논문의 제1장은 통화정책에 관한 고전적인 질문인 "중앙은행은 어떤 인플레이션 지표를 목표로 삼아야 하는가''에 대해 연구한다. 본 장에서는 부문별 생산성 충격 및 비용인상 충격이 존재하는 표준적인 다부문 뉴케인지언 모형을 바탕으로, 사회후생을 극대화하는 최적의 인플레이션 지수를 도출한다. 분석 결과 각 부문의 최적 가중치는 해당 부문의 가격 조정 빈도뿐만 아니라 각 부문에 가해지는 충격의 성질에 따라 달라지는 것으로 나타난다. 특히 인플레이션 변동의 주요 원인이 (비효율적인) 비용인상 충격인 경제에서는, (효율적인) 생산성 충격이 주요 원인인 경제에 비해 가격이 경직적인 부문에 상대적으로 낮은 가중치가 부여된다. 따라서 비용인상 충격을 고려하면 부문별 지출 비중을 가중치로 하는 헤드라인 물가지수의 안정을 목표로 할 때와 최적 물가지수 안정을 목표로 할 때의 후생 차이가 감소한다. 이러한 결과는 헤드라인 지수 목표제가 현실적으로 유용한 정책대안이 될 수 있음을 시사한다. 본 논문은 이러한 결과를 이론적으로 제시할 뿐만 아니라 정량적으로도 확인한다. 우리는 1997년부터 2019년까지의 미국 부문별 데이터를 활용하여 16개 부문으로 구성된 모형을 베이지안 방식으로 추정하고, 생산성 충격과 비용인상 충격을 별도로 식별하였다. 추정된 충격 과정을 바탕으로 한 분석 결과, 비용인상 충격을 고려할 경우 이론적 예측과 일치하게 헤드라인 지수 목표제 대비 최적 지수 목표제의 후생 개선 효과가 줄어드는 것으로 나타난다.
제2장은 기후정책을 통한 녹색 전환이 거시경제에 미치는 영향을 분석하며, 특히 부문 간 노동 이동성과 통화정책이 녹색 전환의 경로에 어떤 역할을 하는지에 주목한다. 이 장에서는 두 가지 핵심 질문에 답하고자 한다. 첫째, 부문 간 노동 이동성이 제한될 때 탄소세로 인한 녹색 전환의 동학은 어떻게 달라지는가? 둘째, 이러한 이동 제약 하에서 통화정책은 전환 과정 중 어떤 역할을 수행할 수 있는가? 이 질문에 답하기 위해 가격 및 임금이 경직적이고 탄소 집약적("오염") 부문과 저탄소("녹색") 부문으로 구성된 2부문 뉴케인지언 모형을 사용하여 다음과 같은 주요 결과를 도출한다. 첫째, 부문 간 노동 이동성이 낮은 경제는 동일한 온실가스 감축 목표를 달성하기 위해 노동 이동성이 높은 경제보다 더 높은 탄소세율이 필요하다. 둘째, 탄소세는 GDP를 감소시키고 인플레이션을 높이는 스태그플레이션을 유발하며, 이러한 영향은 노동 이동성이 제한된 경제에서 더욱 뚜렷하게 나타난다. 셋째, 녹색 전환 과정에서 통화정책은 전통적인 인플레이션 및 생산갭 조절 기능을 넘어 전환 속도에 영향을 미치는 추가적인 역할을 할 수 있다. 구체적으로 인플레이션 목표제는 녹색 전환의 속도를 높이는 반면, 생산갭 목표제보다 더 심각한 경기 침체를 초래한다. 또한 이러한 정책 간 상충관계는 노동 이동성이 낮은 경제일수록 더욱 두드러진다. 이러한 결과는 기후정책 설계 시 부문 간 자원 재배분 제약을 반드시 고려해야 함을 시사한다. 나아가 녹색 전환이 진행 중인 경제의 중앙은행은 부문 간 노동 이동성 제약으로 인한 정책 상충관계를 항상 유념해야 한다.

This dissertation consists of two independent studies focusing on monetary and climate policies, based on the multisector macroeconomic model.
The first chapter revisits a classic question in monetary economics: What measure of inflation should a central bank target? We construct an optimal inflation index in a standard multisector New Keynesian model with sector-specific productivity and cost-push shocks. We find that a sector’s weight in the optimal index depends on the nature of the shocks as well as the frequency of price adjustment in that sector. The optimal index assigns a lower weight to low-frequency sectors in an economy where (inefficient) cost-push shocks are the primary source of inflation fluctuations, compared to an economy dominated by (efficient) productivity shocks. When cost-push shocks are considered, the welfare difference between targeting headline inflation—which weights sectors by their size—and targeting the optimal index becomes smaller. This implies that targeting the optimal index yields limited welfare gains over headline inflation in such environments, suggesting that headline inflation targeting can serve as an acceptable second-best policy. This paper not only establishes these results theoretically, but also confirms them quantitatively. Using a 16-sector model estimated with U.S. sectoral data from 1997 to 2019 through Bayesian methods, we separately identify productivity and cost-push shocks. Under the estimated shock processes, we find that the presence of cost-push shocks substantially reduces the welfare gains from targeting the optimal index over the headline index, consistent with our theoretical predictions.
The second chapter explores the macroeconomic implications of the green transition under climate policies such as carbon taxation. It focuses on the roles of sectoral labor mobility and monetary policy in shaping the green transition. The chapter addresses two central questions: (i) How does limited sectoral labor mobility affect the dynamics of the green transition? and (ii) What role can monetary policy play during the transition under such mobility frictions? To answer these questions, I use a two-sector New Keynesian model comprising a carbon-intensive ("dirty") sector and a low-carbon ("green") sector with price and wage rigidities. The analysis yields several key findings. First, economies with lower labor mobility across sectors require a higher carbon tax rate to achieve the same greenhouse gas reduction target, relative to economies with higher mobility. Second, the carbon tax induces "stagflation"—lower GDP and higher inflation—which is amplified in economies with limited labor mobility. Third, during the green transition, monetary policy can play an additional role in influencing the speed of the transition, beyond its traditional functions of controlling inflation and the output gap. While inflation targeting accelerates the green transition, it does so at the cost of deeper output contractions relative to output gap targeting. In addition, these trade-offs become more pronounced when sectoral labor mobility is constrained. The findings underscore the importance of incorporating reallocation frictions into the design of climate policies. Moreover, central banks under green transition should be mindful of the policy trade-offs introduced by limited sectoral labor mobility.
