessment results to determine whether the current design performance requirements specified in prevailing design codes are satisfied.
The evaluation procedures and analytical results presented in this study are expected to reduce technical uncertainties associated with the reuse of aging bridge substructures and to serve as fundamental data supporting rational decision-making. Moreover, the findings of this study are anticipated to contribute to the establishment of future design and maintenance policies considering the reuse of aging bridge substructures, as well as to provide meaningful technical grounds for reducing construction costs and mitigating environmental impacts.
