    Vietnam’s transition to renewable energy has accelerated in recent years, but the reasons behind this change are not solely technological or economic. This thesis examines this process from an institutional theory perspective and examines public perceptions of renewable energy and government policies. International commitments and domestic pressures have prompted Vietnam to adjust its energy strategy. A number of policies, such as the National Power Development Plan 8 (PDP8), Feed-in tariffs (FIT) mechanisms and the implementation of Direct Power Purchase Agreement (DPPA) have created opportunities for renewable energy development. At the same time, these policies have also revealed difficulties that have not been fully resolved, including policy inconsistencies and pressure on the transmission system. On the social perspective, the results indicate that within the surveyed group, most respondents have a positive view of renewable energy, although their understanding of the policy mechanism is still uneven. This demonstrates public support to renewable energy and the government’s policies but policy communication needs to be made clearer. In summary, the thesis argues that Vietnam’s energy transition depends on both top-down policy direction and bottom-up social attitudes. When these two factors reinforce each other, the transition will be more stable and more likely to gain long-term legitimacy.
