    본 연구는 여름 날씨가 전동휠체어를 사용하는 아동이 이동하는 것에 어떤 영향을 주는지를 실증적으로 분석한 최초의 연구이다. 기후변화가 심화됨에 따라 폭염과 습도와 같은 여름 날씨가 이동성에 미치는 영향을 이해하는 것은 점점 더 중요해지고 있다. 그러나 지금까지 여름 날씨가 전동휠체어 사용자에게 미치는 영향을 엄밀하게 분석한 연구는 존재하지 않았다. 기존의 휠체어 이동성 연구는 대부분 면접이나 설문조사를 통해 수집한 진술 데이터에 의존해왔다. 이에 반해 본 연구는 전동휠체어 사용자의 실제 이동 패턴을 객관적으로 포착한 GPS 데이터를 활용하여 진술이 아닌 행동을 분석한 결과를 제시한다.
    이동성 제약은 장애인이 기후변화에 취약하게 되는 근본적인 원인이다. 이동성이 제약되면 위기 상황에서 더 취약할 뿐만 아니라 장기적으로 적응 능력을 축적하는 것을 저해한다. 이동성은 등교, 취업, 사회활동에 참여 등 개인의 역량을 발전시키는 데 핵심적이고, 이러한 역량이 곧 적응 능력과 직결된다. 하지만 이동성이 제약되면 적응능력을 축적하는 것에 실패할 가능성이 높고, 따라서 매일의 일상에서 어려움 없이 이동할 수 있는 것은 기후변화 측면에서도 장기적으로 장애인의 적응 능력 강화에 필수적인 요소이다.
    그럼에도 불구하고 장애인의 일상적 이동성을 다룬 실증 연구는 거의 존재하지 않는다. 우리는 장애인의 일상 생활과 관련된 기후변화 연구의 연구 지평을 확인하기 위해 Scoping Review를 실시하였다. 검토 기준에 따라 기후변화 맥락에서 장애인을 다룬 67편의 논문을 선별하였으며, 이 중 60편이 일상 생활과 관련된 주제를 다루고 있는 것을 확인할 수 있었다. 이러한 수치는 적지 않은 수처럼 보일 수 있지만, 대부분은 서술적 연구에 머물렀고 실증 분석을 포함하는 경우는 드물었다. 특히, 날씨가 이동성에 미치는 영향을 객관적 데이터로 분석한 연구는 한 편도 존재하지 않았다.
    이러한 연구 공백을 해소하기 위해 우리는 전동휠체어를 사용하는 아동의 이동성과 날씨의 관계를 실증적으로 분석하였다. 기존 연구와 달리 진술 데이터에 의존하지 않고, 전동휠체어를 사용하는 6세에서 16세 아동 50명의 전동휠체어에 GPS 장치를 부착하여 생성한 데이터를 사용하였다. 데이터는 2021년 여름, 7월 13일부터 9월 16일까지 수집하였으며, 일별 및 시간별 데이터 모두를 활용하여 패널 고정효과 모형을 주모델로 하여 분석하였다. 일별 패널 데이터는 총 3,300개 관측치, 시간별 패널 데이터는 총 56,100개 관측치를 포함하였으며, 모든 회귀분석은 개인 단위로 클러스터링하였다.
    분석 결과, 날씨 변수의 비선형적 효과를 확인할 수 있었다. 데이터 수집 기간이 여름이었기 때문에 수집된 데이터의 일평균 최저 기온은 약 18℃였다. 18℃에서 25℃ 사이의 비교적 선선한 구간에서는 기온 변화가 야외 이동성에 큰 영향을 미치지 않았다. 그러나 25℃를 초과하는 경우 기온이 1℃ 상승할 때마다 하루 평균 이동거리가 35.66 미터 감소하는 것으로 나타났다. 습도 또한 임계값 효과를 보였는데, 25℃ 이하에서는 유의미한 영향이 없었지만 25℃ 이상에서는 이동성을 제한하는 효과가 나타났다. 반면, 강수는 온도와 무관하게 지속적으로 이동성을 감소시키는 것으로 나타났으며 이는 일반적인 예측과 일치하는 결과이다.
    또한 우리는 폭염이 이동성에 미치는 영향을 분석하였다. 폭염 주의보가 발효된 경우 야외활동 확률이 약 15%p 감소하였고, 폭염 경보 시에는 17.5%p 감소하였다. 강수와 습도에 대한 임계값 효과도 추가 분석하였는데, 강수는 시간당 30mm 이상에서 통계적으로 유의미한 제한 효과가 나타났다. 반면, 습도는 임계효과 분석에서 유의미한 결과를 보이지 않았는데, 이는 작은 표본 크기에서 비롯된 통계적 검정력 부족의 영향으로 해석된다.
    한편, 지역별 차이는 유의미하게 나타났다. 서울은 대한민국의 수도로서 인프라가 잘 구축되어 있고 정책적 지원도 풍부하게 받고 있다. 따라서 이러한 차이에서 오는 영향을 검증하였고, 서울 거주 아동이 강수에 덜 민감하게 반응하는 것으로 나타났다.
    본 연구에는 몇 가지 한계가 존재한다. 주로 작은 표본 크기, 짧은 데이터 수집 기간, 좁은 연령대에서 기인한 한계이다. 그럼에도 불구하고 본 연구는 휠체어 사용자의 이동성을 GPS 데이터로 분석한 최초의 연구라는 점에서 학문적 기여가 있다. 또한 기후변화 맥락에서 장애인의 일상 이동성을 실증적으로 분석한 드문 연구 중 하나라는 점에서 의의가 있다. 연구의 한계에도 불구하고 본 연구는 정책 개입을 위한 기초 자료를 제공하며, 향후 더 많은 데이터와 다양한 집단을 대상으로 연구가 확장될 필요가 있음을 시사한다.

    This study presents the first empirical assessment of how summer weather conditions affect the mobility of children who use powered wheelchairs. As climate change intensifies, understanding the impacts of summer weather conditions such as heat and humidity is becoming increasingly important. However, no prior study has rigorously examined the effects of summer weather on powered wheelchair users. Furthermore, most existing research on wheelchair mobility has relied on self-reported data collected through interviews or surveys. In contrast, this study utilizes GPS data that objectively captures the real-time movement patterns of powered-wheelchair users, providing a more precise and behaviorally grounded understanding.
    Limited mobility is a fundamental source of vulnerability for people with disabilities in the context of climate change. It increases their exposure during emergencies and erodes the long-term accumulation of adaptive capacity. Mobility is essential for participating in education, accessing employment, and engaging in social life. These activities collectively shape an individual’s ability to adapt to environmental changes. Thus, everyday mobility is crucial for enhancing resilience to climate-related risks.
    Despite this, there remains a lack of literature focusing on the daily mobility of people with disabilities. To better understand the existing research landscape, we conducted a scoping review on climate change studies related to the daily lives of people with disabilities. According to our review criteria, we identified 67 original articles addressing disability in the context of climate change. Among these, 60 articles focused on daily life aspects. While this number may appear substantial, most of these studies were descriptive in nature and lacked empirical analyses. Notably, none of the 67 studies examined the effects of weather on mobility using objectively measured data.
    To address this research gap, we analyzed how weather conditions affect the mobility of children who use powered wheelchairs. Unlike previous studies, we did not rely on self-reported data. Instead, we utilized GPS tracking data that recorded the actual movements of 50 children aged between 6 and 16. The data was collected during the summer of 2021, from July 13 to September 16. We employed a panel fixed effects model using both daily and hourly data. The daily panel dataset included 3,300 observations, while the hourly panel comprised 56,100 observations. All regressions were clustered at the individual level.
    Our analysis identified nonlinear effects of weather variables. Since data collection occurred in the summer, the lowest observed daily average temperature was approximately 18℃. In relatively cool conditions between 18℃ and 25℃, temperature variation had little impact on outdoor activity. However, when the temperature exceeded 25℃, each 1°C increase was associated with a reduction of 35.66 meters in daily distance traveled. Humidity also exhibited a threshold effect. It had no significant impact below 25℃ but became influential above that point. Rain, by contrast, consistently reduced mobility regardless of temperature, which aligns with common expectations.
    We also examined the effects of heatwaves on mobility. The probability of going outdoors decreased by approximately 15 percentage points during heatwave watch and by 17.5 percentage points during heatwave warnings. In addition, we conducted threshold effect analyses for rainfall and humidity. Rainfall showed a statistically significant restrictive effect when hourly precipitation exceeded 30 millimeters. In contrast, humidity did not exhibit statistically significant threshold effects, which we interpret as a result of reduced statistical power due to the limited sample size.
    Meanwhile, we identified meaningful regional differences. Seoul, as the capital city of Korea, benefits from well-developed infrastructure and receives substantial policy support. We tested whether these differences translated into varying weather sensitivities and found that children living in Seoul were less sensitive to rainfall compared to those living in other regions.
    This study has several limitations. Most of these stem from the small sample size, short data collection period, and narrow age range. Nonetheless, the study offers important contributions. It introduces the use of GPS data for analyzing the mobility of wheelchair users and represents one of the few empirical studies addressing daily mobility of people with disabilities in the context of climate change. Despite its limitations, the study offers initial evidence to inform policy interventions and should be expanded upon in future research.
