본 연구는 부패에 대한 처벌 중심의 사후적 통제를 넘어, 예방 중심의 접근으로서 반부패·청렴교육이 공공기관의 청렴도에 미치는 영향을 실증적으로 분석하였다. 기존 국민권익위원회의 청렴도 평가가 외부청렴도와 내부청렴도로 나뉘어 측정되던 방식에서, 2022년부터는 이를 통합한 '청렴체감도 등급' 체계가 도입되었으며, 본 연구는 이를 종속변수로 설정하였다. 독립변수로는 기관 청렴 의무교육 이수율, 1인당 청렴 교육시간, 1인당 대면 청렴교육시간을 포함하였고, 조절변수로는 대면교육 비율을 설정하여 교육 방식이 교육성과에 미치는 조절효과를 함께 분석하였다. 통제변수로는 기관유형, 설립연수, 임직원 수, 평균연봉, 청렴노력도 등급, 연도를 포함하여, 기관의 규모, 연령, 보상 수준 등 조직적 특성을 반영하였다.
분석에는 2021년부터 2023년까지의 청렴 교육성과가 다음 연도 청렴체감도 등급에 미치는 영향을 반영한 시차 구조의 다중회귀모형(합동최소자승법, Pooled OLS)을 적용하였다. 또한, 대면교육 비율과의 상호작용항을 포함한 위계적 회귀모형을 통해 조절효과를 검정하였다. 주요 분석 결과는 다음과 같다. 첫째, 기관의 청렴 의무교육 이수율과 1인당 청렴 교육시간은 청렴체감도 향상에 통계적으로 유의미한 영향을 미쳐, 청렴교육의 양적 확대가 실제 청렴도 제고에 기여함을 실증적으로 확인하였다. 둘째, 대면교육 비율 자체는 직접적인 효과를 보이지 않았으나, 기관 청렴 의무교육 이수율과의 상호작용항은 청렴도 향상에 유의미한 영향을 보여주었다. 이는 교육 이행 충실도가 높을수록 대면교육이 청렴도 개선에 긍정적 역할을 할 수 있음을 시사한다. 반면, 1인당 대면교육시간 및 다른 상호작용항들은 통계적으로 유의하지 않았다.
이러한 결과는 청렴교육의 양적 확대뿐만 아니라, 기관의 교육 이행 수준과 교육 방식 간 정합성을 고려한 정책 설계가 필요하다는 점을 강조한다. 특히, 대면교육의 효과가 발현되기 위해서는 일정 수준 이상의 교육시간 확보뿐 아니라, 교육의 질적 요소도 병행되어야 할 것이다. 본 연구는 청렴교육과 청렴도 간의 관계를 시차(lag)를 반영한 정량적 분석을 통해 실증적으로 규명하였으며, 이는 향후 청렴정책 수립 및 공공부문 교육제도 개선에 있어 실증 기반의 기초자료로 활용될 수 있을 것으로 기대된다. 또한 공공부문 반부패 전략에 있어 '교육의 양'뿐 아니라 '교육의 방식'과 '이행의 충실성'이 함께 고려되어야 함을 실증적으로 보여준다는 점에서 학문적·정책적 의의를 지닌다.

This study empirically examines the impact of anti-corruption and integrity training on the perceived integrity of public institutions in South Korea, moving beyond punitive, ex-post approaches to emphasize preventive, education-centered strategies. Since 2022, the Anti-Corruption and Civil Rights Commission has adopted the Perceived Integrity Grade as a unified indicator, replacing the previously separate external and internal integrity scores. This study adopts the new grade as the dependent variable. Independent variables include the mandatory training completion rate, average integrity training hours per person, and average hours of face-to-face integrity education per person. The proportion of face-to-face training was introduced as a moderating variable to test whether the training method affects the relationship between training efforts and integrity outcomes. Control variables-such as institution type, organizational age, number of employees, average salary, Integrity Effort Grade, and year dummies-were included to account for institutional characteristics and contextual differences.
A lagged pooled OLS regression model was employed to analyze whether educational outcomes from 2021 to 2023 influenced integrity evaluations in the following year (2022-2024). All continuous variables were standardized using Z-scores. Moderation effects were tested using a hierarchical regression model that included interaction terms. The key findings are as follows. First, both the mandatory training completion rate and the average training hours per person were statistically significant, showing that higher training implementation contributes to improved perceived integrity. Second, although the proportion of face-to-face training itself did not have a direct effect, its interaction with the training completion rate was significant, indicating that when institutional compliance is high, in-person education reinforces the effectiveness of integrity training. In contrast, the average face-to-face training hours and other interaction terms were not statistically significant.
These results suggest that expanding the quantity of integrity training alone is insufficient. Effective training policy must also consider how well institutions comply with training requirements and how training is delivered. In particular, the benefits of face-to-face education appear to depend on both a minimum threshold of training input and qualitative factors such as content relevance and delivery quality. This study contributes empirical evidence to support policy efforts aimed at improving public sector integrity through education. It demonstrates that the effectiveness of integrity training depends not only on its quantity but also on its delivery method and the fidelity of implementation.
