김해의 불법체류 노동자의 실태와 문제 및 해결방안 관한 연구

국문 초록 (Abstract)

본 논문은 경상남도 김해시를 중심으로 불법체류 외국인 노동자 의 실태를 분석하고, 그 문제점 및 해결방안을 모색하는 데에 목 적이 있다. 한국은 고용허가제를 중심으로 외국인력을 수급해 왔 으며, 특히 제조업 중심 도시인 김해는 외국인 노동자의 비중이 높다. 그러나 체류 자격의 제한, 고용 형태의 경직성, 사회적 차별 등으로 인해 불법체류자의 수는 꾸준히 증가하고 있으며, 이는 노 동시장 및 사회 전반에 걸쳐 다양한 문제를 야기하고 있다. 본 연 구는 통계 자료 분석을 기반으로 외국인력의 고용 구조와 임금 격 차, 체류 실태 및 차별 경험 등을 고찰하였고, 정책적 개선 방향과 더불어 사회 인식 개선의 필요성을 제시하였다. 특히 지방정부 차 원의 대응 및 외국인 지식인 유치와 같은 지역 중심의 다문화 대 응 전략이 강조된다.

This thesis aims to analyze the current situation of undocumented foreign workers in Gimhae, Gyeongsangnam-do, South Korea, and to suggest practical solutions. South Korea has long utilized the Employment Permit System to manage the inflow of foreign labor. Gimhae, as a city with a strong manufacturing base, hosts a significant number of foreign workers. However, due to rigid employment structures, limited visa flexibility, and ongoing social discrimination, the number of undocumented migrants continues to rise, posing economic and social challenges. Through statistical data analysis, this study examines the employment structure, wage disparities, residency conditions, and experiences of discrimination faced by foreign workers. It proposes not only institutional reforms but also the need for a shift in public perception. In particular, this research highlights the importance of local government initiatives and multicultural strategies, such as attracting foreign intellectuals to promote inclusive regional development.
