    Abstract
Rapid population growth, increasing energy demand, and the limited nature of fossil fuels, coupled with global climate change, have forced the global community, especially the energy sector, to shift toward clean energy integration and production. Although Ethiopia’s economy has shown rapid growth in recent decades, the energy sector has been facing many issues, particularly the high consumption of fuelwood, lack of energy security, affordability, and low integration of variable renewable energy sources such as wind and solar. In response to these critical challenges, the country is attempting to diversify its energy mix by expanding rural electrification, national sustainable energy development, and 10-year national development strategies.
The primary objective of this study was to explore how Ethiopia’s current energy and power generation system can be transformed into a more flexible and resilient system by reducing its reliance on hydropower and integrating highly renewable energy technologies. In this context, this study examined the role of electrification and a low-carbon energy mix in enhancing grid stability, and investigated the optimal utilization of variable renewable energy resources.
This study applied energy system modeling tools with econometric demand forecasting, such as LEAP-NEMO, OSeMOSYS, and Microfit, by implementing five scenarios: the reference scenario, low-carbon energy mix scenario, sustainable energy strategy scenario, energy transition scenario, and hydrogen production scenario, to assess Ethiopia’s energy pathways from 2015 to 2050. The findings under the BAU scenario showed the household sector was the highest energy consuming sector throughout the study period, and that the final energy demand in all sectors is forecasted to increase from 1634.127 PJ in 2015 to 2503.69 and 4721.49 PJ in 2030 and 2050, respectively. In addition, the results of the study showed that for the country to achieve its renewable energy transition pathways and long-term sustainable energy strategy goals, increasing renewable power generation, policy interventions such as increasing the private sector participation in power generation, and the integration of new technologies, such as proton exchange membranes for hydrogen production (PEM) and fuel cells, are crucial for long-term sustainable energy development, as highlighted in the developed scenarios of the study. In both the developed and developing countries, the production of hydrogen is given attention due to its impact on the national low-carbon energy transition policies, particularly in heavy industries and transport, by reducing fossil fuel consumption as well as acting as a storage system for capturing the variability of renewable power generation, which can be used during the shortage of demand. Related to this, although the findings of this study indicate that Ethiopia’s energy demand is projected to be high, with increased investment and power generation projected to be dominated by renewable sources, the role of green hydrogen in power generation systems, even in the national policy and sustainable energy document, has not been included and planned. This study analyzed and provided technical results on how green hydrogen can be included in the long term, starting from 2030, in the Ethiopian power generation system for energy security and to supplement the country’s sustainable energy development goals.
The findings of the study also analyze and discuss the social, economic, and technical results in relation to power generation expansion, number of jobs created, and GHG emissions. The optimized power generation results showed that the country’s gradual and long-term renewable-based energy development pathway is the least costly option with different opportunities, such as job creation and integration of new technologies (green hydrogen), dominated by hydropower and variable renewable sources, particularly wind and solar. Furthermore, the findings of this study show that increasing the expansion of renewable sources, especially in energy translation and hydrogen production scenarios, will have a significant impact on changing the country’s power generation system. Ethiopia currently has no operational natural gas or nuclear power plants. However, this study highlights the potential role of integrating natural gas and nuclear energy in enhancing grid stability. However, CO2 emissions projections indicated an overall increasing trend across all scenarios, with low emissions in the early years followed by a sharp rise after 2030; however, the long-term benefits of incorporating low-carbon energy sources outweigh the associated costs.
The study also showed that in the gradual clean energy transition pathway, hydropower will remain the dominant source of electricity generation in all scenarios, complemented by a diverse energy mix that includes wind, solar, geothermal, nuclear, and natural gas. The study results also indicate that it is not only technically possible to produce and store green hydrogen in the Ethiopian energy system, but also an alternative and clean option produced from renewable sources in the future for the country’s energy pathway, investment opportunity, and economic and societal welfare. Given the immaturity of technology in developing countries such as Ethiopia, large-scale hydrogen production may not be economically viable in the near future. However, as a clean and promising global energy carrier, investment in this technology remains essential for future energy security, export benefits, and sustainability.
Overall, the study results show that increased demand-side management in most sectors, increasing electrification rates, and integrating renewable and storage technologies are the most cost-effective and efficient strategies for achieving the country’s long-term sustainable energy goals, exploiting huge renewable energy sources for energy security, and creating a climate-resilient power system.
