    본 연구는 영남도 신양군 동산면에서 발생한 먹는샘물 공장의 지하수 증량 취수 갈등을 사례로 삼아, 지하수가 공동체의 생존 기반에서 국가의 규율 대상이자 시장 논리에 의해 조직되는 자원으로 재구성되는 과정을 인류학적 관점에서 분석하였다. 동산면은 먹는샘물 제조업의 비중이 높은 지역이며, 마을별로 상수도 보급률과 급수 방식이 상이하여 불균등한 급수 조건이 존재한다. 이 지역은 먹는샘물 공장의 진입 이후 지하수 이용을 둘러싼 제도적·환경적 조건이 급격하게 변화하였다. 특히 집중적인 지하수 취수, 집수구역 설정, 그리고 반복적으로 이루어진 임시·연장허가 과정은 주민들의 생활용 지하수 이용과 지역 생태 환경에 직접적인 영향을 미쳤다. 이러한 변화 속에서 주민들은 관정 수위 하강과 샘 고갈을 반복적으로 경험하며, 지하수 문제가 자연 변동이나 개별적 불편의 문제가 아니라 기업의 취수와 행정 허가 체계가 결합한 결과임을 인식하기 시작하였다.
    본 연구는 이러한 갈등을 단순한 환경 분쟁이나 지역 개발을 둘러싼 찬반 갈등으로 보지 않는다. 대신 국가의 물 관리 체계, 먹는샘물 산업의 시장화 과정, 그리고 이에 대응하는 주민들의 집합적 실천이 교차하는 정치적 장으로서 분석한다. 이를 위해 푸코의 생명정치 개념을 이론적 틀로 활용하여, 법과 제도, 계량 지표와 같은 행정적·기술적 장치가 지하수를 관리와 통치의 대상으로 구성하는 방식을 살펴보았다. 한국의 물 관리 체계에서 지하수는 ‘국민의 생명과 안전’을 보호한다는 명목 아래 수질 기준, 허가제도, 수치화된 지표를 통해 관리된다. 그러나 이러한 행정적 판단은 주민들의 생활 경험과 항상 일치하지 않으며, 책임의 분산과 판단의 유예를 구조화하는 경향을 보인다. 동시에 먹는샘물 산업은 지하수를 ‘자연적이고 안전한 물’로 표상하면서, 허가제와 계량 기준을 통해 특정 주체가 배타적으로 이용할 수 있는 상품으로 조직해 왔다.
    또한 본 연구는 지하수 취수 갈등에 대응하는 주민들의 실천을 커먼즈와 커머닝의 관점에서 분석한다. 동산면 주민들은 지하수 고갈뿐 아니라 마을 간 급수 조건의 불균등성이 자신의 삶의 조건과 무관하지 않다고 인식하게 되었고, 지하수를 ‘우리 모두의 것’으로 다시 사유하기 시작하였다. 연구 방법으로는 심층 면담, 참여 관찰, 문서 자료 분석을 병행한 질적 연구를 수행하였다. 연구 결과, 동산면의 지하수 갈등은 물리적 고갈의 문제에 그치지 않고, 기준과 책임, 그리고 판단 권한이 어떻게 구성되는가에 따라 형성되는 정치적 문제임이 드러났다. 본 연구는 지하수 보전을 국가 통치, 시장화, 그리고 주민 실천이 교차하는 과정으로 조명함으로써, 지하수 관리와 환경 갈등을 통합적으로 이해할 수 있는 분석적 시각을 제시한다.

    This study analyzes, from an anthropological perspective, the process through which groundwater is reconfigured from a foundation of community livelihood into a resource that becomes an object of state regulation and is organized by market logics, using the conflict over increased groundwater abstraction by bottled-water plants in Dongsan-myeon, Sinyang-gun, Yeongnam Province as a case study. Dongsan-myeon is a region with a high concentration of bottled-water manufacturing, and unequal water-supply conditions exist due to differing levels of piped-water coverage and varying modes of water supply across villages. Since the entry of bottled-water companies, the institutional and environmental conditions surrounding groundwater use in this area have changed rapidly. In particular, intensive groundwater abstraction, the designation of recharge-protection zones, and repeatedly issued temporary and extension permits have directly affected residents’ domestic groundwater use and local ecological conditions. Amid these changes, residents repeatedly experienced falling well water levels and the drying up of streams, and began to recognize that groundwater problems were not simply natural fluctuations or isolated inconveniences but the outcome of the interlocking relationship between corporate abstraction and administrative permitting regimes.
    This study does not view the conflict merely as an environmental dispute or a pro- and anti-development confrontation. Instead, it analyzes the conflict as a political field in which the state system of water governance, the marketization of the bottled-water industry, and residents’ collective practices intersect. Drawing on Foucault’s concept of biopolitics as the theoretical framework, the study examines how administrative and technical apparatuses—such as laws, institutional arrangements, and quantitative indicators—constitute groundwater as an object of management and governance. In South Korea’s water governance system, groundwater is managed through water-quality standards, permit systems, and numerical indicators under the justification of protecting “the life and safety of the people.” However, such administrative judgments do not always correspond to residents’ lived experiences and tend to produce dispersed responsibility and deferred decision-making. At the same time, the bottled-water industry represents groundwater as “natural and safe water” and, through permit systems and quantitative standards, organizes it as a commodity that specific actors can exclusively use.
    The study also analyzes residents’ responses to groundwater abstraction conflicts through the lens of commons and commoning. Residents of Dongsan-myeon came to recognize not only groundwater depletion but also inequalities in water-supply conditions among villages as issues related to their own conditions of life, and began to reconceptualize groundwater as “something that belongs to all of us.” The research employed qualitative methods combining in-depth interviews, participant observation, and document analysis, and conducted fieldwork involving local residents and other participants. The findings show that groundwater conflict in Dongsan-myeon is not merely a problem of physical depletion but a political issue shaped by how standards, responsibilities, and decision-making authority are constituted. By illuminating groundwater conservation as a process in which state governance, marketization, and residents’ practices intersect, this study offers an integrated perspective for understanding groundwater management and environmental conflict.
