    정확하고 시의성 있는 예측을 생성하는 역량은 데이터 집약적 산업에서 경쟁 우위의 근본적인 결정 요인이 되었으며, 이는 예측을 단순한 분석 도구에서 전략적 경제 자산으로 재정의하고 있다. 연구의 관점이 점차 데이터 중심으로 이동하고 있음에도 불구하고, 초기 투자부터 경쟁적 시장 환경 및 외부 조달에 이르는 예측 시장 전체를 아우르는 통합된 경제적 프레임워크는 부재한 실정이다. 본 학위 논문은 정보 경제학, 게임 이론, 메커니즘 디자인의 원리를 통합하여, 예측 가치 사슬 전반에 걸쳐 경제적으로 최적의 의사결정을 내리기 위한 통합된 프레임워크를 개발함으로써 이러한 연구 공백을 해결하고자 한다.

    The capacity to generate accurate forecasts has become a foundational determinant of competitive advantage in data-intensive industries, repositioning forecasting from a purely analytical tool to a strategic economic asset. While research has increasingly shifted to a data-centric perspective, a holistic economic framework for the entire forecasting market—from initial investment to market competition and external procurement—is largely absent. This dissertation addresses this gap by developing a unified framework for making economically optimal decisions across the predictive value chain, integrating principles from information economics, game theory, and mechanism design.

    This dissertation is composed of three interconnected studies. The first study addresses the foundational investment problem by developing a novel framework for the economic valuation of sensor data, moving beyond traditional performance-to-cost heuristics. Using principles from cooperative game theory—specifically, the Shapley value for individual contributions and the Owen value for synergistic clusters—this study provides a methodology to construct an economically optimal sensor portfolio. Our analysis, validated with a case study in semiconductor manufacturing, demonstrates that the economically optimal portfolio can differ significantly from one selected based on technical criteria alone.

    The second study extends this analysis to a competitive landscape by developing a dynamic game-theoretic model of yield competition. This study examines how firms strategically invest in forecasting capabilities under asymmetric information about their rivals' technological prowess. By modeling the dynamic evolution of beliefs, this research endogenizes both a firm's informational advantage and its learning process. The analysis clarifies the conditions under which investments act as strategic complements versus substitutes and reveals how learning dynamics can lead to suboptimal investment paths and market-wide inefficiencies.

    The third study investigates the alternative strategy of procurement by designing an efficient auction-based market for forecast accuracy. Motivated by the limitations of existing fixed-reward schemes in the renewable energy sector, which can be fiscally inefficient and fail to elicit truthful reporting, this work designs a novel procurement mechanism. By adapting and extending scoring-based auctions like the Stochastic Shortfall Penalty (SSP) and Stochastic Vickrey-Clarke-Groves (SVCG), this study proposes a market where forecast accuracy itself is the traded commodity. The resulting mechanism enhances fiscal sustainability and mitigates strategic misreporting compared to existing schemes.

    Collectively, these studies contribute a comprehensive and theoretically sound methodology for navigating the strategic challenges of the modern forecasting market. The findings offer practical guidance for firms on sensor investment and for policymakers on designing next-generation forecast procurement markets.
