In Korean society, where competition for survival is intensifying, the education system has long been transformed into competitive education focused on college entrance exams. Schools failed to play a role as a place of learning to promote the holistic growth of children and adolescents, but were pushed by the private education market and became a framework to prove their academic background. However, ironically, the function of the school has become rather large due to the educational policy and social atmosphere that require schools to solve various problems surrounding children and adolescents at the school level.
However, in the reality of Korea, where educational and general administrations are separated, schools have become an advantageous space with the local community, and the status of teachers has also declined amid a flood of complaints. Accordingly, in order to restore the essence of public education, the innovative education movement that took place from the base of the school field was introduced as a policy of progressive superintendents who were elected directly by the superintendent. The innovative school policy created in this way could not be completed only by internal innovation in the school, but in order to match the lives and learning of children and adolescents, it was inevitably intended to find a solution in the local community through exchanges with the community.
The Innovation Education District policy implemented by the Gyeonggi Provincial Office of Education to generalize innovative education evolved in the direction of forming and developing local education communities and revitalizing village education in the process of finding these solutions. Ansan, which signed an MOU with the Gyeonggi Provincial Office of Education during the 2016 Innovation Education District Season II, began to form a local education community by reorganizing the curriculum, supporting projects linked between schools and regions, away from the inertial education expense project method. Teachers and local residents recognized the natural fact that schools are also part of the community and took steps to break down the wall of distrust in each other.
Through the Innovation Education District Project, the number of projects linking schools and regions increased dramatically and achieved some results, but this trend was sharply reduced after the replacement of the Gyeonggi-do Superintendent of Education and the head of the local government. This revealed that the educational foundation of the Ansan area was so weak that it was difficult to ensure its sustainability due to external changes.
Marking the 10th anniversary of the Future Educational Cooperation project in the District of Ansan, this study aims to examine how regional education cooperation projects have progressed in Ansan, examine their achievements and limitations, and suggest what tasks are needed to develop the local education community in Ansan. While preserving the achievements of the Future Educational Cooperation project in the District of Ansan, we seek ways to solve complex and complex current problems arising from the characteristics of the Ansan area in a different way than before.
