This study empirically examines the effect of ESG ratings on firms’ cost of debt (CoD) using a sample of Korean listed firms and ESG ratings provided by major domestic and global rating agencies (KCGS, Korea Ratings, MSCI, and S&P). Unlike prior studies that rely on a single ESG rating provider, this study constructs ESG variables based on multiple rating sources, including rating availability, maximum, average, and minimum ratings, and incorporates the structural characteristics of ESG information—such as the presence of multiple ratings, the amount of information, and rating inconsistency—as moderating factors. By doing so, the study investigates how the reliability, structure, and consistency of ESG rating information affect firms’ cost of debt.
The empirical results show that the mere existence of ESG ratings is not significantly associated with the cost of debt; however, higher ESG rating levels are associated with a significantly lower cost of debt. Moreover, the results indicate that the structural characteristics of ESG information and the consistency across multiple rating agencies play a more important role in determining the cost of debt than the rating level itself. In particular, as firms obtain ESG ratings from a greater number of rating agencies, the marginal effect of ESG ratings on the cost of debt weakens significantly. This finding suggests that, in a market environment where the credibility of ESG ratings has not been fully established, an increase in the quantity of ESG information may generate signal noise and reduce its usefulness for capital market participants.
In contrast, when inconsistent ESG ratings across multiple agencies are observed, the overall relationship between ESG ratings and the cost of debt becomes insignificant. However, within the high-rating group, rating inconsistency is associated with a significantly lower cost of debt. This result implies that, in the absence of standardized methodologies and consistent rating frameworks across ESG rating agencies, the positive effects of high ESG ratings—such as improved access to ESG-oriented financing—may remain effective, while the influence of lower ESG ratings as negative non-financial signals may be limited. Given that ESG ratings primarily reflect firms’ ESG management and preparedness rather than underlying ESG risk exposure, firms with strong financial fundamentals are more likely to receive high ESG ratings. As a result, the presence of lower ESG ratings as non-financial information may not exert a meaningful influence on the determination of the cost of debt.
In particular, the two domestic ESG rating agencies with the highest coverage of Korean firms exhibit substantial differences in rating methodologies, disclosure practices, and rating distributions, leading to a higher likelihood of rating inconsistency. Under such conditions, and in a domestic ESG financial market characterized by limited institutional development and low confidence in ESG ratings, ESG evaluation information may fail to exert a significant influence on firms’ cost of debt.
While prior studies typically examine the effects of ESG information by relying on a single rating agency or by comparing results across agencies, this study constructs ESG variables that explicitly reflect the structural attributes of ESG information—such as availability, level, quantity, and consistency—and develops research models capable of capturing the effects of these attributes. By providing empirical evidence on how inconsistencies in ESG measurement contribute to the mixed findings reported in prior research, this study makes an important academic contribution. Furthermore, at a time when institutional reform of the domestic ESG rating market is urgently needed, this study offers practical and policy-relevant implications by highlighting the importance of credibility, consistency, and information quality in the market’s acceptance of ESG ratings. In particular, the findings emphasize that the effectiveness of ESG information depends more on its qualitative attributes—such as reliability, consistency, and the reputation of rating agencies—than on the sheer volume of information, underscoring the need for regulatory standardization, improved disclosure requirements, and enhanced oversight of ESG rating agencies.
