경험학습에 기반한 성인 발달장애인 평생교육 연구: 장애인 평생교육 서비스를 중심으로
본 연구의 목적은 학령기 이후 성인기로 전환한 발달장애인이 사회적응 과정에서 겪는 구조적·정서적·환경적 어려움을 규명하고, 이러한 어려움을 완화·지지할 수 있는 경험학습 기반 평생교육의 교육과정 구조와 실행 모형을 제시하는 데 있다. 특히 한국 사회에서 성인 발달장애인은 졸업 이후 돌봄 공백, 낮은 사회 참여 수준, 학습 퇴보, 가족 부양 부담 증가 등 복합적 문제를 경험하고 있으며, 기존 평생교육 및 복지서비스는 개인별 욕구 중심보다는 공급자 중심의 한계를 보여 왔다. 이에 본 연구는 발달장애인의 지속 가능한 계속교육(continuing education) 관점에서 경험학습 철학을 적용한 새로운 교육 실천 모델을 탐색하였다.
연구방법은 혼합연구 설계에 기초하며, (1) 연구자-실천가 관점을 반영한 자문화기술지 수행을 통해 학령기 이후 발달장애인의 경험적 배움의 특성과 반복·연속성의 의미를 심층적으로 분석하고, (2) 발달장애인 평생교육 전문가 30인을 대상으로 2차 델파이조사를 수행하여 경험학습 기반 계속교육의 목표, 내용, 방법, 평가, 운영체계를 구조화하였다. 자문화기술지는 도시농부 이야기, 문화예술 기반 미래 교육, 발달장애인 가족캠핑 이야기 등 실제 현장 사례를 중심으로 경험의 질·상호작용·연속성 관점에서 범주화하였다. 델파이조사는 경험학습 원리(상호작용성, 연속성, 개인화)를 반영한 평생교육 지표를 도출하고, 교육목표–내용–방법–평가로 이어지는 교육과정 구조를 합의하였다.
연구 결과, 첫째, 성인 발달장애인의 사회적응 어려움은 사회적 고립, 낮은 자립역량, 경험의 단절, 일상생활 기술 부족, 정서적 불안, 지역사회 관계망 결핍으로 나타났다. 둘째, 이를 해결하기 위한 평생교육의 방향은 학령기와 성인기 교육 간의 단절을 해소하고, 개인의 흥미·욕구·발달 수준에 따라 조정되는 개인별 맞춤형 경험학습 기반 계속교육 체계를 구축하는 데 있음을 확인하였다. 셋째, 경험학습 교육철학은 발달장애인의 신체·정서·사회적 참여를 통합한 학습 접근을 가능하게 하며, 평생교육의 목표는 자립·사회통합·직업적 참여·정서 안정·삶의 질 향상으로 구체화되었다. 넷째, 현장 사례분석을 통해 경험학습 기반 교육은 감각·신체·정서·사회적 상호작용이 통합된 실제적 활동에서 가장 효과적으로 작동함이 확인되었다. 다섯째, 델파이조사를 통해 도출된 최종 평생교육 모형은 (1) 교육목표, (2) 경험 중심 교육내용, (3) 과정중심·참여중심 교수학습 방법, (4) 관찰·포트폴리오 기반 수행평가, (5) 지역사회 연계 운영체계로 구성되었다.
본 연구는 경험학습 기반 평생교육이 성인 발달장애인의 사회적 독립성과 존엄한 삶을 실질적으로 지지하는 핵심적 교육·복지 실천임을 밝히며, 2025년 제정된 「장애인 평생교육법」이 지향하는 권리 기반 평생교육 체계 구축을 위한 학문적·정책적 근거를 제시하였다. 또한 학령기 교육과 성인기 복지서비스의 연계성을 회복하고, 발달장애인 개인의 경험학습에 기반한 지속적·구조적 평생교육 모형을 제안함으로써 향후 지역사회 발달장애인 경험학습 기반 평생교육 체계의 혁신적 방향성을 제시한다.

A Study on Lifelong Education for Adults with Developmental Disabilities Based on Experiential Learning: Focusing on Lifelong Education Services for People with Disabilities
The purpose of this study was to identify the structural, emotional, and environmental challenges faced by individuals with developmental disabilities transitioning from school age to adulthood during their social adaptation process. It also proposed a curriculum structure and implementation model for experiential learning-based lifelong education that could alleviate and support these challenges. In particular, in Korean society, adults with developmental disabilities experience complex challenges, including gaps in care after graduation, low levels of social participation, academic regression, and increased family support burdens. Existing lifelong education and welfare services have shown limitations, focusing on providers rather than individual needs. Therefore, this study explored a new educational practice model that applies an experiential learning philosophy from the perspective of sustainable continuing education for individuals with developmental disabilities. The research method was based on a mixed-methodology design. (1) Through an autoethnography reflecting the researcher-practitioner perspective, we conducted an in-depth analysis of the characteristics of experiential learning and the meaning of repetition and continuity for post-school-age individuals with developmental disabilities. (2) Through a second Delphi survey with 30 lifelong education experts for individuals with developmental disabilities, we structured the goals, content, methods, evaluation, and operational systems for experiential learning-based continuing education. The autoethnography focused on real-world examples, such as urban farmers' stories, arts-based future education, and family camping experiences for individuals with developmental disabilities, categorizing them into categories based on quality of experience, interaction, and continuity. The Delphi survey derived lifelong education indicators reflecting the principles of experiential learning (interactivity, continuity, and personalization) and agreed upon a curriculum structure that encompasses educational goals, content, methods, and evaluation.
The results of the study revealed that, first, the difficulties faced by adults with developmental disabilities in social adaptation were social isolation, low self-reliance, disconnected experiences, deficient daily living skills, emotional instability, and a lack of community networks. Second, the direction of lifelong education to address this issue was confirmed to be to bridge the gap between school-age and adult education and to establish a personalized, experiential learning-based continuing education system tailored to each individual's interests, needs, and developmental level. Third, the experiential learning educational philosophy enables a learning approach that integrates the physical, emotional, and social participation of people with developmental disabilities, and the goals of lifelong education were specified as independence, social integration, occupational participation, emotional stability, and improved quality of life. Fourth, through an analysis of field cases, it was confirmed that experiential learning-based education is most effective in practical activities that integrate sensory, physical, emotional, and social interactions. Fifth, the final lifelong education model derived through the Delphi survey consists of (1) educational objectives, (2) experience-centered educational content, (3) process-centered and participation-centered teaching and learning methods, (4) observation- and portfolio-based performance evaluation, and (5) a community-linked operating system. This study demonstrates that experiential learning-based lifelong education is a core educational and welfare practice that substantially supports the social independence and dignified lives of adults with developmental disabilities. It also provides academic and policy grounds for establishing a rights-based lifelong education system, as enacted in the "Lifelong Education for Persons with Disabilities Act" in 2025. Furthermore, by restoring the connection between school-age education and adult welfare services and proposing a continuous and structural lifelong education model based on the experiential learning of individuals with developmental disabilities, this study suggests innovative directions for a future experiential learning-based lifelong education system for individuals with developmental disabilities in the community.
