이 연구는 모바일 재난 알림을 공공위험 정보를 전달하는 표준 디자인 체계 정립을 목표로 진행하였다. 기존 재난 알림 시스템이 사람의 생명과 연결될 중요한 역할을 함에도, 일반정보와 위급도의 구분 없이 동일한 중요도로 전달되고 있었다. 이를 개선하고자, 사용자 인식 기반의 시각 중심 디자인 가이드라인과 픽토그램 체계를 제안하였다. 선행연구를 통해 국제 재난 분류 체계(자연재난 9종, 사회재난 5종), 위급도 단계별 분류 기준(3~5단계), 재난 색상 체계 및 국제 픽토그램 활용 사례를 조사하였으며, 재난 위급도는 사용자의 즉각적인 행동 요구 여부에 따라 분류되어야 함을 확인하였다.
1차 사용자 조사는 한국 및 중국 국적의 사용자 35명을 대상으로 실시되었으며, 14종 재난 유형에 대해 총 75개의 픽토그램 시안과 50개의 UX 시안(화면 위치, 색상, 크기 등)을 제시하였다. 사용자 평가 결과를 바탕으로 위급도 인식에 영향을 주는 시각 요소들을 도출하였고, 선형 회귀분석을 통해 디자인 요소별 위급도 회귀식을 제시하였다. 이를 기반으로 위급도에 따라 차별화된 5종의 재난 인터페이스 시안을 설계하였다.
2차 조사에서는 1차 조사결과를 적용한 인터랙션 5종 시안의 사용성과 정보 구성 요소에 대한 정량·정성적 조사를 대한민국 성인 사용자 250명을 대상으로 수행하였다. 조사 질문지는 ISO 9241-210 기준에 따라 사용성 평가 항목을 개발하였고, 요인 분석과 Cronbach's α 검증을 통해 타당성과 신뢰성을 확보하였다. 그 결과, 그라데이션 효과와 요약 중심의 정보 구성이 가장 효과적인 디자인 요소로 나타났다.
이후, 1차와 2차 결과를 수합한 최종 디자인 제안을 적용하고, 정성적 보완을 위해 7명의 국제 사용자 인터뷰를 추가로 실시하였으며, 재난 문자 수신 경험과 정보 해석 방식에 대한 인사이트를 확보하였다.
조사 결과 문자 중심의 UX디자인이 재난 알림에 대한 위급도 파악에 어려움을 주고, 피로도를 유발하는 지점을 확인하였다.
앞선 리서치를 종합하여, 최종 결과물은 위급도 기반 UX 가이드라인, 14종 재난 픽토그램, 행동 중심 알림 구조, AI 기반 재난 분류 및 다국어 번역 기능을 포함한 시각화된 재난 알림 인터페이스를 구성하였다. 또한 문자 중심 재난 정보 전달 방식의 한계를 보완하기 위해 자연적 재난과 사회적 재난의 에너지 흐름에서 착안한 알림 큐를 적용하여 최종 결과물을 구성하였다. 최종 디자인은 기존 국가에서 발송한 실제 알림들을 재구성하여 개선한 UX를 적용 제안하였다. 본 연구는 기존 문자 중심의 UX를 벗어나, 글로벌 공통 커뮤니케이션 언어로서의 시각 디자인 가능성을 제시한다.

This study focuses on establishing a standardized design framework for mobile disaster alerts to communicate public hazard information more effectively. Although disaster alert systems play a critical role in protecting human life, current systems often fail to clearly distinguish between general notifications and urgent warnings. To address this issue, this research proposes a user perception-based visual design guideline along with a unified pictogram system. Through a review of prior studies, this study analyzed international disaster classification systems (9 types of natural disasters and 5 types of social disasters), urgency level frameworks (3 to 5 levels), color systems, and pictogram use cases. It was found that the urgency of a disaster should be classified based on whether immediate user action is required.
The first user study involved 35 participants from South Korea and China, who evaluated 75 pictogram prototypes and 50 UX design samples -with variations in screen position, color, size, etc.- across 14 disaster types. Based on user feedback, key visual factors influencing urgency perception were identified. Linear regression analysis was conducted to model the relationship between design elements and perceived urgency. Using this model, five differentiated disaster interface prototypes were developed based on urgency levels.
In the second phase, 250 South Korean adult users participated in a usability and information structure evaluation of the five interface prototypes developed in the first study. The survey followed ISO 9241-210 usability principles. This study verified validity and reliability through factor analysis and Cronbach’s α testing. The results showed that gradient effects and summary-focused information structures were the most effective design elements.
The final interface design was refined using insights from both study phases and further validated through in-depth interviews with seven international users, focusing on their experiences receiving disaster texts and interpreting information.
The findings indicate that the text-oriented UX design impaired urgency assessment and contributed to alert fatigue. In response, the final deliverables include: urgency-based UX guidelines, 14 disaster pictograms, action-oriented alert structures, an AI-based disaster classification and multilingual translation system, and a visualized disaster alert interface. Additionally, this study applied an alert cue model inspired by the dynamics of energy flows in natural and social to overcome text-only limitations. The final design applies a redesigned UX based on the reconstruction of real alert messages issued by national authorities, aiming to enhance clarity and user responsiveness.
This study proposes a shift away from text-centered UX and highlights the potential of visual design as a universal language for global disaster communication.
