    기후위기 대응 활동이 지역사회 경제 활성화 체감에 미치는 영향에 관한 연구 : 환경과 경제에 대한 신념의 조절효과를 중심으로 천 혜 정 국민대학교 일반대학원 행정학과 행정학전공 전 세계는 기후위기(climate crisis)라는 중대한 위험에 직면해 있으며, 기후의 급 속한 변화로 인해 자연재난의 발생 빈도가 증가하고 생태계 파괴가 가속화되면서 인류의 생존 자체가 위협받고 있다. 이러한 문제의식 속에서 국제사회는 기후위기 에 공동으로 대응하기 위한 제도적 노력을 지속해 왔으며, 1988년 기후변화에 관 한 정부 간 협의체(IPCC) 설립 이후 1997년 교토의정서와 2015년 파리협정 채택 을 통해 온실가스 감축과 기후위기 대응을 위한 국제적 합의를 단계적으로 발전시 켜 왔다. 한국 역시 이러한 국제적 흐름에 발맞추어 탄소배출 감축을 위한 정책적 노력을 지속해 왔다. 정부는 자치단체 차원의 적극적인 기후위기 대응을 제도적으로 뒷받 침하기 위해 「탄소중립·녹색성장 기본법」을 제정하였으며, 이에 따라 전국의 기초 자치단체는 「탄소중립·녹색성장 기본 조례」를 채택하며 지역 단위의 기후위기 대 응 체계를 구축하고 있다. 특히 서울시는 2000년대부터 에너지 절감과 온실가스 감축을 중심으로 기후위기 대응 정책을 추진해 왔으나, 초기에는 비교적 소극적인 수준에 머물렀다. 그러나 전 세계적인 기후위기 대응 기조의 확산과 더불어, 2023 년 2월 서울시장이 C40 부의장에 당선되는 등 정책 환경의 변화에 따라 넷제로 (Net-zero) 실현을 핵심 목표로 하는 보다 적극적인 정책 의지를 표명하기 시작하 였다. 이와 함께 기후변화의 심각성이 대두되면서 지속가능발전, 녹색성장, 탈동조화 (decoupling) 등 환경 보호와 경제 성장의 병행 가능성을 모색하는 개념들이 부상 하였다. 서울시 역시 탄소중립 기본계획을 통해 탈동조화의 가능성을 시사하며 환 경과 경제의 동반 성장을 강조하고 있다. 그러나 생태경제학적 관점에서는 기존의 경제 성장 패러다임을 유지한 채 환경 문제를 해결하려는 시도가 실질적인 성과를 거두기 어렵다는 비판이 제기되며, 환경과 경제의 관계를 둘러싼 패러다임의 대립 은 정책 현장에서 기후위기 대응의 방향성과 우선순위를 결정짓는 핵심 쟁점으로 작용하고 있다. 이러한 이론적 논쟁은 시민들의 인식과 행동과도 밀접하게 연관되어 있다. 과거 환경 문제는 주로 경제적 여유를 가진 계층의 가치지향적 관심사로 인식되었으나, 최근에는 이상기후와 환경오염으로 인한 피해가 계층을 불문하고 일상생활에 직접 적인 영향을 미치면서 기후위기는 보편적인 생존의 문제로 인식되고 있다. 다수의 시민이 기후위기를 시급히 해결해야 할 과제로 인식하고 있음에도 실제 대응 행동 은 충분히 이루어지지 않고 있으며, 이는 넷제로 실현을 위해 정부 정책과 더불어 시민들의 자발적인 참여와 지속적인 실천을 유도할 수 있는 새로운 접근이 필요함 을 시사한다. 기존의 기후위기 대응 관련 연구들은 시민들의 정책 이해도, 정부 신뢰, 위험 인 식, 비용 인식 등이 대응 행동에 미치는 영향을 분석해 왔으나, 주로 태도나 행동 의도에 초점을 맞추고 있어 실제 대응 행동 경험과 그로 인한 경제적 성과 체감에 대한 분석은 제한적으로 이루어져 왔다. 특히 기후위기 대응 활동이 개인 및 지역 차원에서 경제적으로 어떠한 성과로 인식되는지, 그리고 이러한 인식이 개인의 환 경과 경제에 대한 가치관에 따라 어떻게 달라지는지에 대한 실증적 연구는 충분하 지 않은 실정이다. 이와 더불어 선행연구는 개인, 지역, 국가 등 단일 분석 단위 중심으로 연구가 수 행되어, 분석 단위에 따른 기후위기 대응 활동에 대한 비교 분석이 충분히 이루어 지지 못하였다. 본 연구는 개인, 가구, 지역사회 단위에서 기후위기 대응 활동에 대 한 분석 단위별 경제적 성과 체감을 실증적으로 검증함으로써, 시민들이 어떤 단위 에서 어떠한 활동에 대해 경제적 성과를 크게 인식하는지를 비교·분석하고자 한다. 이는 정책 수혜 단위에 따라 보다 적합한 기후위기 대응 정책 설계를 가능하게 하 는 실증적 근거를 제시한다는 점에서 차별성을 가진다. 본 연구를 수행하기 위해 환경경제학과 생태경제학 관점의 다양한 이론들을 검토 하고 상호보완적으로 적용하여 기후위기 대응 활동과 경제적 성과 체감 간 관계 규 명을 위한 연구모델을 설계하였다. 기존 연구는 개인·지역·국가 등 특정 분석 단위 에서 또한 문헌 검토를 통해 시민들이 일상에서 경험하였을 법한 기후위기 대응 활 동을 선정하여 모델에 포함하였다. 이는 시민들이 자신의 경험을 바탕으로 응답한 친환경 생활행태 요인의 주관적인 경제적 성과를 측정할 수 있다는 점에서 효과적 인 접근이라 할 수 있다. 본 연구는 서울시에 거주하거나 생활하는 시민 및 공무원을 대상으로 기후위기 대응 활동과 경제적 성과 체감 간의 관계를 실증적으로 분석하였다. 탄소중립·녹색 성장 기본법 제정 이후 각 기초자치단체가 관련 조례를 채택하는 등 제도적 기반이 마련된 상황에서, 서울시는 한국의 수도로서 사회·경제적 활동이 가장 활발하게 이 루어지는 자치단체이자 기후위기 대응 정책이 비교적 적극적으로 추진되는 지역이 라는 점에서 연구 대상 지역으로 적합하다고 판단하였다. 본 연구의 분석 자료는 서울특별시의회가 실시한 시민여론조사 설문자료를 활용 하였다. 해당 조사는 2024년 11월 14일부터 12월 2일까지 서울에서 거주하거나 생활하는 시민과 공무원을 대상으로 실시되었으며, 분석 단위는 개인이고 최종 표 본 수는 925명이다. 설문조사 자료를 활용함에 따라 본 연구는 시민들의 기후위기 대응 활동 경험과 이에 대한 지역경제 성과 체감을 동시에 분석할 수 있다는 장점 을 가진다. 기후위기 대응 활동과 지역사회의 경제적 성과 체감 간의 영향관계를 분석해보 면, 개인 단위의 경제적 성과 체감에 대해서는 ‘에너지 절약 실천 정도’와 ‘자원순환 활동 실천 정도’가 영향을 미치는 것으로 분석되었다. 또한 경제 대비 환경지향적 신념에 대한 조절효과가 나타나지 않았다.‘에너지 절약 실천 정도’는 가설과 일치하 는 결과를 가지는 것으로 나타났으나, ‘자원순환 활동 실천 정도’는 가설과 달리 경 제적 성과 체감에 대해 부정적인 영향을 미치는 것으로 나타났다. 가구 단위의 경우, ‘에너지 절약 실천 정도’와 ‘친환경 제품 소비 규모’가 경제적 성과 체감에 유의미한 영향을 미치는 것으로 나타났으며, 두 변수 모두 가설과 동 일한 결과를 보였다. 경제 대비 환경지향적 신념은 ‘친환경 제품 소비 규모’와 ‘자원 순환 실천 정도’에서 경제적 성과 체감에 대한 조절효과가 나타났으며, 두 변수 모 두 가설과 일치하는 결과가 도출되었다. 지역사회 단위에 대해서는 ‘에너지 절약 실천 정도’가 유의미한 영향을 미치는 것 으로 나타났으며, 가설과 일치하는 결과가 나타났다. 경제 대비 환경지향적 신념에 대한 조절효과는 ‘친환경 교통수단 활용 정도’에서 나타났는데, 가설과 동일하게 환 경지향적 신념이 강한 응답자일수록 경제적 성과 체감을 높게 체감하는 것으로 나 타났다. 연구의 결과를 통해 도출할 수 있는 이론적 의의는 네 가지 측면에서 제시할 수 있다. 첫째, 본 연구는 환경과 경제 간 관계 패러다임 변화를 환경경제학·생태경제 학의 관점에서 재검토하였으며, 두 관점을 종합적으로 고려한 모델을 제시하고 이 에 대한 경험적 연구를 수행하였다. 이를 통해 이론적·학술적 측면에서 중요한 함의 를 제공하였다는 의의를 가진다. 두 번째로, 기후위기 대응 행동의 결과에 주목하 여, 시민들의 기후위기 대응 활동이 경제적 성과 체감에 어떠한 영향을 미치는지를 실증적으로 분석하였다. 기존 연구가 주로 기후위기 인식 및 태도, 행동에 영향을 미치는 요인을 규명하는 데 초점을 두었던 것과 달리, 본 연구는 행동의 결과로서 나타나는 경제 성과 체감을 중점을 두었다. 다음으로, 기후위기 대응 활동의 경제적 성과 체감을 개인, 가구, 지역사회 단위에서 검증하였다. 이는 기업·지역·국가 단위 를 중심으로 환경 규제의 영향을 검증한 기존 연구와 달리, 시민의 일상적 실천을 중심으로 분석 단위를 확장하였다는 점에서 의의를 가진다. 마지막으로, 본 연구는 개인의 신념이 외부 정보 해석에 영향을 미친다는 점에 주목하여, 기후위기 대응 활동과 경제적 성과 체감 간 관계에서 신념의 조절효과를 분석하였다. 이를 통해 동일한 기후위기 대응 활동이라 하더라도 개인의 신념에 따라 경제적 성과가 다르 게 인식될 수 있음을 실증적으로 검토하였다. 이는 정책 효과에 대한 시민 인식이 신념에 의해 조절된다는 점을 고려한 것으로, 기후위기 대응 정책의 수용성과 실용 성을 이해하는 데 중요한 이론적·정책적 시사점을 제공한다. 본 연구는 분석 결과를 토대로 세 가지 정책적 시사점을 도출하였다. 첫째, 시민 들이 기후위기 대응 활동을 지속할 수 있는 유인책이 모색되어야 한다는 점이다. 시민들은 기후위기 대응 활동을 통해 체감하는 경제적 성과가 낮음에도 불구하고, 해당 행동을 지속하는 경향을 보였다. 이는 개인의 감정, 가치관, 지식 등 비경제적 요인이 행동 지속에 영향을 미치기 때문으로 해석할 수 있다. 그러나 기후위기 대 응 활동을 장기적으로 유지하고 확산시키기 위해서는 실질적인 인센티브 제공이 필 요하다. 기존에 기후위기 대응 활동을 실천하던 시민에게는 행동을 지속할 수 있도 록 인센티브를 마련하고, 행동 과정에서 체감하는 장벽을 완화할 수 있는 제도적 지원이 요구된다. 반면, 실천에 참여하지 않은 시민의 경우에는 재정적 인센티브를 활용한 참여 유도 전략이 효과적일 수 있다. 다음으로, 시민들이 기후위기 관련 정 책과 정보를 보다 쉽게 접근하고 이해할 수 있도록 체계적인 교육과 홍보 전략을 강화할 필요가 있다. 모든 분석 단위에서 통제변수로 설정하였던 기후위기에 대한 관심 변수가 경제적 성과 체감에 유의미한 영향을 미치는 것으로 나타났다. 이는 기후위기 관련 정보 탐색과 프로그램 참여가 정책 리터러시 및 기후위기 인식과 밀 접하게 연관되어 있음을 시사한다. 마지막으로, 친환경 행동의 실천 과정에서 발생 하는 심리적·비용적 장벽을 줄이고, 행동의 편의성을 제고할 수 있는 정책적 접근이 요구된다는 점이다. 개인 단위 분석에서 ‘자원순환 실천 정도’ 변수는 경제적 성과 체감에 부(-)의 영향을 미치는 것으로 나타났다. 이러한 결과는 분리배출 과정에서 시민들이 경험하는 비경제적 비용을 완화하는 정책이 필요함을 시사한다. 이처럼 본 연구에서는 시민들이 경제적 성과를 체감하는 기후위기 대응 활동을 식별하고, 환경지향적 신념의 조절효과를 확인할 수 있는 이론적 모델을 구축하고 계량연구를 수행하여 실천적 함의를 제공하고 있다는 점에서 주요한 의미가 있다고 볼 수 있 다.

기후위기 대응 정책의 수용성과 실용 성을 이해하는 데 중요한 이론적·정책적 시사점을 제공한다. 본 연구는 분석 결과를 토대로 세 가지 정책적 시사점을 도출하였다. 첫째, 시민 들이 기후위기 대응 활동을 지속할 수 있는 유인책이 모색되어야 한다는 점이다. 시민들은 기후위기 대응 활동을 통해 체감하는 경제적 성과가 낮음에도 불구하고, 해당 행동을 지속하는 경향을 보였다. 이는 개인의 감정, 가치관, 지식 등 비경제적 요인이 행동 지속에 영향을 미치기 때문으로 해석할 수 있다. 그러나 기후위기 대 응 활동을 장기적으로 유지하고 확산시키기 위해서는 실질적인 인센티브 제공이 필 요하다. 기존에 기후위기 대응 활동을 실천하던 시민에게는 행동을 지속할 수 있도 록 인센티브를 마련하고, 행동 과정에서 체감하는 장벽을 완화할 수 있는 제도적 지원이 요구된다. 반면, 실천에 참여하지 않은 시민의 경우에는 재정적 인센티브를 활용한 참여 유도 전략이 효과적일 수 있다. 다음으로, 시민들이 기후위기 관련 정 책과 정보를 보다 쉽게 접근하고 이해할 수 있도록 체계적인 교육과 홍보 전략을 강화할 필요가 있다. 모든 분석 단위에서 통제변수로 설정하였던 기후위기에 대한 관심 변수가 경제적 성과 체감에 유의미한 영향을 미치는 것으로 나타났다. 이는 기후위기 관련 정보 탐색과 프로그램 참여가 정책 리터러시 및 기후위기 인식과 밀 접하게 연관되어 있음을 시사한다. 마지막으로, 친환경 행동의 실천 과정에서 발생 하는 심리적·비용적 장벽을 줄이고, 행동의 편의성을 제고할 수 있는 정책적 접근이 요구된다는 점이다. 개인 단위 분석에서 ‘자원순환 실천 정도’ 변수는 경제적 성과 체감에 부(-)의 영향을 미치는 것으로 나타났다. 이러한 결과는 분리배출 과정에서 시민들이 경험하는 비경제적 비용을 완화하는 정책이 필요함을 시사한다. 이처럼 본 연구에서는 시민들이 경제적 성과를 체감하는 기후위기 대응 활동을 식별하고, 환경지향적 신념의 조절효과를 확인할 수 있는 이론적 모델을 구축하고 계량연구를 수행하여     The world is facing a critical risk in the form of the climate crisis. Rapid changes in the climate have increased the frequency of natural disasters and accelerated ecosystem degradation, thereby threatening the survival of humanity. In response to this growing sense of urgency, the international community has continued to pursue institutional efforts to address the climate crisis through collective action. Since the establishment of the Intergovernmental Panel on Climate Change (IPCC) in 1988, international consensus on greenhouse gas mitigation and climate action has progressively evolved, notably through the adoption of the Kyoto Protocol in 1997 and the Paris Agreement in 2015.
    Korea also has continued to make policy efforts to reduce carbon emissions in alignment with these international trends. To institutionally support proactive climate crisis responses at the local government level, the national government enacted the Framework Act on Carbon Neutrality and Green Growth. In accordance with this legislation, basic local governments have adopted Basic Ordinances on Carbon Neutrality and Green Growth, thereby establishing local-level systems for responding to the climate crisis.
    In particular, the Seoul Metropolitan Government has promoted climate response policies focused on energy conservation and greenhouse gas reduction since the 2000s; however, these efforts initially remained at a relatively passive level. More recently, amid the global expansion of climate action initiatives and changes in the policy environment ncluding the election of the Mayor of Seoul as Vice Chair of the C40 Cities network in February 2023 the city has begun to articulate a more proactive policy commitment, positioning the achievement of net-zero emissions as a central objective.
    At the same time, as the severity of climate change has become increasingly evident, concepts such as sustainable development, green growth, and decoupling have emerged, seeking the possibility of reconciling environmental protection with economic growth. The Seoul Metropolitan Government has likewise emphasized the co-development of the environment and the economy, suggesting the potential for decoupling through its Carbon Neutrality Basic Plan.
    However, from the perspective of ecological economics, criticisms have been raised that attempts to address environmental problems while maintaining the existing economic growth paradigm are unlikely to yield substantive outcomes. Consequently, the competing paradigms surrounding the relationship between the environment and the economy have become a central issue in the policy arena, shaping the direction and prioritization of climate crisis response strategies.
    These theoretical debates are closely intertwined with citizens’ perceptions and behaviors. In the past, environmental issues were largely regarded as value-oriented concerns of socioeconomically advantaged groups; more recently, however, the impacts of extreme weather events and environmental pollution have come to directly affect everyday life across social strata, leading the climate crisis to be recognized as a universal issue of human survival.
    Although a substantial number of citizens perceive the climate crisis as an urgent problem requiring immediate action, actual responsive behaviors remain insufficient. This gap suggests the need for new approaches that, alongside government policies, can effectively encourage voluntary participation and sustained engagement by citizens in order to achieve net-zero emissions.
    Previous researches on climate crisis have examined the effects of factors such as citizens’ understanding of policies, trust in government, risk perception, and cost perception on responsive behaviors. However, much of this research has focused primarily on attitudes or behavioral intentions, resulting in limited analysis of actual experiences of climate response actions and the perceived economic outcomes arising from such actions. In particular, there remains a gap in empirical research on how climate response activities are perceived in terms of economic outcomes at the individual and community levels, as well as on how these perceptions vary according to individuals’ value orientations toward the environment and the economy.
    Moreover, prior research has largely been conducted within a single unit of analysis such as the individual, firms, or national level resulting in limited comparative analysis of climate response activities across different analytical levels. This study seeks to empirically examine perceived economic outcomes of climate crisis response activities across multiple units of analysis, specifically at the individual, household, and community levels, and to compare and analyze the types of activities for which citizens perceive greater economic benefits at each level. By doing so, this research aims to provide empirical evidence that enables the design of more appropriate and effective climate crisis response policies tailored to different policy beneficiary levels, thereby offering a distinct contribution to the existing literature.
    To conduct this study, a range of theoretical perspectives from environmental economics and ecological economics were reviewed and applied in a complementary manner to develop a research model aimed at identifying the relationship between climate crisis response activities and perceived economic outcomes. Building on prior research conducted at specific analytical levels such as the individual, community, and national levels and through a review of the relevant literature, this study selected climate response activities that citizens are likely to have experienced in their daily lives and incorporated them into the model. This approach is effective in that it enables the measurement of the perceived economic outcomes of pro-environmental lifestyle behaviors based on citizens’ own experiences.
    This study empirically analyzes the relationship between climate crisis response activities and perceived economic outcomes among citizens and public officials who reside in or are active within Seoul. In the context of an established institutional foundation marked by the enactment of the Framework Act on Carbon Neutrality and Green Growth and the subsequent adoption of related ordinances by basic local governments Seoul was considered an appropriate case for analysis. As the capital of Korea, Seoul represents a jurisdiction with the highest concentration of socio-economic activity and a comparatively proactive approach to climate crisis response policies.
    The data used for analysis in this study were drawn from a public opinion survey conducted by the Seoul Metropolitan Council. The survey was administered between November 14 and December 2, 2024, targeting citizens and public officials who reside in or are active within Seoul. The unit of analysis is the individual, with a final sample size of 925 respondents. By utilizing survey data, this study allows for the simultaneous examination of citizens’ experiences with climate crisis response activities and their perceptions of economic outcomes.
    The analysis shows that, at the individual level, both the degree of energy-saving practices and the degree of engagement in resource-circulation activities have significant effects on perceived economic outcomes. In addition, no moderating effect of environment-oriented beliefs relative to economic priorities was observed. While the degree of energy-saving practices produced results consistent with the proposed hypothesis, the degree of engagement in resource-circulation activities was found to have a negative effect on perceived economic outcomes, contrary to the hypothesis.
    At the household level, the degree of energy-saving practices and the scale of eco-friendly product consumption were found to have statistically significant effects on perceived economic outcomes, with both variables yielding results consistent with the hypotheses. Environment-oriented beliefs relative to economic priorities exhibited moderating effects on the effects of eco-friendly product consumption and resource-circulation practices on perceived economic outcomes, and in both cases, the results were consistent with the proposed hypotheses.
    At the community level, the degree of energy-saving practices was found to have a statistically significant effect on perceived economic outcomes, consistent with the proposed hypothesis. A moderating effect of environment-oriented beliefs relative to economic priorities was observed on the relationship between the degree of eco-friendly transportation use and perceived economic outcomes; in line with the hypothesis, respondents with stronger environment-oriented beliefs reported higher levels of perceived economic outcomes.
    The theoretical implications derived from the findings of this study can be articulated in four key respects. First, this research revisits the paradigm of the relationship between the environment and the economy from the perspectives of environmental economics and ecological economics, proposing a model that integratively incorporates both approaches and empirically testing it. In doing so, the study makes significant theoretical contributions.
    Second, by focusing on the outcomes of climate crisis response activities, this study empirically analyzes how citizens’ climate response activities affect their perceived economic outcomes. In contrast to prior research that has primarily concentrated on identifying factors affecting climate crisis awareness, attitudes, and behaviors, this study places particular emphasis on perceived economic performances as an outcome of such behaviors.
    Next, this study examines perceived economic outcomes of climate crisis response activities at the individual, household, and community levels. Unlike prior research that has primarily focused on the effects of environmental regulations at the firm, regional, or national levels, this study expands the unit of analysis to citizen’s everyday practices, thereby making a meaningful contribution to the literature.
    Finally, this study highlights the role of individual beliefs in shaping the interpretation of external information by examining the moderating effects of beliefs on the relationship between climate crisis response activities and perceived economic outcomes. The findings empirically demonstrate that even identical climate response activities can be perceived as generating different economic outcomes depending on individuals’ belief orientations. By acknowledging that citizens’ perceptions of policy effects are conditioned by their beliefs, this study provides important theoretical and policy implications for understanding the acceptability and practical effectiveness of climate crisis response policies.
    Based on the empirical findings, this study derives three key policy implications. First, there is a need to develop incentives that encourage citizens to sustain their engagement in climate crisis response activities. Although citizens tend to continue such activities despite perceiving relatively low economic benefits, this persistence appears to be driven by non-economic factors such as emotions, values, and knowledge. Nevertheless, to maintain and expand climate response activities over the long term, the provision of tangible incentives is essential.
    For citizens who already engage in climate response behaviors, incentives should be designed to support continued practice of these activities and to alleviate perceived barriers through institutional support mechanisms. In contrast, for citizens who have not yet participated, participation-inducing strategies that utilize financial incentives may be particularly effective.
    Second, there is a need to strengthen systematic education and communication strategies that enhance citizens accessibility to and understanding of climate-related policies and information. Across all units of analysis, the variable capturing interest in the climate crisis treated as a control variable was found to have a statistically significant effect on perceived economic outcomes. This finding suggests that engagement in information-seeking behaviors and participation in climate-related programs are closely associated with higher level of policy literacy and awareness of the climate crisis.
    Finally, this study underscores the need for policy approaches that reduce the psychological and cost-related barriers encountered in the practice of pro-environmental behaviors while simultaneously enhancing the convenience of such actions. In the individual-level analysis, the variable representing the degree of engagement in resource-circulation activities was found to have a negative effect on perceived economic outcomes. This result highlights that the necessity of policies aimed at alleviating the non-economic costs experienced by citizens during processes such as waste separation and recycling.
    In this regard, the study is particularly significant in that it identifies climate crisis response activities through which citizens perceive economic benefits and develops a theoretical model that captures the moderating effects of environment-oriented beliefs. By conducting a quantitative empirical analysis based on this model, the study offers meaningful practical implications for the design and implementation of climate crisis response policies.
