비수도권지역에서의 도시계획변경 사전협상제도 민감도 분석 - 양양군 도시지역을 중심으로 - 본 연구는 비수도권 지역의 도시계획 변경 시 공공기여율 변화가 사업성에 미 치는 영향을 분석하기 위해 수행되었습니다. 특히, 도시계획변경 사전협상제도가 도입되지 않은 비수도권 지역 중 개발 압력이 증가하고 있는 강원도 양양군 도시 지역 일부를 연구 대상으로 선정하여 가상의 공동주택 개발사업을 가정했다. 본 연구는 문헌 연구, 사례 분석, GIS 공간분석, 그리고 개발사업성 시뮬레이션 을 결합하여 진행되었다. 가상의 개발계획은 자연녹지지역(4,206㎡)을 제2종 일반 주거지역으로 변경하는 것을 수반하며, 개발투입비용(용지비, 조성비, 공공기여비, 직·간접비)과 회수금(아파트 분양대금)을 기준으로 사업성을 분석했다. 핵심 변수 로는 공공기여율을 10%, 30%, 50%, 70%로, PF조달금리를 10%, 15%로 설정하여 순현재가치(NPV)와 내부수익률(IRR)을 산출했다. 주요 연구 결과 1. 공공기여율의 영향 제한적 : 분석 결과, 공공기여율이 높아질 때 NPV는 소폭 감소하는 경향을 보였으나, 전체 사업비에서 공공기여비가 차지하는 비중이 낮 아 사업성에 미치는 영향은 제한적인 것으로 나타났다. PF조달금리가 10%로 동일할 경우, 공공기여율이 0%에서 70%로 증가해도 NPV는 약 4.5% 감소하는 데 그쳤다. 이는 대상지의 대부분이 이미 주거지역으로 지정되어 있어 용도지 역 변경 면적(4,206㎡)이 상대적으로 작았기 때문이다. 2. PF조달금리의 결정적 영향 : 공공기여율이 동일할 때, PF조달금리가 10%에서 15%로 상승하면 NPV가 평균 약 8% 이상 감소하는 것으로 나타나, 자금 조달 비용의 변화가 사업성에 더 큰 영향을 미치는 변수임을 시사했다. 개발사업의 현금흐름이 사업 후반부(4~5차년)에 집중되어 있어, 조달금리가 높아질수록 미 래 수익의 현재가치가 급격히 하락하는 것이 그 이유로 해석된다. 3. 결론 : 비수도권 지역의 중·소규모 개발사업에서는 공공기여율보다는 금융 비 용이 사업성 판단에 더 중요한 영향을 미치는 것으로 분석되었다. 연구의 의의 본 연구는 사전협상제도가 없는 비수도권 지역에서도 적용 가능한 공공기여 산 정 및 사업성 예측 모델을 제시하며, 지방 중소도시의 개발계획 수립 시 활용 가 능한 기초자료를 제공하는 데 의의가 있다.

This study was conducted to analyze the impact of changes in public contribution rates on project feasibility during urban planning changes in non-metropolitan areas. The research focused on the urban area of Yangyang-gun, Gangwon-do, where development pressure is increasing despite the absence of a pre-negotiation system, and assumed a hypothetical apartment development project. The methodology combined literature review, case analysis, GIS spatial analysis, and development feasibility simulations. The simulation involved rezoning 4,206㎡ from a natural green area to a Type 2 general residential area, calculating Net Present Value (NPV) and Internal Rate of Return (IRR) based on development costs and revenues. Key variables included public contribution rates (10%, 30%, 50%, 70%) and Project Financing (PF) interest rates (10%, 15%).
The major research findings are as follows: First, the impact of public contribution rates was limited. While NPV showed a slight downward trend as the rate increased, the impact remained marginal because the portion of public contribution costs within the total project cost was low. Specifically, at a 10% PF rate, NPV decreased by only about 4.5% even when the public contribution rate rose from 0% to 70%. Second, PF interest rates had a decisive impact on feasibility. When the interest rate rose from 10% to 15%, NPV decreased by an average of over 8%, indicating that financing costs are a more critical variable than public contribution rates. This is because cash flows are concentrated in the later stages (years 4–5) of the project, causing the present value of future profits to drop sharply as interest rates rise.
In conclusion, for small-to-medium-sized development projects in non-metropolitan areas, financial costs exert a more significant influence on project feasibility than public contribution rates. This study is significant in providing a public contribution calculation and feasibility prediction model applicable to non-metropolitan regions without existing pre-negotiation systems, offering foundational data for establishing local urban development plans
