    21세기에 접어들며 국제정세는 급격히 변화하고 있으며, 안보위협의 양상 또한 전통적인 군사안보를 넘어 테러, 사이버 공격, 감염병, 경제안보 등 비군사적이고 초국가적인 형태로 다변화되고 있다. 이러한 신흥 안보위협은 예측이 어렵고 파급력이 막대하여 국가의 존립과 국민의 안전에 치명적인 영향을 미칠 수 있다. 이에 따라 세계 주요 선진국들은 9·11테러 등을 기점으로 정보기관 간의 장벽을 허물고 국가 차원의 정보역량을 결집하기 위해 정보공동체(Intelligence Community)를 재편하는 등 강도 높은 정보개혁을 단행해 왔다. 그러나 한국의 경우, 국가정보원을 중심으로 한 중앙집중형 국가정보체계가 장기간 고착화되어 있으며, 정보개혁 논의 또한 국가 안보 역량의 실질적 강화보다는 정치적 이해관계나 과거사 청산, 권한축소 등 정치적 논리에 매몰되어 온 경향이 짙다. 그 결과 한국의 국가정보 역량은 세계적인 발전 추세에 비해 정체되거나 퇴보하고 있다는 비판에 직면해 있으며, 국정원과 각 부문 정보기관 간의 원활한 정보공유와 통합이 이루어지지 않아 급변하는 복합 안보위협에 효과적으로 대응하는 데 한계를 드러내고 있다.
    본 연구는 이러한 문제의식에 기반하여, 현재의 국정원 중심 체제에서 탈피하여 국가안보와 국익을 수호하고 국민의 안전을 보장할 수 있는 새로운 형태의 ‘미래 한국형 국가 정보공동체’ 구축을 위한 정책적 방안을 제시하는 것을 목적으로 한다. 이를 위해 본 연구는 정보공동체의 핵심 요소인 ‘정보공유’와 ‘정보통합’의 이론적 배경을 고찰하고, 한국과 안보환경 및 정치체제가 유사한 미국, 영국, 일본 등 주요 선진국의 정보공동체 강화 사례를 심층 분석하였다. 이를 통해 한국의 현실에 부합하는 시사점을 도출하고, 궁극적으로는 정보기관 간의 배타적 칸막이를 제거하여 국가적 차원의 시너지를 창출할 수 있는 분리통합형 정보체계로의 전환을 모색하였다.
    먼저 이론적 배경에서는 정보공동체의 의의와 함께 정보공유 및 통합을 저해하고 촉진하는 요인들을 분석하였다. 정보공유는 조직 간 신뢰부족, 보안우려, 배타적 조직문화 등으로 인해 저해될 수 있으며, 이를 극복하기 위해서는 법·제도적 기반 마련, 인센티브 제공, 공통의 정보통신(IT) 인프라 구축 등이 필수적임을 확인하였다. 또한 정보통합은 단순한 기계적 결합이 아닌, 정보수집과 분석, 방첩활동이 유기적으로 융합되어 정책결정자에게 최적의 통찰력을 제공하는 과정으로 정의되며, 이를 위해서는 강력한 리더십과 통합된 지휘체계가 전제되어야 함을 확인하였다.
    주요 선진국의 사례 분석결과, 3개국 모두 공통적으로 정보수집기관의 수평적 분리와 이를 총괄 조정하는 수직적 통합 기구의 신설 및 강화를 통해 정보공동체의 효율성을 제고하였다. 미국의 경우 9.11테러 이후「정보개혁법(IRTPA)」을 제정하고 국가정보장실(ODNI)을 창설하여 18개 정보기관을 통합 관리하는 ‘분리통합형’ 모델을 구축하였다. 미국은 ‘정보공유환경(ISE)’ 조성과 IT 기반의 통합 플랫폼(ICITE) 구축을 통해 기관 간 정보장벽을 기술적·제도적으로 허물었으며, 대통령의 강력한 리더십 하에 정보통합을 지속적으로 추진해 왔다. 영국은 합동정보위원회(JIC)와 합동정보기구(JIO)를 중심으로 정보기관을 조정하는 ‘분리조정형’ 모델을 유지하면서도, 국가안보회의(NSC) 창설과 합동테러분석센터(JTAC) 등 기능별 합동조직을 통해 정보와 정책의 연계를 강화하고 실질적인 정보공유를 촉진하였다. 일본 역시 내각정보조사실(CIRO)의 권한을 강화하고 NSC 및 국가안보사무국(NSS)을 창설하여 총리 관저 중심의 정보 집약 기능을 대폭 확충하였다. 또한「특정비밀보호법」제정 등을 통해 정보보안과 공유의 법적 토대를 마련하고, 위성정보 및 사이버안보 역량을 강화하며 독자적인 정보공동체 체제를 정비해 왔다.
    이러한 선진국 사례는 한국의 정보개혁에 있어 다음과 같은 중요한 시사점을 제공한다. 첫째, 정보개혁의 성공을 위해서는 최고통치권자의 강력한 의지와 지속적인 리더십이 필수적이다. 둘째, 정보수집 기능과 정보조정·통합 기능을 분리하여, 특정 기관의 권력독점을 방지하고 국가 전체의 정보역량을 객관적으로 조정할 수 있는 독립적인 컨트롤 타워가 필요하다. 셋째, 정보공유와 통합을 실질적으로 구현하기 위해서는 선언적인 협력을 넘어, 이를 의무화하고 지원할 수 있는 법적·제도적 장치와 함께 첨단 IT기술에 기반한 공통의 정보플랫폼 구축이 병행되어야 한다. 넷째, 정보기관의 투명성을 높이고 국민적 신뢰를 회복하기 위해 의회 등을 통한 민주적 통제장치를 강화해야 한다.
    본 연구는 이러한 분석을 토대로 현재 국정원에 집중되어 있는 정보수집, 분석, 기획조정 권한 등을 분산시키고, 이를 통합·조정할 수 있는 새로운 국가정보 컨트롤 타워의 신설을 포함한 근본적인 구조개혁을 주장한다. 즉, 기존의 중앙집중형 체제를 해체하고, 수집조직은 기능별(해외, 방첩, 과학기술 등)로 전문화하여 분리하되, 이들을 국가적 수준에서 하나로 묶어낼 수 있는 강력한 조정기구를 도입할 것을 제안한다. 이는 단순히 조직을 나누는 것이 아니라, 분산된 역량을 ‘정보공유’와 ‘정보통합’이라는 기제 아래 유기적으로 연결하여 국가안보라는 공동의 목표를 달성하기 위함이다.
    아울러 본 연구는 새로운 정보공동체의 성공적인 안착을 위해 법제 정비, 조직문화 혁신, 인적 쇄신, 기술 인프라 확충 등 다각적인 실천 방안이 단계적으로 추진되어야 함을 강조한다. 특히 폐쇄적인 정보기관의 문화를 개방과 협력의 문화로 전환하기 위한 인사교류 및 합동교육 프로그램의 도입, 그리고 정보 활동의 합법성과 투명성을 보장하기 위한 감독체계의 강화는 필수적인 과제이다. 결론적으로 본 연구는 정치적 논리에 휘둘려온 과거의 개혁방식에서 벗어나, 순수한 국가 안보와 국익 수호의 관점에서 한국의 정보체계를 ‘환골탈태’ 수준으로 혁신하는 미래지향적 청사진을 제시함으로써, 다가오는 복합안보위기 시대에 능동적으로 대응할 수 있는 강한 정보공동체 건설에 기여하고자 한다.

    Entering the 21st century, the international landscape is undergoing rapid changes, and the nature of security threats is diversifying beyond traditional military security into non-military and transnational forms, including terrorism, cyber-attacks, infectious diseases, and economic security. These emerging security threats are difficult to predict and have far-reaching repercussions, potentially exerting a critical impact on national survival and public safety. Consequently, major developed nations have implemented intensive intelligence reforms in the wake of the 9/11 terrorist attacks, such as reorganizing their Intelligence Communities (IC) to break down barriers between agencies and consolidate national intelligence capabilities. However, in the case of South Korea, a centralized national intelligence system centered on the National Intelligence Service (NIS) has been entrenched for a long time. Furthermore, discussions on intelligence reform have largely been overshadowed by political logic—such as political interests, addressing past grievances, and reducing authority—rather than focusing on the practical strengthening of national security capabilities. As a result, South Korea’s national intelligence capability faces criticism for stagnating or regressing compared to global development trends. Due to the lack of seamless intelligence sharing and integration between the NIS and sector-specific intelligence agencies, the current system reveals limitations in effectively responding to rapidly changing complex security threats.
    Based on this recognition of the problem, this study aims to present policy measures for establishing a new form of "Future Korean Intelligence Community" capable of safeguarding national security and national interests while ensuring public safety, by moving away from the current NIS-centered system. To this end, this study examined the theoretical background of "intelligence sharing" and "intelligence integration"—the core elements of an intelligence community—and conducted an in-depth analysis of cases where major developed countries such as the United States, the United Kingdom, and Japan, which share similar security environments and political systems with Korea, strengthened their intelligence communities. Through this, the study derived implications suitable for the Korean reality and ultimately sought a transition to a "separated-integrated" intelligence system capable of creating national-level synergy by dismantling the exclusive silos between intelligence agencies.
    First, the theoretical background analyzed the significance of an intelligence community as well as the factors hindering and promoting intelligence sharing and integration. It was confirmed that intelligence sharing can be impeded by a lack of inter-organizational trust, security concerns, and insular organizational cultures; overcoming these obstacles requires establishing a legal and institutional basis, providing incentives, and building a common IT infrastructure. Furthermore, intelligence integration was defined not as a mechanical aggregation but as a process in which intelligence collection, analysis, and counterintelligence activities are organically fused to provide policymakers with optimal insights. It was confirmed that strong leadership and an integrated command system are prerequisites for this process.
    The analysis of cases in major developed countries revealed that all three nations improved the efficiency of their intelligence communities through the horizontal separation of intelligence collection agencies and the establishment or strengthening of vertical integration organizations to coordinate them. In the case of the United States, following the 9/11 attacks, the Intelligence Reform and Terrorism Prevention Act (IRTPA) was enacted, and the Office of the Director of National Intelligence (ODNI) was created to establish a "separated-integrated" model managing 18 intelligence agencies. The U.S. dismantled intelligence barriers between agencies technically and institutionally by creating the Information Sharing Environment (ISE) and building an IT-based integrated platform (ICITE), while continuously promoting intelligence integration under strong presidential leadership. The United Kingdom maintained a "separated-coordinated" model where the Joint Intelligence Committee (JIC) and the Joint Intelligence Organisation (JIO) coordinate intelligence agencies, while strengthening the link between intelligence and policy and promoting practical intelligence sharing through the establishment of the National Security Council (NSC) and functional joint organizations like the Joint Terrorism Analysis Centre (JTAC). Japan also significantly expanded intelligence aggregation functions centered on the Prime Minister’s Office by strengthening the authority of the Cabinet Intelligence and Research Office (CIRO) and establishing the NSC and the National Security Secretariat (NSS). Additionally, Japan prepared the legal foundation for intelligence security and sharing through the enactment of the Act on the Protection of Specially Designated Secrets and reorganized its own intelligence community system by reinforcing satellite intelligence and cyber security capabilities.
    These cases from advanced nations provide important implications for Korea’s intelligence reform. First, the strong will and continuous leadership of the top leadership are essential for the success of intelligence reform. Second, an independent control tower is needed to separate intelligence collection functions from coordination and integration functions, thereby preventing the monopoly of power by specific agencies and objectively coordinating total national intelligence capabilities. Third, to practically implement intelligence sharing and integration, legal and institutional mechanisms mandating and supporting this—beyond mere nominal cooperation—must be accompanied by the construction of a common intelligence platform based on advanced IT technology. Fourth, democratic control mechanisms, such as parliamentary oversight, must be strengthened to enhance transparency and restore public trust.
    Based on this analysis, this study argues for fundamental structural reform, including the dispersion of intelligence collection, analysis, and planning/coordination powers currently concentrated in the NIS, and the establishment of a new national intelligence control tower to integrate and coordinate them. Specifically, it proposes dismantling the existing centralized system and specializing collection organizations by function (overseas, counterintelligence, science and technology, etc.) while introducing a "Korean Director of National Intelligence (tentative)" system or an equivalent powerful coordination body to unify them at the national level. This is not merely about dividing organizations but about organically connecting dispersed capabilities under the mechanisms of "intelligence sharing" and "intelligence integration" to achieve the common goal of national security.
    In addition, this study emphasizes that for the successful settlement of the new intelligence community, multifaceted practical measures—such as legal system maintenance, organizational culture innovation, personnel renewal, and the expansion of technological infrastructure—must be promoted in stages. In particular, essential tasks include introducing personnel exchanges and joint education programs to transform the closed culture of intelligence agencies into one of openness and cooperation, as well as strengthening supervisory systems to ensure the legality and transparency of intelligence activities. In conclusion, this study aims to contribute to the construction of a strong national intelligence community capable of proactively responding to the coming era of complex security crises by presenting a future-oriented blueprint that fundamentally transforms Korea’s intelligence system from the perspective of pure national security and national interest, breaking away from past reform approaches swayed by political logic.

The U.S. dismantled intelligence barriers between agencies technically and institutionally by creating the Information Sharing Environment (ISE) and building an IT-based integrated platform (ICITE), while continuously promoting intelligence integration under strong presidential leadership. The United Kingdom maintained a "separated-coordinated" model where the Joint Intelligence Committee (JIC) and the Joint Intelligence Organisation (JIO) coordinate intelligence agencies, while strengthening the link between intelligence and policy and promoting practical intelligence sharing through the establishment of the National Security Council (NSC) and functional joint organizations like the Joint Terrorism Analysis Centre (JTAC). Japan also significantly expanded intelligence aggregation functions centered on the Prime Minister’s Office by strengthening the authority of the Cabinet Intelligence and Research Office (CIRO) and establishing the NSC and the National Security Secretariat (NSS). Additionally, Japan prepared the legal foundation for intelligence security and sharing through the enactment of the Act on the Protection of Specially Designated Secrets and reorganized its own intelligence community system by reinforcing satellite intelligence and cyber security capabilities.
    These cases from advanced nations provide important implications for Korea’s intelligence reform. First, the strong will and continuous leadership of the top leadership are essential for the success of intelligence reform. Second, an independent control tower is needed to separate intelligence collection functions from coordination and integration functions, thereby preventing the monopoly of power by specific agencies and objectively coordinating total national intelligence capabilities. Third, to practically implement intelligence sharing and integration, legal and institutional mechanisms mandating and supporting this—beyond mere nominal cooperation—must be accompanied by the construction of a common intelligence platform based on advanced IT technology. Fourth, democratic control mechanisms, such as parliamentary oversight, must be strengthened to enhance transparency and restore public trust.
    Based on this analysis, this study argues for fundamental structural reform, including the dispersion of intelligence collection, analysis, and planning/coordination powers currently concentrated in the NIS, and the establishment of a new national intelligence control tower to integrate and coordinate them. Specifically, it proposes dismantling the existing centralized system and specializing collection organizations by function (overseas, counterintelligence, science and technology, etc.) while introducing a "Korean Director of National Intelligence (tentative)" system or an equivalent powerful coordination body to unify them at the national level. This is not merely about dividing organizations but about organically connecting dispersed capabilities under the mechanisms of "intelligence sharing" and "intelligence integration" to achieve the common goal of national security.
    In addition, this study emphasizes that for the successful settlement of the new intelligence community, multifaceted practical measures—such as legal system maintenance, organizational culture innovation, personnel renewal, and the expansion of technological infrastructure—must be promoted in stages. In particular, essential tasks include introducing personnel exchanges and joint education programs to transform the closed culture of intelligence agencies into one of openness and cooperation, as well as strengthening supervisory systems to ensure the legality and transparency of intelligence activities. In conclusion, this study aims to contribute to the construction of a strong national intelligence community capable of proactively responding to the coming era of complex security crises by presenting a future-oriented blueprint that fundamentally transforms Korea’s intelligence system from the perspective of pure national security and national interest, breaking away from past reform approaches swayed by political logic.
