본 논문은 1970년대 초반 미·중 대립의 해소에 따른 국제 정세의 변화 가운데 중국의 대북 정책이 한반도 정세 변화에 미친 영향을 분석한다. 1971~1975년까지 이루어진 미·중, 북·중, 남·북한 간의 상호작용 과정을 분석하여 본 논문은 ‘전략 전달 메커니즘’의 차원에서 ‘제한적 영향력’을 중심으로 강대국 간 관계의 변화가 지역 정세에 어떤 영향을 미쳤는지를 분석하고, 북한의 대남 전략의 형성 과정에 대한 분석을 통해 남북 간의 대립이 어떻게 완화될 수 있었는지를 밝히는 데 목적이 있다.
먼저 본 논문은 미·중 고위급 회담과 남·북한 접촉의 시계열 비교를 중심으로, 1971년 키신저의 방중과 1972년 닉슨의 방중 등 일련의 외교적 돌파구가 북한의 대남 정책 조정에 있어 중요한 국제적 신호와 환경을 제공했음을 입증한다. 특히 7·4 남북공동성명 체결 직전 미·중 간의 빈번한 외교적 교류 리듬과 남·북한 관계 완화의 시기적 동기화는 중국이 남북 간 조율에 있어 제한적 조정자로서 중요한 역할을 했음을 보여준다. 논문은 중국이 여러 핵심 시점에서 외교적 소통, 전략적 설득, 평화 접촉의 유도 등을 통해 북한의 대결적 태도를 완화하고, 당시 한반도 긴장을 완화하며 남북 협상의 원활한 진행에 기여했음을 강조한다. 또한 본 논문은 김일성이 1975년에 제기한 ‘모험적 통일시도’ 구상의 배경을 심층 분석한다. 이 전략은 단일한 원인에서 비롯된 것이 아니라, 한·미 군사동맹의 지속, 중국의 전략 중심 이동, 미·중 밀착, 그리고 북한 내부의 혁명 정당성 압력에 대한 복합적 고려에서 비롯된 것임을 밝힌다. 김일성의 이와 같은 모험주의적 경향에 대해 중국은 겉으로는 내정 불간섭 원칙을 주장했지만, 실제로는 지원 조건을 명확히 하고 전쟁 범위에 대한 선을 긋는 방식으로 우회적이면서 단호한 반대 입장을 밝혔다. 북·중 고위급 회담을 통해 중국은 ‘조건부 지원’ 입장을 전달했으며, 전쟁이 북·중 국경으로 확산될 경우 개입하겠지만, 남북 간의 국지전일 경우에는 도의적 및 물자 지원만 할 것을 분명히 했다. 이러한 입장은 북한의 일방적 무력행사를 실질적으로 억제했으며, 국경 안보를 둘러싼 중국의 전략적 한계를 보여주는 사례로 작용했다. 본 논문은 이를 통해 중국의 대북 정책이 유연성과 경계의식에 기반하고 있으며, 주요 안보 의제에 있어 ‘조건부 개입’의 정책 노선을 택했음을 강조한다.
연구의 분석 자료는 미·중 화해 과정의 외교 문서, 김일성의 대외 발언이 수록된 저작집, 대한민국 외교사료해제집, 중국 문화대혁명문고, 한·중 학계의 기존 연구성과 등을 광범위하게 참고하여 1970년대 초 강대국의 전략 게임과 지역 수준의 상호작용 과정을 역사적으로 복원하고, 그 이면의 외교 전략을 분석한다.
종단적 역사 흐름의 고찰과 횡단적 외교 관계 비교를 통해, 본 논문은 사회주의 진영 내부에서도 제도적 동일성과 혁명적 유대에도 불구하고 국가 간 전략적 선택은 항상 일치하지 않음을 지적한다. 냉전 고조기 중국의 대북 영향력은 절대적 주도권이 아니라, 일정한 조건 속에서 외교적 소통, 전략 설정, 경계 조율 등의 수단을 통해 이루어진 ‘제한적 영향력’의 형태를 띠었음을 논증한다. 이 영향력은 전면적 통제가 아닌 제한적 조정자로서 핵심 사안에 간접 개입하는 방식으로 구현되었다.
본 논문은 ‘제한적 영향력’의 함의를 분석하여 그가 지닌 작용 경계의 제한성, 효과의 조건 의존성, 영향력의 임계치의 특성을 정리하고, 중국의 대북 영향력이 전면적 주도도 완전한 부재도 아니며, 외부 환경과 쌍방의 상호작용에 따라 지속적으로 조정되는 힘으로 작동하였음을 주장한다.
본 논문은 기존의 국제행위를 고정된 대립 진영으로 구분하는 서술 틀을 벗어나고자 하며, 냉전 중기 동북아 구도에서 중국이 남북한 관계를 처리하는 과정에서 ‘제한적 조정자’의 역할을 했음을 강조한다. 외교 문서와 역사적 사건의 재구성을 통해, 중국은 북한의 전략을 전면적으로 주도한 것이 아니라 간접적 유도와 외교적 권고를 통해 남북 대화를 촉진하고 전쟁 위험을 억제했음을 논증한다. 이러한 발견은 7·4 남북공동성명의 형성 메커니즘과 1971–1975년 북한의 대남 전략 변화에 대한 심층적 이해에 기여할 뿐 아니라, 냉전 시기 강대국들이 한반도 정세에 미친 실제 영향력과 중국의 한반도 안정 추구 정책 기조의 형성을 재평가하기 위한 새로운 분석 경로를 제시하였다.

This dissertation analyzes China’s adjustment of its policy toward North Korea and the resulting changes in the situation on the Korean Peninsula in the context of the transformation of the international environment brought about by the easing of US–China confrontation in the early 1970s. By systematically examining the interaction among the United States and China, North Korea and China, and North and South Korea between 1971 and 1975, it seeks to clarify how changes in the great-power configuration affected regional dynamics through a “mechanism of strategic transmission,” and in particular how, through “limited influence,” China indirectly shaped North Korea’s strategy toward the South and helped guide inter-Korean relations from confrontation toward a gradual transition to contact.
On the empirical level, the dissertation focuses on a time-series comparison between high-level US–China talks and North–South contacts. It demonstrates that a series of diplomatic breakthroughs, such as Kissinger’s visit to China in 1971 and Nixon’s visit in 1972, provided important international signals and a new context for North Korea’s adjustment of its policy toward the South. The close temporal synchronization between the frequent rhythm of US–China diplomatic exchanges and the easing of inter-Korean relations immediately before the conclusion of the July 4 South–North Joint Statement shows that China played an important role as an intermediary in coordinating between the two Koreas. The study emphasizes that, at several critical moments, China used diplomatic communication, strategic persuasion, and the promotion of peaceful contacts to moderate North Korea’s confrontational posture, ease tensions on the peninsula, and facilitate inter-Korean negotiations.
The dissertation also provides an in-depth analysis of the background to Kim Il-sung’s “adventurist unification attempt” proposed in 1975. It shows that this strategy did not arise from a single cause, but from a combination of factors, including the continued ROK–US military alliance, China’s shift of strategic focus, the growing closeness between Washington and Beijing, and internal pressure within North Korea to maintain its revolutionary legitimacy. In response to Kim Il-sung’s adventurist line, China outwardly upheld the principle of non-interference in internal affairs, but in practice adopted an indirect yet firm opposition by clarifying the conditions for support and drawing a clear line regarding the scope of any war. Through high-level Sino–North Korean talks, China conveyed a position of “conditional support”: it would intervene if the conflict expanded to the Sino–North Korean border, but if it remained a limited war between North and South Korea, its assistance would be confined to moral and material support. This stance effectively restrained North Korea’s unilateral use of force and served as an example that revealed the limits of China’s strategic room for maneuver in relation to border security. On this basis, the dissertation argues that China’s policy toward North Korea rested on flexibility and a strong awareness of limits, and that on major security issues Beijing chose a policy line of “limited intervention.”
In terms of sources, the study makes extensive use of diplomatic documents from the process of US–China rapprochement, collected volumes containing Kim Il-sung’s external statements, published volumes of the Republic of Korea’s diplomatic archives, collections on the Chinese Cultural Revolution, and existing research results in Korean and Chinese scholarship. Drawing on these materials, it reconstructs the strategic game among the great powers and the associated interactions at the regional level in the early 1970s, and analyzes the diplomatic calculations behind them.
Through a longitudinal examination of historical developments and a cross-case comparison of diplomatic relations, the dissertation points out that even within the socialist camp, institutional similarity and revolutionary bonds did not guarantee一致 in national strategic choices. It demonstrates that China’s influence over North Korea at the height of the Cold War did not take the form of absolute leadership, but of “limited influence” exercised under specific conditions through diplomatic communication, strategic framing, and the management of boundaries. This influence was not realized as comprehensive control, but as indirect involvement in key issues in the capacity of a “mediator,” shaping outcomes while remaining within limits.
The study analyzes the concept and implications of “limited influence” and identifies its main characteristics as the bounded scope of action, the conditional dependence of its effects, and the existence of a threshold beyond which influence rapidly weakens. It understands China’s influence over North Korea as neither full dominance nor complete absence, but as a form of power that is continually adjusted in response to changes in the external environment and bilateral interaction. The dissertation seeks to move beyond narrative frameworks that classify international behavior into fixed opposing blocs, and instead emphasizes that in the mid–Cold War Northeast Asian order China played the role of a “limited mediator” in managing inter-Korean relations. By reconstructing diplomatic documents and historical events, it shows that China did not comprehensively direct North Korea’s strategy, but rather promoted inter-Korean dialogue and helped restrain the risk of war through indirect guidance and diplomatic advice.
These findings contribute not only to a deeper understanding of the formation of the July 4 South–North Joint Statement and the changes in North Korea’s strategy toward the South between 1971 and 1975, but also to a re-evaluation of the actual influence exerted by great powers on the Korean Peninsula during the Cold War and of how China’s policy line of pursuing stability on the peninsula took shape.
