현대 도시는 저출산과 고령화, 인구 구조 변화로 인해 기존 공공시설의 역할과 공간적 의미가 재편되는 국면에 놓여 있다. 특히 학령인구 감소로 초등학교를 중심으로 한 학교 시설의 통폐합과 폐교가 증가하면서, 생활권 내부 에서 공공적 기능을 수행해 온 최소 단위 도시 거점시설의 기능 약화 문제가 도시 차원에서 나타나고 있다. 이는 단순히 교육연구시설의 감소에 그치지 않고, 주민의 일상과 밀접하게 연결되어 있던 공간적 기반이 해체되는 과정 으로 이해할 수 있다. 다시 말해, 초등학교 폐교는 생활권 차원에서 작동하던 도시 거점 기능이 점진적으로 상실되 고 있음을 보여주는 대표적인 현상이라 할 수 있다. 이 과정에서 문제의 핵심은 ‘시설의 부재’가 아니라, 일상 속에서 공공적 관계를 형성하던 공간 구조가 더 이상 대체되지 않고 있다는 점에 있다. 또한 기존 공공시설을 단일 기능 단위로 재편하는 방식만으로는 변화하는 도시 구조에 대응하기 어렵다는 한계가 분명해지고 있다. 이러한 문 제 인식 아래, 교육연구시설을 도시 거점시설의 한 유형으로 설정하고 공간 복합화 관점에서 최소 단위의 도시 거 점시설이 드러내는 기능적 한계와 이를 보완할 수 있는 상위 개념의 도시 거점시설 간의 연계 가능성을 분석한다. 이를 위해 도시 거점시설의 개념과 역할을 이론적으로 고찰하고, 학교 시설이 도시 구조 속에서 수행해 온 공공적 기능을 정리한다. 이후 초등학교 폐교 시설을 최소 단위 도시 거점시설의 대표 사례로 설정하여 서울시와 도쿄도 의 사례를 비교·분석함으로써, 폐교 이후의 활용 방식이 생활권 차원에서 도시 거점 기능으로 충분히 작동하지 못하는 구조적 원인과 한계를 도출하였다. 이와 같은 분석 결과를 토대로 논의의 스케일을 상위 도시 거점시설로 확장하여, 대학교를 지역 단위의 공간 구조에 지속적인 영향을 미치는 앵커시설로 재해석한다. 대학교는 교육·연 구 기능을 중심으로 다양한 인적·물적 자원이 집적되며, 그 영향이 캠퍼스 내부에 국한되지 않고 주변 도시 공간 으로 확산된다는 점에서 상위 개념의 도시 거점시설로서의 성격을 지닌다. 이에 따라 대학 캠퍼스 자체에 한정하 지 않고, 대학의 영향 범위가 실제로 작동하는 인근 도시 공간을 계획 대상으로 설정하여, 최소 단위 도시 거점시 설이 감당하지 못한 기능을 상위 도시 거점과 지역사회 간의 연계 구조 속에서 보완할 수 있는 공간적 가능성을 검 토하였다. 본 연구는 초등학교 폐교 시설이라는 최소 단위 도시 거점시설의 분석에서 출발하여, 대학교를 중심으 로 한 상위 도시 거점시설과의 연계를 통해 공간 복합화 전략을 건축 설계로 확장하였다. 이를 통해 캠퍼스타운을 단순한 대학 확장 개념이 아닌, 도시 거점시설의 위계를 재구성하는 건축적 전략으로 제안하였다는 점에서 의의를 지닌다. 나아가 본 연구는 향후 도시 내 공공시설 재편과 교육연구시설의 도시 거점화 논의를 위한 기초적인 건축 적 논의의 틀을 제공할 것으로 기대한다.

Contemporary cities are undergoing a phase of structural transformation in which the roles and spatial meanings of existing public facilities are being redefined as a result of declining birth rates, population aging, and shifts in demographic structure. In particular, the decrease in the school-age population has led to the consolidation and closure of elementary schools, giving rise to the weakening of minimal-scale urban anchor facilities that have traditionally performed public functions within local living areas. This phenomenon extends beyond the mere reduction of educational and research facilities and can be understood as a process in which the spatial foundations that were closely intertwined with residents’ everyday lives are being dismantled. In other words, the closure of elementary schools represents a typical case in which urban anchor functions operating at the neighborhood scale are gradually lost. The core issue in this process lies not in the absence of facilities themselves, but in the failure to replace spatial structures that once fostered public relationships in daily life. Furthermore, it has become evident that reorganizing public facilities solely as single-function entities is insufficient to respond to the changing urban structure.
Based on this problem recognition, this study conceptualizes educational and research facilities as a type of urban anchor facility and examines, from the perspective of spatial integration, the functional limitations of minimal-scale urban anchor facilities and the potential for linkage with higher-level urban anchor facilities that may compensate for these limitations. To this end, the study first provides a theoretical review of the concept and roles of urban anchor facilities and examines the public functions historically performed by school facilities within the urban structure. Subsequently, closed elementary schools are selected as representative cases of minimal-scale urban anchor facilities, and comparative analyses of cases in Seoul and Tokyo are conducted. Through this analysis, the study identifies the structural causes and limitations that prevent post-closure reuse schemes from functioning effectively as urban anchors at the neighborhood scale.
Building upon these findings, the scope of discussion is expanded to higher-level urban anchor facilities by reinterpreting universities as anchor institutions that exert sustained influence on regional spatial structures. Universities accumulate diverse human and material resources centered on education and research functions, and their influence extends beyond campus boundaries into surrounding urban areas, thereby exhibiting the characteristics of higher-level urban anchor facilities. Accordingly, this study shifts the planning focus from the campus itself to adjacent urban spaces where the university’s influence is actively manifested, and explores spatial possibilities through which the functions unmet by minimal-scale urban anchor facilities can be supplemented within a linkage structure between higher-level urban anchors and local communities.
Starting from an analysis of closed elementary schools as minimal-scale urban anchor facilities, this study extends spatial integration strategies into architectural design by establishing connections with higher-level urban anchor facilities centered on universities. In doing so, it proposes the campus town not merely as an expansion of the university, but as an architectural strategy for restructuring the hierarchy of urban anchor facilities. Furthermore, this study is expected to provide a foundational architectural framework for future discussions on the reorganization of urban public facilities and the urban anchoring of educational and research facilities.
