몽골과 한국의 국민연금제도 비교에 관한 연구 : 몽골에의 시사점을 중심으로

국문 초록 (Abstract)

각국 정부가 시행하는 연금제도는 국민의 사회적 보호를 보장하기 위 한 중요한 시스템이다. 해당 국가의 경제 상황, 노동시장, 인구 구조에 따라 그 운영 방식은 국가별로 다르다. 먼저 본 연구의 기본 목적은 몽골과 한국의 연금제도를 비교 분석하 고, 한국의 경험을 바탕으로 몽골에 적용할 수 있는 효율적인 방안을 모 색하는 데 있다. 두 나라의 연금제도의 비교 분석을 통해 몽골의 연금제도 개혁 정책 수립, 지속 가능한 재정 운용 메커니즘 구축, 국민의 사회보장 강화에 필 요한 성공적인 사례의 제도 도입을 위해 다음 목표들을 수행하고자 한 다. 한국과 몽골 연금제도의 이론적 토대와 역사적 발달 과정을 연구한 다. 양국의 연금 산정 방식, 재원 조달 출처(funding sources), 법적 환경 을 비교 및 분석한다. 몽골 연금제도가 당면한 주요 문제점과 제도 자체의 강점 및 약점을 규명한다. 한국의 경험에 근거하여 몽골 연금제도에 도입 가능한 정책 방향을 제 언한다. 본 연구는 총 5장으로 구성되어 있다. 제1장에서는 몽골의 연금제도의 문제점과 개선방안에 관한 연구의 목 적을 밝히고, 연구에서 사용될 방법론을 제시한다. 제2장에서는 연금제도의 개념, 그 모형 및 이론적 논의를 관련 문헌 을 통해 고찰한다. 제3장에서는 몽골과 한국의 연금제도의 구조와 차이점을 비교·분석한 다. 제4장에서는 몽골 연금제도의 주요 문제점을 검토하고, 특히 한국 연 금제도로부터 얻을 수 있는 시사점을 제시한다. 제5장에서는 연구의 결론과 정책적 제언을 제시한다. 이 논문은 한국과 몽골의 국민연금제도를 비교분석을 통해 시사점을 도출하기 위한 목적으로 수행되며, 제도의 비교는 문헌자료 등을 바탕으 로 실시했다. 본 연구의 결과는 몽골 정부의 연금개혁 정책 입안자들이 외국의 성 공적인 사례들로부터 자국(몽골)의 특성에 맞는 효율적인 연금제도 개혁 정책 수립, 지속 가능한 재정 운용 메커니즘 구축, 국민의 사회보장 강화 에 기여할 수 있는 정책수립을 할 수 있을 것이라 확신한다.

The pension system implemented by governments of each country is an important system to ensure the social protection of the people. Depending on the economic situation, labor market, and population structure of the country, its operation method varies from country to country. First, the basic purpose of this study is to compare and analyze the pension systems of Mongolia and Korea, and to find efficient ways to apply them to Mongolia based on Korean experiences. Through a comparative analysis of the pension systems of the two countries, we intend to implement the following goals to establish Mongolia's pension system reform policy, establish a sustainable fiscal management mechanism, and introduce a successful case system necessary to strengthen people's social security. The theoretical foundation and historical development process of the Korean and Mongolian pension systems are studied. Compare and analyze the pension calculation methods, funding sources, and legal environment of both countries. It identifies the major problems facing the Mongolian pension system and the strengths and weaknesses of the system itself. Based on Korea's experience, we suggest policy directions that can be introduced into the Mongolian pension system. This study consists of a total of 5 chapters. Chapter 1 reveals the purpose of the study on the problems and improvement measures of Mongolia's pension system, and presents the methodology to be used in the study. Chapter 2 examines the concept, model, and theoretical discussion of the pension system through related literature. Chapter 3 compares and analyzes the structure and differences of pension systems in Mongolia and Korea. Chapter 4 reviews the main problems of the Mongolian pension system and presents implications that can be obtained from the Korean pension system in particular. Chapter 5 presents the conclusions and policy suggestions of the study. This paper is conducted for the purpose of deriving implications through comparative analysis of the national pension systems of Korea and Mongolia, and the comparison of the systems was conducted based on literature data. The results of this study are confident that the Mongolian government's pension reform policy makers will be able to establish effective pension system reform policies tailored to the characteristics of their country (Mongolia), establish a sustainable fiscal management mechanism, and establish policies that can contribute to strengthening social security for the people from successful foreign cases.
