    Achieving net-zero emissions by 2050 requires not only transition in the energy sector but also meaningful structural change in high emission industries. Despite the high costs and weak incentives that continue to slow the uptake of low-carbon technologies in energy-intensive industries, many climate policy models still treat their adoption as inevitable over time. This tends to oversimplify the real economic and industrial dynamics that shape how technology transitions unfold.
    This study addresses this gap by combining two complementary approaches: evolutionary game theory (EGT) and computable general equilibrium (CGE) modeling. The EGT framework examines whether bounded rational agents can voluntarily adopt costly abatement technologies under a public goods dilemma, and whether cooperative behavior can be sustained as an evolutionarily stable state (ESS).
    This study focuses on the steel sector, which faces a particular challenge due to its high emissions intensity and capital intensive nature. While clean technologies such as hydrogen based steelmaking offer promising pathways, their adoption has remained limited.
    The model is applied to an international setting where countries act as agents representing major steel producing firms. To address strategic interactions and assess the long term trajectory and stability of technology adoption, the study adopts an evolutionary framework that captures endogenous behavior under bounded rationality. In parallel, a CGE model is developed to represent structural linkages within the economy and simulate endogenous technology substitution in the steel sector.
    The model allows for a mix of production technologies and transitions between traditional and hydrogen based steel manufacturing technologies induced by policy or price mechanisms. Policy scenarios include carbon pricing, renewable electricity shares, and learning effects in hydrogen production and hydrogen steelmaking technologies.
    Simulation results suggest that without strong policy intervention, clean technologies do not diffuse meaningfully by 2050. However, a combination of carbon pricing and technology efficiency improvements can enable hydrogen based steelmaking to become a dominant technology.
    This research contributes to the understanding of how cooperative behavior and systemic economic responses jointly shape the feasibility and sustainability of industrial decarbonization. It offers insights into policy design for inducing technology adoption in hard-to-abate sectors and emphasizes the need for integrated strategies that consider both behavioral dynamics and structural production characteristics.

    2050년까지 탄소중립을 달성하기 위해서는 발전 부문의 조기 전환 뿐만 아니라, 철강, 화학, 시멘트 등 배출이 상당한 에너지 집약 산업의 근본적인 변화가 반드시 뒤따라야 한다. 특히 철강 산업은 높은 배출 강도와 전력 집약적 구조로 인해, 기술 전환이 시급하면서도 복잡한 과제를 안고 있는 대표적 부문이다. 수소환원제철 등 다양한 청정 기술이 제안되고 있으나, 도입 비용이 매우 높은 것에 비해 유인 구조가 충분하지 않아 여전히 실제 확산은 매우 제한적이다. 2050 탄소중립 목표 달성 과정의 후반부는 산업부문의 변화가 시급한 것에 비해 저감 신기술의 도입 수준은 여전히 미미한 실정이다.
    그럼에도 불구하고, 기존의 기후정책 모형들은 이러한 현실의 제약을 충분히 반영하지 못한 채, 신기술이 일정 시점 이후 자동적으로 확산된다고 가정하는 경향이 있다. 이는 기술 확산의 현실적 경로와 동인을 지나치게 단순화하는 것으로, 기술 변화의 조건과 과정에 대한 정밀한 분석이 요구된다.
    본 연구는 이러한 한계를 보완하기 위해 두 가지 상호보완적 접근을 제시한다. 첫째, 진화게임이론(Evolutionary Game Theory, EGT)을 통해 국가 간 전략적 상호작용 상황에서 고비용 감축 기술의 도입이 어떻게 나타날 수 있는지를 분석한다. 행위자는 제한된 합리성을 전제로 학습과 모방을 통해 전략을 수정하며, 협력 행동이 진화적으로 안정된 상태(ESS)로 유지될 수 있는지를 살펴본다. 특히 철강 산업과 같이 국가별 소수 기업이 시장을 주도하는 구조를 고려해, 각국을 대표 행위자로 설정한 국제 공공재 게임을 구성하였다. 일반적인 공공재 게임은 죄수의 딜레마 상황으로 끝나기 마련이지만, 협력적 행위가 유발되도록 설정한 공공재 게임에서 그 결과는 다르게 나타날 수 있으므로 그 가능성을 정책적으로 살펴본다. 또한, 기후변화 문제는 다음 세대까지 협력이 지속되어야 하는 세대간 문제라는 점에서 그 지속성 여부가 매우 중요하기 때문에 진화적 안정성을 파악하여 협력이 지속가능하게 유지되는 조건에 대해 살펴본다.
    둘째, 연산가능일반균형(Computable General Equilibrium, CGE) 모형을 활용하여 기술 확산을 내생적으로 도출할 수 있는 분석 틀을 구축한다. 기존 모형들이 외생적 파라미터로 기술 변화를 가정했던 것과 달리, 본 연구는 기술 효율, 생산비용, 정책 신호 등이 산업 구조 내에서 상호작용하며 기술 채택이 모형의 결과로 나타나도록 설계하였다. 철강 산업의 세 가지 생산 기술(고로, 전기로, 수소환원)을 구분하여 구성하고, 탄소세, 전력믹스, 학습효과 등 다양한 시나리오를 통해 기술 전환 경로와 그 경제적 파급효과를 분석하였다.
    이러한 분석을 통해 달성하려는 본 연구의 목표는 다음과 같다. (1) 진화게임이론 기반의 국제 공공재 게임 모형을 활용하여, 고비용 감축 기술을 채택하는 국가들의 전략적 행동 변화를 분석한다. (2) 협력을 통해 도달한 균형 상태가 장기적으로 유지될 수 있는지를 평가하고, 이러한 협력 구조가 탄소중립 사회의 지속 가능성을 뒷받침할 수 있는지를 탐색한다. (3) 기존 기후경제 모형의 외생적 기술 확산 가정을 극복하기 위해, 산업 간 연계 구조와 투입요소 대체 구조를 반영하여 기술 확산이 내생적으로 나타나는 분석 틀을 개발한다. (4) 청정 기술로의 전환이 감축이 어려운 산업(hard-to-abate sectors) 및 전체 경제에 미치는 파급 효과를 평가하고, 탄소중립 전환 맥락에서 기술 도입을 가속화할 수 있는 정책 수단과 시장 조건을 도출한다.
    연구 결과, 정책 개입 없이 청정 기술은 2050년까지 확산되기 쉽지 않으며, 발전부문의 조기 전환이 이루어진 상황에서도 전환은 쉽지 않다. 추가적인 정책을 통해 강력한 가격 신호를 부여하고 효율 개선이 결합될 때에만 철강산업에서의 감축 신기술이 주류 기술로 자리 잡을 수 있는 가능성이 확인되었다. 정책 및 효율개선의 조합으로 신기술이 주류가 될 경우 철강산업은 획기적으로 배출량이 감소한 것에 비해 경제적 손실은 상대적으로 크지 않은 것으로 나타났다.
    본 연구는 산업부문 탄소중립 이행의 협력 조건과 구조적 제약을 동시에 고려하며, 현실적인 기술 확산과 정책 설계에 대한 다각적인 통찰을 제공한다는 데에 의의가 있다.
