이 논문은 4세기 후반 백제의 구체적인 군사 운용 체계에 대해 고찰한 것이다. 백제는 4세기 후반 근초고왕대에 고구려와의 전투에서 긍정적인 성과를 거두었고 최대 판도를 이루었다. 그러나 그 구체적인 운용 체계에 관한 연구는 규명되지 못한 부분이 많았다. 그 이유는 병력 동원의 기반인 지방에 대한 지배체제에 대해 아직 밝혀지지 못한 부분이 많고, 문헌 사료의 부족으로 인한 것이었다.
이에 4세기 후반 백제의 지방지배체제를 검토한 결과, 당시 백제의 지방지배는 고이왕대 이후 부의 해체가 진행된 것으로 보인다는 점에서 부를 지방지배체제로 보기에는 어려움이 있었다. 이 시기 실질적으로 백제의 지방지배체제로 기능한 것은 성(城)으로 파악되었다. 다만, 이 체제가 중앙에서 지방관을 직접 파견한 것은 아니며, 재지세력을 통해 지배하는 형식이었을 것으로 파악되었다. 이는 금동관모의 출토 사례를 통해 확인되며, 화성·오산 일대의 출토 사례로 보아 백제는 한 지역에서도 복속, 간접지배, 직접지배의 형태가 혼재된 상태였다고 볼 수 있었다. 이러한 지배 양상 속에서 이뤄진 병력 동원은 개별적인 징병제로 보기 어려우며, 일괄적으로 귀족의 가병집단 및 재지세력의 병력으로 구성된 가병 연합군(家兵聯合軍)의 동원 형태였음을 제시할 수 있었다.
이렇게 동원된 가병 연합군은 대고구려전이 전개되면서 그 군사활동을 구체적으로 살펴볼 수 있었다. 장군 막고해가 태자 근구수에게 퇴각을 요청하는 모습은 가병집단이 귀족세력과 사적 결속력이 강한 상태였음을 보여주었다. 장군은 가병집단을 효율적으로 통솔하기 위해 설치된 것으로 파악되었다. 또한, 치양 전투 이후 곧장 실시된 대열은 모두 황색 기치를 사용했다는 점에서 국왕 중심의 일원적 군 지휘체계를 확립한 것으로 이해되었다. 이는 이어지는 평양성 전투에서 근초고왕이 ‘친솔형(親率形)’으로 3만 병력을 이끌고 간다는 점에서 긍정적으로 작용했다.
병력 구성 측면에서는 귀족 외에도 호민과 하호 계층까지 포함된 것으로 확인되었다. 도미(都彌)의 사례로 보아 호민도 경제적인 이유로 노비를 필요로 하였고 이런 이유로 인해 병력 동원에 관련되었으며, 하호는 경제적으로 독립이 불가능한 상황이었음에 따라 귀족, 호민의 징발에 포함되어 병력 규모가 3만에 이를 수 있었던 동력이 되었을 가능성이 확인되었다. 백제 왕실은 이렇게 구성된 가병 연합군에 대하여 황색 기치를 통한 대열 의식을 실시하여 이들을 ‘백제군’으로 통합하고 백제화시키는 작업을 시행하였다.
그러나 가병 연합군의 구조는 한계를 지니고 있었다. 가병 연합군은 여전히 사적인 성격이 강한 조직이었다. 아울러, 백제가 대고구려전에 열세로 접어들면서 병력의 숫자가 크게 감소하는 점에서도 그들의 동원 이탈을 짐작할 수 있다. 이러한 한계는 정치적인 혼란상에도 확인된다. 진사왕, 아신왕의 죽음은 사적 군사력에 의한 정변에 의한 것으로 보여지기 때문이다. 또한, 『삼국사기(三國史記)』에서 확인되는 아신왕대 민의 이탈은 백제가 이전과 달리 병력 동원에 대해 ‘사군부의 전신’이 설치되면서 민(民)이 병력으로 동원되는 것에 대한 부담이 가중된 것으로 추론되었다. 이러한 한계로 인해 백제는 성왕대에 이르러서야 병력 규모를 다시 3만 이상으로 회복할 수 있었던 것으로 보인다.

This study examines the specific military operational system of Baekje during the late 4th century. Under the reign of King Geunchogo, Baekje achieved significant military victories against Goguryeo and reached its territorial zenith. However, the specific operational system behind these achievements have remained largely unexplored. This lack of clarity is primarily due to the scarcity of historical records and an incomplete understanding of the local governance system, which served as the essential foundation for military mobilization.
An analysis of Baekje’s regional domination in the late 4th century suggests that the bu (部) system had been dissolving since the reign of King Goi, making it an unsuitable model for understanding local governance of this period. Instead, the fortress (seong, 城) functioned as the practical center of regional control. This system did not rely on the direct dispatch of central officials from central government but was instead managed through local elite forces. This is confirmed through the excavation of gilt-bronze cowl caps, and from the excavation cases in Hwaseong and Osan, it can be seen that Baekje had a mixture of subjugation, indirect control, and direct control in one area. Within this framework, military mobilization was characterized not by individual conscription, but by the collective mobilization of aristocrats and regional forces—defined in this study as the “Alliance of Private Soldiers (gabyeong-yeonhapgun, 家兵聯合軍)”.
The operational nature of this alliance is reflected in the wars against Goguryeo. For instance, General Makgo-hae’s request for retreat to Crown Prince Geungusu highlights the strong private bonds within aristocrats and alliance. The position of "General" appears to have been established to command these private retinues effectively. Furthermore, the military review (dae-yeol) conducted after the Battle of Chiyang, which standardized the use of yellow banners, signifies the establishment of a unified command structure centered on the King. This worked positively in that King Geunchogo led 30,000 troops in a direct leadership(親率) in the subsequent Battle of Pyongyang Castle.
Regarding troop composition, the forces included not only the nobility but also the homin (wealthy commoners) and haho (lower-class commoners). The case of Domi (都彌) suggests that homin required slave labor for economic reasons and were thus involved in the mobilization process. The haho, lacking economic independence, were incorporated into the requisition from the nobility and homin, providing the power to mobilize a force of 30,000. To integrate these diverse groups, the Baekje royalty implemented ceremonial practices, such as organizing yellow-banner formations, to unify them as a national "Baekje Army" and foster a collective identity.
However, the Alliance of Private Soldiers had inherent structural limitations. The Alliance of Private Soldiers was still organization with a strong private character. Also, Baekje’s military position weakened in the conflict with Goguryeo, the sharp decline in troop numbers suggests a withdrawal of allegiance among the mobilized forces. This weakness is also reflected in the political instability of the period; the deaths of King Jinsa and King Asin appear to have resulted from coups led by private military powers. Furthermore, records in the Samguksagi regarding the exodus of the populace during King Asin’s reign suggest that the burden of mobilization intensified following the establishment of the precursor to the Sagunbu (Ministry of Military Affairs). Due to these systemic constraints, It was not until the reign of King Seong that Baekje was able to restore its military scale to over 30,000.
