    This study examines public participation in the planning and implementation of open space projects from a communications perspective and explores effective communication structures and processes. Urban open spaces are essential environments for the daily lives of the public. Hence, the process of planning and developing these spaces is a critical issue for local communities. Moreover, as open spaces significantly impact the economy, society, culture, and environment, it is necessary to ensure procedural rationality through consensus and agreement among residents and stakeholders. Consequently, public participation must be conducted effectively at appropriate stages in the planning and implementation of open spaces. This study examines public participation systems and cases in open space development and analyzes participatory open space cases from the perspective of public communication. Focusing on the Gwanghwamun Square Restructuring Project (GSRP), the study analyzes public participation and communication frameworks in the urban open spaces and identifies key agendas for communication structures and processes. Additionally, it proposes communication strategies for each development stage and communication purpose, forming a communication framework of public participation. Finally, this study categorizes the communication challenges that arise during the planning and implementation of open spaces and suggests applicable solutions. The development of open spaces must go through the different phases , from master planning, design development, and construction and supervision. These processes require decision-making on various spatial and non-spatial issues. It is essential that the planning of the physical space corresponds and interacts with communication planning in each phase. Given the constraints of limited resources and conditions, it is crucial to implement efficient public consultation and participation programs that ensure procedural objectivity. In this respect, the research questions are as follows: (1) What are the institutional and practical limitations of existing public participation in the open space planning process in Korea? (2) How can public participation and communication programs in the open space development process be interpreted from the perspective of public communication? (3) What communication frameworks can serve as a foundation for designing effective public participation in open space development? In this study, open space refers to outdoor public areas within urban environments that are accessible to residents daily, including parks and green areas established by public agencies using taxpayer funds. This research investigates the processes and outcomes of integrating public interests, needs, and values into the planning and implementation of urban open spaces. Specifically, it analyzes information dissemination, public consultation, alternative generation, and experiential engagement conducted by public agencies such as government agencies, public institutions, and civil society organizations, during the process of open space development. For the case study, this study selected GSRP, through which Gwanghwamun Square was transformed into a modern square in 2009 and underwent significant restructuring from 2016 to 2022 amid considerable controversy. This project, which claimed to involve public participation, has been officially documented by the Seoul Metropolitan Government, enabling evidence-based analysis. The restructuring process of Gwanghwamun Square is organized into varying phases, and the communication components of each public participation program are examined. Additionally, elements of public deliberation are applied to analyze the structure of public participation. Through this analysis, the characteristics of public participation and communication structures in the process of developing urban open spaces are identified. This study examines the public participation process and communication structures at three distinct levels. First, as a theoretical exploration, it summarizes the flow of discussions on urban space planning and public participation, along with the limitations due to relevant legislations and policies in Korea. Public participation in the development of open spaces is defined from the perspective of public communication. Additionally, the components of public participation are examined based on Harold Lasswell's Sender-Message-Channel-Receiver- Effect (SMCRE) Model. Next, a case study on GSRP demonstrates how the public participation process for this project was divided into stages based on turning points. The public participation and communication framework is analyzed using official documents, including press releases and explanatory materials produced by the Seoul Metropolitan Government. Finally, based on the theoretical analysis and the case study, this study proposes communication frameworks for public participation in the development of open spaces. Specifically, the study presents practical strategies for communication structures and processes, focusing on cases that were implemented by the researcher. A review of the public participation system in the open space planning process reveals that the current legal standards for public participation are insufficient in ensuring procedural objectivity and legitimacy, thereby raising concerns that the process might remain tokenism at best. Additionally, the feedback mechanism for consolidating public opinion is also inadequate. While the master plans for parks and green spaces in major cities include the concept of public participation, the development of policy to implement this concept lags behind. Public participation and communication topics are limited at each phase of the open space development process, with a tendency to repeat specific public consultation methods. This indicates a lack of strategy for the public participation process and methods. From its initial installment in 2016 until 2022, the GSRP was presented by the government as a collaborative effort with citizens; however, the conditions for public participation were not adequately established. Furthermore, the disclosure of information and the systematic design of public participation content were found to be insufficient. The lack of communication methods reflecting the characteristics of each phase of development limited the effectiveness of public participation. There were insufficiencies in the provision for communication that supports public participation, in the disclosure of information on the implementation status of the project as well as the public participation process, and in the consideration of the particulars of each phase in terms of the contents and the methods of public participation. The analysis results reveals that the development phase and implementation objectives are identified as key agendas from the perspective of the communication structure. Open spaces are constructed in accordance with the physical space development phase. For communication results to be effectively reflected in the following phase of design, non-physical communication design and physical space design must be integrated in an organic manner. Public participation and communication plans should begin by clearly defining the purpose of participation. Since participation levels, communication content, and methods vary depending on the purpose, it is important to design communication strategies based on the specific goals of public participation. From the perspective of the communication process, both communication content and communication methods are identified as key agendas. Communication content encompasses the information provided to participants and the information collected from them. Communication strategies must categorize this content into spatial and non-spatial elements and reorganize it as data for the subsequent phase of communication. Communication methods necessitate channel design that considers the messages conveyed by the sender, as well as the characteristics and circumstances of the recipients. In the context of public participation, communication methods should transcend their elementary role as transmission and become a platform for interaction between the sender and the receiver. Based on these key agendas, the study establishes a communication framework that integrates content for each phase of development and methods for each implementation purpose. This framework has the following two characteristics. First, the content of communication is planned according to the specific phase in open space development. Spatial design and communication design are planned in an integrated manner to ensure that the outcomes of each phase can interact effectively with one another. As open spaces go through the phases of planning, design, and construction, the public participation and communication content required at each phase differ as follows: (1) The pre-planning phase: announcement of project rationale, assessment of spatial demand, and site reconnaissance; (2) The planning and design phases: site condition survey, definition of planning direction and strategy, and zoning layout and spatial design; and (3) The construction and supervision phases: engagement through experience of space. Second, public participation and communication methods are designed according to the specific objectives of the project. Using the GSRP case as an example, these methods can be categorized into four areas: information dissemination, public consultation, alternative generation, and experiential engagement. The appropriate communication strategies for each purpose are summarized as follows: (1) Information dissemination: information disclosure and sharing, and on-site documentation and archiving; (2) Public consultation: multiple feedback channels, and involvement of experts; (3) Alternative generation: development of space-use proposals and design direction guidelines; and (4) Experimental engagement: site preview and engagement activities. Building on this, the study categorizes the primary challenges that frequently arise in open space creation sites and proposes applicable strategies to address them: passive disclosure type, dispersed site-conflict type, disrupted continuous participation type, and delayed space creation type. This study summarizes the characteristics and problems of each challenge type and suggests methods for applying communication frameworks. Additionally, it discusses the necessity and application of a communication framework for public participation, the limitations imposed by domestic legislations and regulations, and the constraints based on practical conditions. The study also provides recommendations for improvement based on international case studies. This study aims to forge new connections between landscape planning and design, public participation practices and their significance, and communication theory and practice. In summary, this study identifies the structural and procedural elements necessary for public participation in the open space development process, emphasizing its role as a means of public communication rather than a collection of opinions. It highlights the importance of viewing public participation not only as a tool for ensuring procedural legitimacy but also as a fundamental aspect of public communication. However, the study is limited in its focus on a specific case — Gwanghwamun Square — and lacks a comparative analysis with other cases. The communication framework proposed in this study may be further supplemented and expanded through subsequent research, as there are numerous cases of public spaces nationwide that require further analysis and investigation in terms of their operational and management following open space development. Furthermore, enhancing legal and institutional frameworks related to public participation, developing communication strategies tailored to various types of open spaces, establishing archiving processes for participation-based open spaces, and designing governance structures for open space development are critical areas for future research.

    본 연구는 오픈스페이스 계획과 조성 과정의 시민참여를 커뮤니케이션 관점에서 검토하고, 소통 구조와 과정을 분석하여 소통 체계의 제시를 목적으로 한다. 이를 위해 오픈스페이스 계획 과정의 제도적 환경과 조성 과정의 실천 환경을 살펴보고, 공공 커뮤니케이션과 공론화의 관점에서 참여 기반 오픈 스페이스 사례를 분석했다. 오픈스페이스 계획 과정의 시민참여 제도는 시민참여를 위한 법적 기준이 미비하여 형식적 절차에 그칠 우려가 있으며, 수렴된 의견의 환류 과정이 부족했다. 더불어 주요 도시의 공원녹지기본계획은 시민참여 개념을 포함하고 있으나, 이를 실천하기 위한 정책은 미흡했다. 또한 참여 기반 오픈스페이스 조성 사례에서는 시민참여와 소통의 소재가 제한적이고, 특정 의견 수렴 방식이 반복적으로 수행되는 경향이 있었다. 본 연구에서는 오픈스페이스 조성 과정의 시민참여를 ‘공적 주체(지방 정부 등)가 공공 이슈(오픈스페이스)에 관해 대중(시민사회, 이해관계자 등)과 주고받는 의사 소통’, 즉 공공 커뮤니케이션으로 전제했다. 또한 오픈스페이스는 공공의 재원으로 시민을 위해 조성되는 공공 공간으로서, 대중의 의견을 수렴하여 정책 결정에 반영 하는 공론화 과정으로 상정했다. 이를 기반으로 해럴드 라스웰의 커뮤니케이션 모델(SMCRE)과 공론화 요소인 포용성, 공개성, 충분성을 중심으로 광화문광장 재구조화 사업(2016년 – 2022년)을 살펴보았다. 광화문광장 재구조화 사업은 장기간에 걸쳐 다양한 방식의 시민참여와 소통이 이루어졌으며, 그 과정이 서울시 공문서 등으로 기록되어 있다. 본 연구는 서울시가 생산한 보도자료, 해명자료, 결재 문서, 회의록 등을 중심으로 시민참여와 소통 프로그램을 조사했다. 또한 시민참여 정책이 전환되는 시점을 기준으로 의제 설정 단계, 설계 및 거버넌스 단계, 갈등 조정 단계, 시공 추진 단계로 조성 단계를 구분하여 정리했다. 그 결과, 광화문광장 재구조화 사업은 시민참여를 위한 소통 여건이 충분히 확보되지 않았으며, 정보 공개에 대한 체계적 설계가 미비했다. 특히 조성 단계별 특성을 반영한 소통 방식의 부재로 인해 시민참여의 효과가 제한적 이었다. 광화문광장 사례를 바탕으로 소통 구조와 과정의 관점에서 분석한 결과는 다음과 같다. 먼저, 소통 구조의 관점에서는 오픈스페이스 조성 단계에 따른 소통 체계를 수립하고, 시민참여 프로그램의 수행 목적을 사전 설정하여 소통 방안을 설계해야 한다. 다음으로, 소통 과정의 측면에서는 소통 여건의 포용성을 강화하고 조성 단계에 따른 적용이 필요하다. 더불어 소통 대상의 정보와 소통 과정을 공개 함으로써 신뢰를 확보하고, 적절한 소통 방식을 기획하여 효율적인 의사소통을 도모해야 한다. 이러한 내용을 바탕으로 오픈스페이스 조성 단계별 소통 내용과 시민참여 수행 목적별 소통 방식을 핵심 의제로 상정하고 다음과 같은 소통 체계를 제안했다. 먼저, 오픈스페이스 계획 및 조성의 단계에 따라 공간 설계와 소통 설계가 통합적으로 계획되어야 한다. 물리적 공간의 관점에서 오픈스페이스는 사전 기획, 계획 및 설계, 시공 및 감리의 단계를 거치며, 각 단계별로 요청되는 시민참여와 소통의 내용이 상이하다. 사전 기획 단계에서는 조성 경위의 공표, 공간 수요 조사, 조성 예정지 답사가 요청되며, 계획 및 설계 단계에서는 대상지 현황 조사, 계획 방향과 조성 전략, 영역 배치와 공간 계획이 필요하다. 마지막으로, 시공 및 감리 단계에서는 완성 공간의 경험을 통해 소통 체계를 정립할 수 있다. 다음으로, 정보 제공, 의견 수렴, 대안 생산, 체험 및 홍보 등 시민참여 수행 목적에 따른 소통 방식을 설계해야 한다. 정보 제공을 위해서는 과정 공개와 정보 공유, 현장의 기록과 아카이빙이 필요하다. 의견 수렴의 관점에서는 의견 수렴 창구의 다각화와 전문가 참여의 구체화가 요청된다. 대안 생산을 위해서는 공간 활용 방안의 생산과 공간 설계 방향의 가이드가 이루어져야 하며, 체험 및 홍보 측면에서는 조성지의 예비 체험을 통해 효율적인 소통 체계를 운영할 수 있다. 상기 과정에서 정리한 시민참여 소통 체계는 기존 완공된 오픈스페이스의 참여와 소통 결과를 평가하거나 새롭게 조성되는 오픈스페이스의 시민참여와 소통 계획 수립에 도움을 준다. 뿐만 아니라 오픈스페이스 조성 과정에서 참여와 소통에 따른 난제가 발생하는 현장에서도 소통 전략을 수립할 수 있다. 본 연구에서는 오픈 스페이스 계획 및 조성 단계 전반에서 주요 커뮤니케이션 요소와의 연계가 미흡 하여 공론화가 저해되는 대표적인 난제를 수동적인 정보 공개형, 대상지 갈등 산재형, 연속적인 참여 단절형, 공간 조성 지연형으로 상정하여 소통 체계를 제시했다. 본 연구는 오픈스페이스 계획과 조성 과정의 시민참여를 소통 구조와 과정의 관점에서 살펴보고 소통 체계를 도출했다. 이는 시민참여가 오픈스페이스 조성 과정에서 절차적 정당성을 부여하는 형식적 제도에 그치는 것이 아니라, 시민의 실질적인 의사결정 권한을 보장하는 실천적 소통 장치로 기능해야 함을 보여준다. 한편 본 연구는 광화문광장이라는 특정 대상지에 집중하여, 다양한 사례와의 비교 분석이 부족하다는 한계가 있다. 이에 추후 연구를 통해 보완하고 확장하고자 한다. 특히 공공 커뮤니케이션 관점의 시민참여와 오픈스페이스 조성의 소통 체계를 바탕으로 오픈스페이스와 시민참여 제도의 개선 방안, 오픈스페이스 공간 유형별 참여와 소통 전략, 오픈스페이스 시민참여 사례의 아카이빙, 거버넌스 구성과 시민 참여의 추진 구조 등의 후속 연구들이 요청된다. 이러한 연구를 통해 조경계획 및 설계, 시민참여와 소통의 실천, 공공 커뮤니케이션 이론 사이에 새로운 연결고리들이 형성되기를 기대한다.

    본 연구는 오픈스페이스 계획과 조성 과정의 시민참여를 커뮤니케이션 관점에서 검토하고, 소통 구조와 과정을 분석하여 소통 체계의 제시를 목적으로 한다. 이를 위해 오픈스페이스 계획 과정의 제도적 환경과 조성 과정의 실천 환경을 살펴보고, 공공 커뮤니케이션과 공론화의 관점에서 참여 기반 오픈 스페이스 사례를 분석했다. 오픈스페이스 계획 과정의 시민참여 제도는 시민참여를 위한 법적 기준이 미비하여 형식적 절차에 그칠 우려가 있으며, 수렴된 의견의 환류 과정이 부족했다. 더불어 주요 도시의 공원녹지기본계획은 시민참여 개념을 포함하고 있으나, 이를 실천하기 위한 정책은 미흡했다. 또한 참여 기반 오픈스페이스 조성 사례에서는 시민참여와 소통의 소재가 제한적이고, 특정 의견 수렴 방식이 반복적으로 수행되는 경향이 있었다. 본 연구에서는 오픈스페이스 조성 과정의 시민참여를 ‘공적 주체(지방 정부 등)가 공공 이슈(오픈스페이스)에 관해 대중(시민사회, 이해관계자 등)과 주고받는 의사 소통’, 즉 공공 커뮤니케이션으로 전제했다. 또한 오픈스페이스는 공공의 재원으로 시민을 위해 조성되는 공공 공간으로서, 대중의 의견을 수렴하여 정책 결정에 반영 하는 공론화 과정으로 상정했다. 이를 기반으로 해럴드 라스웰의 커뮤니케이션 모델(SMCRE)과 공론화 요소인 포용성, 공개성, 충분성을 중심으로 광화문광장 재구조화 사업(2016년 – 2022년)을 살펴보았다. 광화문광장 재구조화 사업은 장기간에 걸쳐 다양한 방식의 시민참여와 소통이 이루어졌으며, 그 과정이 서울시 공문서 등으로 기록되어 있다. 본 연구는 서울시가 생산한 보도자료, 해명자료, 결재 문서, 회의록 등을 중심으로 시민참여와 소통 프로그램을 조사했다. 또한 시민참여 정책이 전환되는 시점을 기준으로 의제 설정 단계, 설계 및 거버넌스 단계, 갈등 조정 단계, 시공 추진 단계로 조성 단계를 구분하여 정리했다. 그 결과, 광화문광장 재구조화 사업은 시민참여를 위한 소통 여건이 충분히 확보되지 않았으며, 정보 공개에 대한 체계적 설계가 미비했다. 특히 조성 단계별 특성을 반영한 소통 방식의 부재로 인해 시민참여의 효과가 제한적 이었다. 광화문광장 사례를 바탕으로 소통 구조와 과정의 관점에서 분석한 결과는 다음과 같다. 먼저, 소통 구조의 관점에서는 오픈스페이스 조성 단계에 따른 소통 체계를 수립하고, 시민참여 프로그램의 수행 목적을 사전 설정하여 소통 방안을 설계해야 한다. 다음으로, 소통 과정의 측면에서는 소통 여건의 포용성을 강화하고 조성 단계에 따른 적용이 필요하다. 더불어 소통 대상의 정보와 소통 과정을 공개 함으로써 신뢰를 확보하고, 적절한 소통 방식을 기획하여 효율적인 의사소통을 도모해야 한다. 이러한 내용을 바탕으로 오픈스페이스 조성 단계별 소통 내용과 시민참여 수행 목적별 소통 방식을 핵심 의제로 상정하고 다음과 같은 소통 체계를 제안했다. 먼저, 오픈스페이스 계획 및 조성의 단계에 따라 공간 설계와 소통 설계가 통합적으로 계획되어야 한다. 물리적 공간의 관점에서 오픈스페이스는 사전 기획, 계획 및 설계, 시공 및 감리의 단계를 거치며, 각 단계별로 요청되는 시민참여와 소통의 내용이 상이하다. 사전 기획 단계에서는 조성 경위의 공표, 공간 수요 조사, 조성 예정지 답사가 요청되며, 계획 및 설계 단계에서는 대상지 현황 조사, 계획 방향과 조성 전략, 영역 배치와 공간 계획이 필요하다. 마지막으로, 시공 및 감리 단계에서는 완성 공간의 경험을 통해 소통 체계를 정립할 수 있다. 다음으로, 정보 제공, 의견 수렴, 대안 생산, 체험 및 홍보 등 시민참여 수행 목적에 따른 소통 방식을 설계해야 한다. 정보 제공을 위해서는 과정 공개와 정보 공유, 현장의 기록과 아카이빙이 필요하다. 의견 수렴의 관점에서는 의견 수렴 창구의 다각화와 전문가 참여의 구체화가 요청된다. 대안 생산을 위해서는 공간 활용 방안의 생산과 공간 설계 방향의 가이드가 이루어져야 하며, 체험 및 홍보 측면에서는 조성지의 예비 체험을 통해 효율적인 소통 체계를 운영할 수 있다. 상기 과정에서 정리한 시민참여 소통 체계는 기존 완공된 오픈스페이스의 참여와 소통 결과를 평가하거나 새롭게 조성되는 오픈스페이스의 시민참여와 소통 계획 수립에 도움을 준다. 뿐만 아니라 오픈스페이스 조성 과정에서 참여와 소통에 따른 난제가 발생하는 현장에서도 소통 전략을 수립할 수 있다. 본 연구에서는 오픈 스페이스 계획 및 조성 단계 전반에서 주요 커뮤니케이션 요소와의 연계가 미흡 하여 공론화가 저해되는 대표적인 난제를 수동적인 정보 공개형, 대상지 갈등 산재형, 연속적인 참여 단절형, 공간 조성 지연형으로 상정하여 소통 체계를 제시했다. 본 연구는 오픈스페이스 계획과 조성 과정의 시민참여를 소통 구조와 과정의 관점에서 살펴보고 소통 체계를 도출했다. 이는 시민참여가 오픈스페이스 조성 과정에서 절차적 정당성을 부여하는 형식적 제도에 그치는 것이 아니라, 시민의 실질적인 의사결정 권한을 보장하는 실천적 소통 장치로 기능해야 함을 보여준다. 한편 본 연구는 광화문광장이라는 특정 대상지에 집중하여, 다양한 사례와의 비교 분석이 부족하다는 한계가 있다. 이에 추후 연구를 통해 보완하고 확장하고자 한다. 특히 공공 커뮤니케이션 관점의 시민참여와 오픈스페이스 조성의 소통 체계를 바탕으로 오픈스페이스와 시민참여 제도의 개선 방안, 오픈스페이스 공간 유형별 참여와 소통 전략, 오픈스페이스 시민참여 사례의 아카이빙, 거버넌스 구성과 시민 참여의 추진 구조 등의 후속 연구들이 요청된다. 이러한 연구를 통해 조경계획 및 설계, 시민참여와 소통의 실천, 공공 커뮤니케이션 이론 사이에 새로운 연결고리들이 형성되기를 기대한다.
