본 연구는 충성이 조직 구성원의 항의와 침묵에 미치는 영향을 정부출연연구소를 중심으로 분석하고자 한다. Hirschman(1970)의 EVL 이론에서 조직에 불만족한 개인은 조직을 이탈(Exit)하거나 남아서 항의(Voice)하며, 그 결정은 개인의 충성심(Loyalty)에 따라 달라진다고 설명한다. 그러나 현실에서 조직에 불만족한 개인의 행동 양상은 명확하게 이탈 혹은 항의로 나누어지지 않으며, 침묵이라는 ‘제3의 행동’으로 종종 나타나곤 한다. 침묵은 말이 없기 때문에 의미가 명확하게 드러나지 않는다. 이러한 모호성은, 특히 한국 사회에서, 침묵을 본래 의도와 다르게 충성의 발로, 소극성 등의 왜곡된 의미로 받아들여질 가능성이 높다. 침묵을 단순히 긍정의 비언어적 표현이라고 치부하기에는 침묵은 조직 내 자유롭고 비판적 교류를 차단해 조직 학습을 저해하고 궁극적으로 조직성과에 부정적 영향을 미칠 수 있다. 따라서 침묵의 원인을 명확하게 규명하는 것이 중요하다. 그럼에도 불구하고 침묵은 EVL 이론 내에서 별도의 선택지로 고려되지 않았다. 이에 본 연구는 침묵을 EVL 프레임에 포함시키고, 충성이 항의와 침묵에 미치는 영향을 분석하고자 한다.
본 연구는 과학기술정보통신부 산하 정부출연연구소 중 한국과학기술연구원, 한국생산기술연구원, 한국생명공학연구원 3개 기관의 재직자 160명을 대상으로 설문조사를 실시했다. 항의와 침묵을 각각 항의, 친사회적 침묵, 방어적 침묵, 체념적 침묵으로 구분하고, 종속변수별로 다항 로지스틱 회귀분석을 수행했다. 분석 결과, 충성은 항의에 정(+)의 영향을, 친사회적 침묵에는 부분적인 정(+)의 영향을, 방어적 침묵에는 부(-)의 영향을 미치는 것으로 나타났다. 체념적 침묵은 통계적으로 유의미한 결과는 없었지만, 충성과 비선형적 관계를 보여 충성이 낮을 때뿐 아니라 높을 때도 증가하는 경향이 관찰되었다. 즉, 충성이 높을수록 개인은 조직의 문제를 개선하기 위해 항의할 수도 있고, 반대로 조직 또는 동료를 위해 침묵할 수도 있다. 이러한 결과는 침묵이 단순히 문제없음 또는 소극성의 표현이 아니라 충성에 기반한 복합적, 의도적 행위임을 시사한다. 본 연구는 충성과 항의, 침묵의 관계를 규명함으로써, Hirschman(1970)의 EVL 이론을 ‘이탈-항의-침묵’ 구조로 확장할 가능성을 탐색하였다. 또한, 국가 과학기술 인력의 창의적 소통과 비판적 의견 교류를 활성화하기 위한 정책적 시사점을 도출하고자 한다.

This study aims to analyze the impact of loyalty on voice and silence in the context of Korean government-funded research institutes. According to Hirschman’s(1970) Exit-Voice-Loyalty(EVL) theory, dissatisfied individuals either exit the organization or voice out their concerns, depending on their level of loyalty. However, silence is often observed as a third response in reality, which is not explicitly addressed in the original EVL framework. Silence, by its nature, lacks verbal expression, and therefore leaves its intentions open to interpretation. Such ambiguity, especially in Korean society, often leads to misinterpretation of silence as loyalty or passivity, regardless of the speaker’s original intent. Framing silence merely as a positive nonverbal cue can be misleading, as it can block communication, hinder organizational learning, and ultimately damage organizational performance. Therefore, understanding the underlying motivations of silence is essential.
Nonetheless, silence was not considered as a distinct behavioral response in the EVL theory. The study extends the EVL framework by incorporating silence and investigates how loyalty affects voice and three types of silence: prosocial, defensive, and acquiescent silence. Survey data was collected from 160 employees across three major research institutes under the Ministry of Science and ICT, which are the Korea Institute of Science and Technology(KIST), Korea Institute of Industrial Technology(KITECH), and Korea Research Institute of Bioscience and Biotechnology(KRIBB). Multinomial logistic regression was used to analyze the effects of loyalty on each behavioral response.
The results showed that loyalty had a positive effect on voice, a partially positive effect on prosocial silence, and a negative effect on defensive silence. Although acquiescent silence was not statistically significant, it showed a nonlinear relationship with loyalty as it tended to increase both at low and high levels of loyalty. These results suggest that loyalty can manifest in multiple ways-prompting individuals to speak up to improve the situation or, conversely, to remain silent in order to protect the organization or their colleagues. It implies that silence is not merely an expression of passivity or an absence of problems, but rather a complex and intentional behavior rooted in loyalty. Thus, this study contributes to identifying the underlying cause of silence by analyzing the relationship between loyalty, voice and silence. Furthermore, it explores the potential for theoretical expansion of Hirschman’s(1970) EVL theory within the context of public R&D organizations. Finally, it offers policy implications to promote creative communication and critical dialogue among public R&D personnel.
